NOTICE: The Duluth Parking Commission will be holding its November 2021 meeting by other electronic
means
pursuant to Minnesota Statutes Section 13D.021 in response to the COVID-19 pandemic. Some members of the
Commission will be participating through video conference. Due to the COVID-19 pandemic, public comment will
not be taken in person. However, members of the public can monitor the meeting and provide public comment on
agenda items through WebEx Events. Visit https://duluthmn.gov/live-meeting to access the meeting. The public is
also encouraged to submit written comment to mbauer@duluthmn.gov prior to the meeting. Please include
“PARKING COMMISSION” in the subject line, and include your name and address and the agenda item you are
speaking to. Please note that all public comment is considered Public Data. The public s also encouraged to
watch the meeting online or by tuning into Public Access Television, Channel 180.

APPROVAL OF MINUTES
Approval of October 2021 Special Session meeting minutes
Commissioner Terese Tomanek motioned that the October 2021 Special Session
meeting minutes be approve as presented. Commissioner Linda Krug seconded
the motion, which was approved 4-0.
ON-STREET ACCESSIBLE PARKING ZONE REQUESTS
On-street ADA accessible parking zone requests
City of Duluth Parking Services Manager Mark Bauer presented two on-street
ADA accessible parking zone requests for approval. He stated that he had
reviewed both requests and had consulted with the City of Duluth Commission on
Disabilities. Commissioner Krug motioned that the request for 820 North 42nd

Avenue West be approved. Commissioner Noland Makowsky seconded the
motion, which was approved 4-0. Commissioner Makowsky motioned that the
request for 502 North 77th Avenue West be approved. Commissioner Tomanek
seconded the motion, which was approved 4-0.
OFF-STREET PARKING UPDATE
Off-street parking update
Interstate Parking Company Duluth Area Manager Ari Eilola stated that demand
for monthly parking was steadily increasing and that transient parking demand
was stable. He stated that routine structural repairs at the Hart District Ramp
were recently completed. He stated that after a strong summer season Canal
Park’s parking fee enforcement season had ended. Commission President
Jessica Sterle requested that Interstate present a visual summary of parking
trends in a future meeting.
ON-STREET PARKING UPDATE
On-street parking update
Mr. Bauer stated that preparations for the enhanced Snow Emergency response
system were largely complete and that the City was ready for the upcoming snow
season. City of Duluth Human Rights Officer Carl Crawford stated that in addition
to the City’s efforts to provide off street parking options in the form of designated
Snow Emergency Lots, he was hopeful that residents would assist each other in
clearing snow and providing off-street parking options.
