Commissioner Terese Tomanek motioned that the minutes be approved as presented. Commissioner Linda Krug seconded the motion, which was approved 4-0. ON-STREET ADA ACCESSIBLE SIGNAGE REQUEST On-street ADA accessible parking zone request Mr. Bauer presented a proposal to implement an ADA accessible parking zone at 311 North 60th Avenue West. He stated that he had visited the site, communicated with the requesting party, and consulted with the City of Duluth Commission on Disabilities regarding the request. He recommended approval of the request. Commissioner Krug motioned that the request be approved. Commissioner Tomanek seconded the motion, which was approved 4-0. PROPOSAL TO IMPLEMENT YEAR-ROUND PARKING FEES IN CANAL PARK Proposal to implement year-round parking fees in Canal Park Mr. Bauer presented several options related to year-round parking fee City of Duluth Page 1 Parking Commission. Minutes September 9, 2022 enforcement in Canal Park. He stated that although the long-term intent is to recommend conversion of all on- and off-street parking in Canal Park to year-round fee enforcement, his recent conversations with the Canal Park Business Association’s Executive Board resulted in his recommendation to convert only on-street parking to year-round enforcement at this time. He stated that completing this process in stages would allow Canal Park stakeholders time to plan for items like employee parking prior to next year’s anticipated recommendation to convert the off-street locations as well. Commissioner Em Westerlund noted the importance of remaining sensitive to lower-income workers’ parking needs. Commissioner Tomanek motioned that the proposal to convert on-street parking in Canal Park to year-round enforcement be approved. Commissioner Krug seconded the motion, which was approved 4-0. PROPOSAL TO RECONFIGURE PARKING ON A PORTION OF RALEIGH STREET Proposal to reconfigure parking on a portion of Raleigh Street Mr. Bauer presented a proposal to reconfigure parking on a portion of Raleigh Street, from Grand Avenue to South 59th Avenue West. City of Duluth Senior Transportation Planner James Gittemeier provided detail on the proposal, which specified the removal of parking on the north side of Raleigh Street, to be replaced by a bicycle lane. Mr. Gittemeier stated that there had been two public meetings conducted in which the proposal was discussed, as well as a printed public survey. He stated that feedback from the community had been largely neutral or supportive, with one party in strong opposition. He stated that a parking usage study had been conducted and that the results had indicated relatively light usage of the on-street parking on the referenced portion of the street on whole. Mr. Gittemeier stated that addition of the bicycle lane would serve to connect a gap in future plans for extension of the Cross-City Trail. Commissioner Tomanek stated that she was in support of the concept of removing the north-sided parking but of eliminating the proposed no parking 2-6 a.m. signage as a concession to the area residents, who would otherwise effectively lose all on-street parking overnight should the proposal be approved as originally presented. Commissioner Tomanek motioned that the proposal be approved without the 2-6 a.m. no parking signage. Commissioner Krug seconded the motion, which was approved 4-0. PROPOSAL TO AMEND PKC128 TO CHANGE LOCATION FROM 25TH AVENUE WEST TO 27TH AVENUE WEST Proposal to amend PKC128 to change location from 25th Avenue West to 27th Avenue West Mr. Bauer introduced a proposal to amend commission agenda item PKC128, which was approved in the August meeting, to correct an error regarding the referenced avenue. He stated that PKC128 specified no parking signage at the dead-end of 11th Street west of 25th Avenue West. He stated that the City’s Engineering Division had subsequently revised the request, changing the location to the dead-end west of 27th Avenue West. Commissioner Westerlund motioned that the amendment to PKC128 be approved. Commissioner Tomanek seconded the motion, which was approved 4-0. City of Duluth Page 2 Parking Commission. Minutes September 9, 2022 UPDATE ON REQUEST FOR PROPOSAL RELATED TO CITY-OWNED RAMP SALES Update on Request for Proposal related to City-owned ramp sales City of Duluth Deputy Director of Planning and Economic Development Adam Fulton provided an update on the potential sale of two City-owned parking facilities, Technology Village Ramp and Medical District Ramp. He stated that the public bid on the package that included sale of the facilities closed on August 25th and that there had been one bidder. He stated the no decision would be made prior to further communication with the Commission. OFF-STREET PARKING UPDATE Off-street parking update Interstate Parking Company Duluth Operations Manager Ari Eilola provided an update on off-street parking operations. He stated that snow removal contractors were being secured for the upcoming snow season and that operations were proceeding smoothly. ON-STREET PARKING UPDATE On-street parking update Mr. Bauer stated that all other parking operations were going smoothly and that there were no notable update items.
