TOWN COMMISSION MEETING MINUTES August 22, 2023 at 6:30 PM COMMISSION CHAMBERS - 202 E. MAIN STREET, DUNDEE, FL 33838 Phone: 863-438-8330 | www.TownofDundee.com CALL TO ORDER by Mayor Pennant at 6:30 P.M. PLEDGE OF ALLEGIANCE led by Mayor Pennant. INVOCATION given by Mayor Pennant. RECOGNITION OF SERGEANT AT ARMS Sgt Anderson. ORDINANCE #13-08, PUBLIC SPEAKING INSTRUCTIONS given by Mayor Pennant. ROLL CALL given by Town Clerk Douthat. PRESENT ABSENT Steve Glenn Mary Richardson Bert Goddard Willie Quarles Sam Pennant DELEGATIONS-QUESTIONS & COMMENTS FROM THE FLOOR (Each speaker shall be limited to three (3) minutes) Mayor Pennant opened the floor for comments from the public. Suzetta Henson, 309 8th St N, expressed concerns about townwide expansion with no increase in service. She stated that the Town’s vision doesn’t seem to exist beyond “make more money for the Town”. Seeing no further public come forth, the floor was closed. APPROVAL OF AGENDA Town Manager Davis reported the following change to the August 22, 2023 regular agenda: Item 3 - Discussion & Action, Dundee Logo was added MOTION TO APPROVE the regular meeting agenda with changes for the meeting of August 22, 2023, made by Goddard, Seconded by Glenn. Passed Unanimously. Voting Yea: Glenn, Goddard, Quarles, Pennant NEW BUSINESS 1. RESOLUTION 23-14, SOL VISTA FINAL PLAT Assistant Town Attorney Claytor read the resolution title into the record. Town Planner Peterson gave the analysis. Mayor Pennant opened the floor for comments from the public. Glen Lawhorn, 11000 Jim Edwards Rd, HC, asked if the project had been denied before. Dee Hall, 801 Lake Marie Blvd, expressed concerns about the road conditions by her home. Deborah Lawson, 200 Penny Lane, HC, stated that Dundee has no water, no police and streets that need to be repaved. These issues should be addressed before new developments are approved. Thomas Gill, 108 Bream, HC, questioned whether this project had already been denied in 2013. Blair Quinn, 22 Lakeview Dr S, HC suggested requiring developers to build better developments. Seeing no further public come forth, the floor was closed. MOTION TO APPROVE Resolution 23-14 made by Goddard, Seconded by Quarles. Voting Yea: Goddard, Quarles, Pennant Voting Nay: Glenn 2. DISCUSSION & ACTION, ORDINANCE 23-06 CALDWELL RIDGE FLUM Assistant Town Attorney Claytor read the title of Ordinance 23-06 into the record. Town Planner Peterson gave the analysis. Mayor Pennant opened the floor for comments from the public. Deborah Lawson, 200 Penny Lane, HC, does not want the FLU changed. Ann Cannon, 621 Chicago Way, expressed concerns with Code Enforcement because she received a violation sign in her front yard. Larry Mathis, 1660 Tyner Rd, HC, spoke against new development in his area. Glen Lawhorn, 11000 Jim Edwards Rd, HC, expressed concerns about potential traffic. Seeing no further public come forth, the floor was closed. MOTION TO APPROVE Ordinance 23-06 made by Goddard, Seconded by Glenn. Passed unanimously. Voting Yea: Glenn, Goddard, Quarles, Pennant 3. DISCUSSION & ACTION, DUNDEE LOGO Town Manager Davis gave the analysis. Mayor Pennant opened the floor for comments from the public; seeing no public come forth, the floor was closed. MOTION TO APPROVE the new Town logo made by Quarles, Seconded by Goddard. Passed unanimously. Voting Yea: Glenn, Goddard, Quarles, Pennant REPORTS FROM OFFICERS Polk County Sheriff's Office Dundee Fire Department Town Attorney Town Manager Commissioners Mayor Special Projects Director Mercer and Engineer Dave Carter gave an update on the Lake Marie Pumping project. Sgt Anderson updated crime levels reporting that they are down 22%. Fire Chief Carbone updated the run totals. Assistant Town Attorney Claytor updated the status of the Dundee Plaza turn in. Town Manager Davis gave an update on the ABC liquor store property. Town Manager Davis shared the thank you card received from Bobby Green from the Ridge League of Cities. ADJOURNMENT at 8:46 PM
