Friday, May 3, 2024 7:30 AM Council Chambers, 3rd Floor, City Hall ROLL CALL Members Present • Antonio Davis • Mike Mayou • Andrew Paszak • Branden Robinson, Vice President • Brandon Van Tassel • Robert Woods, President • Mark Bauer, Ex Officio Guests Present • Ari Eilola, Duluth Operations Manager – Interstate Parking Company • John Ramos, Investigative Reporter – Duluth Monitor APPROVAL OF MINUTES City of Duluth Parking Services Manager Mark Bauer presented the April 2024 Duluth Parking Commission meeting minutes for approval. Commission Vice President Branden Robinson motioned that the minutes be approved with a correction of a title from “Fond Du Lac Casino” to “Fond Du Luth Casino” in the Off-Street Parking Update section. Commission President Robert Woods seconded the motion, which was approved 5-0 (Commissioner Antonio Davis had not yet arrived). PUBLIC COMMENTS There were no comments during the initial Public Comments period. ON-STREET ACCESSIBLE PARKING ZONE REQUESTS Mr. Bauer presented four on-street accessible parking zone requests for approval. He stated that he had visited the sites and consulted with the Commission on Disabilities and the applicants. He recommended that all four requests be approved. Commissioner Robinson motioned that the request for 517 North 58th Avenue West be approved. Commissioner Woods seconded the motion, which was approved 5-0. Commissioner Robinson motioned that the request for 627 East 4th Street be approved. Commissioner Andrew Paszak seconded the motion, which was approved 5-0. Commissioner Woods motioned that the request for 319 South 19th Avenue East be approved. Commissioner Branden Van Tassel seconded the motion, which was approved 5-0. Commissioner Woods motioned that the request for 625 North 11th Avenue East be approved. City of Duluth Page 1 Parking Commission. Minutes May 3, 2024 Commissioner Robinson seconded the motion, which was approved 5-0. OFF-STREET PARKING UPDATE Interstate Parking Company Duluth Operations Manager Ari Eilola provided an update on off-street parking. He stated that installation of the new pedestrian access control system at Hart District Ramp was nearly complete and that pigeon control and deep cleaning measures would follow. He stated that Interstate was in the midst of preparation for the upcoming fee enforcement and event season in Canal Park. Mr. Bauer stated that once Hart Ramp was complete, the installation at Technology Village Ramp would be next, followed by Medical District Ramp. ON-STREET PARKING UPDATE Mr. Bauer provided an update on on-street parking. Following up on a stakeholder request at a previous Commission meeting to reduce the number of days per week during which an overnight parking restriction in the downtown bar district was in place, he stated that the item was currently on-hold following a public safety incident that had recently occurred in the area.
