NOTICE: The Duluth Parking Commission will be holding its January 2022 meeting by other electronic
means pursuant to Minnesota Statutes Section 13D.021 in response to the COVID-19 pandemic. Some members
of the Commission will be participating through video conference. Due to the COVID-19 pandemic, public comment
will not be taken in person. However, members of the public can monitor the meeting and provide public comment
on agenda items through WebEx Events. Visit https://duluthmn.gov/live-meeting to access the meeting. The public
is also encouraged to submit written comment to mbauer@duluthmn.gov prior to the meeting. Please include
“PARKING COMMISSION” in the subject line, and include your name and address and the agenda item you are
speaking to. Please note that all public comment is considered Public Data. The public are also encouraged to
watch the meeting online or by tuning into Public Access Television, Channel 180.

2ND STREET TO A TWO-HOUR TIME LIMIT ZONE
Proposal to establish a two-hour time limit parking zone on the 100 block of West
2nd Street

OFF-STREET PARKING UPDATE
Off-street parking update
Interstate Parking Company Duluth Operations Manager Jeff Aanenson provided
an update on off-street parking operations. He stated that operations were going
smoothly but that Interstate was experiencing staffing challenges related to the
spread of COVID-19.
ON-STREET PARKING UPDATE
On-street parking update
Mr. Bauer stated that the City’s first declared Snow Emergency of the season had
occurred recently and that operations had gone relatively smoothly. He stated
that adjustments would be made to Snow Emergency procedures for future
instances based on lessons learned. City Human Rights Officer Carl Crawford
commended the Parking Services Division on their performance during the Snow
Emergency. Commission Vice President Noland Makowsky asked what the cost
of a Snow Emergency ticket was. Mr. Bauer stated that the fee was $46.00 in
2021 and would be adjusting to $52.00 for 2022. Commission President Jessica
Sterle asked what types of notifications the City used to communicate the Snow
Emergency to the public. Mr. Bauer stated that several communications methods
were employed, including electronic Northland Alerts, social media posts, and
broadcast media communications.
