NOTICE: The Duluth Parking Commission will be holding its December 2021 meeting by other electronic
means pursuant to Minnesota Statutes Section 13D.021 in response to the COVID-19 pandemic. Some members
of the Commission will be participating through video conference. Due to the COVID-19 pandemic, public comment
will not be taken in person. However, members of the public can monitor the meeting and provide public comment
on agenda items through WebEx Events. Visit https://duluthmn.gov/live-meeting to access the meeting. The public
is also encouraged to submit written comment to mbauer@duluthmn.gov prior to the meeting. Please include
“PARKING COMMISSION” in the subject line, and include your name and address and the agenda item you are
speaking to. Please note that all public comment is considered Public Data. The public is also encouraged to
watch the meeting online or by tuning into Public Access Television, Channel 180.

APPROVAL OF MINUTES
Approval of November 2021 meeting minutes
Commissioner Terese Tomanek motioned that the October 2021 Special Session
meeting minutes be approve as presented. Commissioner Linda Krug seconded
the motion, which was approved 5-0.
ON-STREET ADA ACCESSIBLE PARKING ZONE REQUEST
On-street ADA accessible parking zone request
City of Duluth Parking Services Manager Mark Bauer presented an on-street ADA
accessible parking zone request for approval. He stated that he had reviewed
the request and had consulted with the City of Duluth Commission on Disabilities.
Commissioner Em Westerlund motioned that the request, for 30 North 25th
Avenue West, be approved. Commission Vice President Noland Makowsky
seconded the motion, which was approved 5-0.

ECOLIBRIUM3 PRESENTATION ON CLIMATE AND TRANSPORTATION
Duluth Citizens’ Climate Action Plan presentation on climate and transportation
Brett Cease, with Duluth Citizens’ Climate Action Plan, provided a presentation
on climate change and how it is affected by the transportation industry.
ESTABLISHMENT OF 2022 PARKING COMMISSION MEETING DATES
Establishment of 2022 Duluth Parking Commission meeting dates
Mr. Bauer presented a proposal that would establish 2022 Duluth Parking
Commission meeting dates, which would generally occur on the first Friday of
each month of the year. Commissioner Westerlund motioned that the proposed
meeting dates be approved. Commissioner Krug seconded the motion, which
was approved 5-0.
OFF-STREET PARKING UPDATE
Off-street parking update
Interstate Parking Company Duluth Operations Manager Jeff Aanenson provided
an update on off-street parking operations. He presented a visual report on
parking ramp usage, noting that usage numbers were generally trending
upward. He stated that preparation for the upcoming on- and off-street parking
rate changes was in progress and on-schedule. Mr. Aanenson stated that he had
heard little feedback regarding the upcoming rate changes thus far. Mr. Bauer
stated that updated labels would be created and installed for single-stall parking
meters that reflect the new rates and include other current information.
ON-STREET PARKING UPDATE
On-street parking update
Mr. Bauer stated that preparations for the enhanced Snow Emergency response
system were largely complete and that the City was ready for the upcoming snow
season. Commissioner Westerlund inquired whether Mr. Bauer predicted that
there would be an increase in the number of requests for on-street ADA
accessible parking zones related to Snow Emergency operations. Mr. Bauer
stated that while it was early to predict outcomes, it was possible that that might
occur.
