In keeping with the City Council’s Rules of Procedure adopted on June 4, 2024, electronic mail comments will no longer be read aloud. Paper copies will be provided to the City Council at the dais. Consider a Resolution for appointments to fill vacancies on the Boards and Commissions. C. Consider a Resolution confirming the Interim City Manager's appointment of  Ronald Wilcots as the Interim Police Chief. D. Consider a Resolution authorizing the Interim City Manager or Designee to execute Contract No. 26-0003-A with IsLeCo Investments, LLC; MJ Thornton, LLC dba DFWParty2Go; Sorrell's Enterprises, LLC for Parks and Fieldhouse Concession Services. 8. ITEMS FOR INDIVIDUAL CONSIDERATION A. Take any necessary action as a result of the Executive Session. B. Consider an Ordinance authorizing the procurement of a new Spartan Quint fire apparatus from Metro Fire Apparatus Specialists, Inc., through the Sourcewell Cooperative Purchasing Agreement, Contract #082025-RVG-4; authorizing an appropriation in the amount of $2,333,528.40 from the unappropriated balance of the One-Time Projects Fund, and authorizing the Interim City Manager to execute the necessary documents. C. Discussion and consideration of all matters incident and related to the issuance and sale of “City of Duncanville, Texas, Combination Tax and Surplus Revenues Certificates of Obligation, Taxable Series 2026A”; providing for the payment of said certificates of obligation by the levy of an ad valorem tax upon all taxable property within the city and a pledge of the surplus revenues of the City’s Waterworks and Sewer System; specifying the terms and conditions of such certificates of obligation; resolving other matters incident and relating to the issuance, payment, security, sale, and delivery of said certificates of obligation, including the approval and execution of a Paying Agent/Registrar Agreement and an Escrow Agreement D. Consider a Resolution approving and authorizing the execution of a Principal Forgiveness Agreement between the Texas Water Development Board and the City of Duncanville, Texas. E. Consider a Resolution to Establish An Ad Hoc Committee for the Purpose of Reviewing Third Party Requests for Proposals and Making Recommendations to City Council for the Duncanville Fieldhouse 9.
