NOTICE: The Duluth Parking Commission will be holding its October 2021 meeting by other electronic means
pursuant to Minnesota Statutes Section 13D.021 in response to the COVID-19 pandemic. Some members of the
Commission will be participating through video conference. Due to the COVID-19 pandemic, public comment will
not be taken in person. However, members of the public can monitor the meeting and provide public comment on
agenda items through WebEx Events. Visit https://duluthmn.gov/live-meeting to access the meeting. The public is
also encouraged to submit written comment to mbauer@duluthmn.gov prior to the meeting. Please include
“PARKING COMMISSION” in the subject line, and include your name and address and the agenda item you are
speaking to. Please note that all public comment is considered Public Data. The public is also encouraged to
watch the meeting online or by tuning into Public Access Television, Channel 180.

APPROVAL OF MINUTES
Approval of September 2021 meeting minutes
Commissioner Linda Krug motioned that the September 2021 Duluth Parking
Commission meeting minutes be approved as presented. Commission Terese
Tomanek seconded the motion, which was approved 4-0.
ON-STREET ACCESSIBLE PARKING ZONE REQUESTS
On-street accessible parking zone requests
City of Duluth Parking Services Manager Mark Bauer presented three on-street
accessible parking zone requests for approval. He stated that he had reviewed
the requests, visited the sites, consulted with the City of Duluth Commission on
Disabilities, and recommended all four for approval. Commissioner Vice
President Noland Makowsky motioned that the request for 524 East 11th Street be

approved. Commissioner Krug seconded the motion, which was approved 4-0.
Commissioner Krug motioned that the request for 2854 Exeter Street be
approved. Commissioner Tomanek seconded the motion, which was approved
4-0. Commissioner Krug motioned that the request for 122 East 3rd Street be
approved. Commissioner Makowsky seconded the motion, which was approved
4-0.
ON- AND OFF-STREET PARKING RATES RECOMMENDATION
PACKAGE
On- and off-street parking rates recommendation package
Mr. Bauer introduced a proposal to adjust hourly and monthly rates throughout
the City of Duluth public parking system. Interstate Parking Company Area
Manager Jeff Aanenson provided the detailed rate package and explained the
thought process that contributed to it. Mr. Bauer stated that most public parking
rates had not been changed since prior to 2012 and stated that the new rates
would go into effect on January 1, 2022. He stated that the primary goal of the
new rate package was to ensure that operating costs are covered and that the
parking fund continues to be both self-sustaining and contributes to other City
services via an annual transfer into the City’s General Fund. Commissioner Krug
motioned that the recommended rates package be approved. Commissioner
Tomanek seconded the motion, which was approved 4-0.
2022 PARKING FUND BUDGET UPDATE
2022 parking fund budget update
Mr. Bauer stated that the 2022 parking budget was in the late stages of
development and that the preceding vote on the systemwide rates revision
package would be included in the budget. He stated that the recommended
budget would be presented to the Duluth City Council on October 25, 2021, and
he suggested a special meeting of the Commission prior to that date to review
the completed budget and to present a Commission recommendation to Council.
Commissioner Makowsky motioned that a special meeting of the Duluth Parking
Commission to review the package be conducted on October 22, 2021 at 7:30
a.m. Commissioner Tomanek seconded the motion, which was approved 4-0.
OFF-STREET PARKING UPDATE
Off-street parking update
Interstate Parking Company Duluth Operations Manager Jeff Aanenson stated
that there were no significant items regarding off-street parking operations to
report.
ON-STREET PARKING UPDATE
On-street parking update
Mr. Bauer stated that preparations for parking enforcement for the upcoming
snow season were being completed.
