The following people spoke before the commission. A resident spoke on behalf of the residents who live on Ridgewood Avenue. She spoke about the residents with small children and the current speed limit of 30, with vehicles in violation of the posted speed limit. She presented a list of names of residents in support of a speed hump. She went on to speak about a home on 602 Ridgewood ave. with overgrown grass. Raymond Meadows said he is thrilled to see how well the city is being taken care of and spoke in support of the speed bumps. He went on to inquire of the town’s audit and said everyone is doing a fantastic job. Drexetel Robinson said, on behalf of the Dundee community and CCoD (Concerned Citizens of Dundee), what he and other community members would like to see is the history and legacies of the people who contributed to the town and helped shape Dundee’s community highlighted. He spoke about Willie Estelle Freeman, who came to Dundee in 1915 before the incorporation of the town, and asked that her picture be placed in the Dundee Museum. Minutes 1. April 29, 2025, Attorney-Client Session Meeting Mayor Pennant opened the floor for public comment; being none, the floor was closed. Commissioner Goddard moved to approve the minutes from the April 29, 2025, meeting on the consent agenda, seconded by Vice Mayor Quarles. Voting in favor: Commissioner Goddard, Commissioner Richardsson, Commissioner Wilson, Vice Mayor Quarles, Mayor Pennant The motion passed unanimously. APPROVAL OF AGENDA Mayor Pennant opened the floor for public comment: being none, the floor was closed. A motion to approve the agenda was made by Commissioner Goddard, seconded by Commissioner Richardson. Voting in favor: Commissioner Goddard, Commissioner Richardsson, Commissioner Wilson, Vice Mayor Quarles, Mayor Pennant The motion passed unanimously. PROCLAMATIONS, RECOGNITIONS, AND DESIGNATIONS A. Juneteenth Accepting the proclamation was Robert Edwards, Archie Sapp, and Erica Anderson Commissioner Goddard moved to approve the 2025 Juneteenth Proclamation meeting on the consent agenda, seconded by Vice Mayor Quarles. The motion passed unanimously. B. Pride Month Accepting the proclamation was Terrence Reeves, who thanked the commission for the opportunity to receive the proclamation and thanked them for their time and support. Commissioner Goddard moved to approve the 2025 Juneteenth [Pride] Proclamation meeting on the consent agenda, seconded by Vice Mayor Quarles. The motion passed with a 3-2 vote. DISCUSSION & ACTION, 2025 EVENTS TEMPORARY ROAD CLOSURES Interim Town Manager Carbone read the analysis into the record. Town staff is requesting approval of temporary road closures for upcoming events. Early approval will streamline planning by eliminating the need to bring individual requests to multiple future meetings. It will also allow staff to complete required FDOT permits—specifically for the closure of eastbound turn lanes on U.S. Hwy. 27 and Dundee Road (from U.S. Hwy. 27 to Lake Marie Blvd.)—in a timely manner and address any concerns that may arise during the permitting process. 1. 4th of July Celebration: Friday, 7/4/2025, 5pm-10pm  Lake Marie Blvd. (in front of the Community Center) and 8th Street. 2. Hispanic Cultural Parade: Saturday, 9/27/2025, 1pm-5pm  Dundee Rd. from U.S. Hwy. 27 to Lake Marie Blvd.  U.S. Hwy. 27 eastbound turn lanes 3. Christmas Tree Lighting: Friday, 12/5/2025, 5pm-9pm  Lake Marie Blvd. (in front of the Community Center) and 8th Street. 4. Christmas Parade: Saturday, December 13, 2025, 4pm – 8pm  Dundee Rd. from U.S. Hwy. 27 to Lake Marie Blvd.  U.S. Hwy. 27 eastbound turn lanes  Lake Marie Blvd. (in front of the Community Center) and 8th Street. Once approved, the Sheriff’s Office and Dundee Fire Department will be advised of all temporary closings. Mayor Pennant opened the floor for public comment: being none, the floor was closed. Commissioner Richardson inquired about the schedule. Vice Mayor Quarles moved to approve the 2025 Events Temporary Road Closures, meeting on the consent agenda, seconded by Commissioner Goddard. Voting in favor: Commissioner Wilson, Commissioner Goddard, Commissioner Richardsson, Vice Mayor Quarles, Mayor Pennant The motion passed unanimously. 2. DISCUSSION & ACTION, RESOLUTION 25-18 LAKE MABEL LOOP CONVEYANCE (A scrivener's error in the title “Lake Mabel Loop” was made. The actual title should read “Thelma C. Raley Conveyance”). On May 9, 2000, the Town Commission of the Town of Dundee, at a duly noticed public meeting, approved Town of Dundee Resolution No. 00-07, which formally accepted all streets, alleys, easements, rights of way, (the “Roads”) dedicated by virtue of the Dundee Plat. Certain portions of the roads were identified by staff as insufficient for purposes of constructing and improving the subject rights of way along Camp Endeavor Blvd, and the conveyances identified in this resolution are necessary for the construction of adequate roadways on and/or for Camp Endeavor Blvd. Mayor Pennant opened the floor for public comments, seeing none, the floor was closed. DISCUSSION & ACTION, RESOLUTION 25-19 CAMP ENDEAVOR RIGHT-OF-WAY Attorney Claytor read the title into the record. Interim Town Manager Carbone read the analysis into the record. Development Services Director and Assistant Town Manager Peterson presented the Right-of-Way to the commission. This is an applicant-initiated request for approval of a Right-of-Way Vacation of a portion of Camp Endeavor Blvd. and an unnamed Road. Mayor Pennant opened the floor for public comments. Seeing none, the floor was closed. A motion to approve Resolution 25-19 Camp Endeavor Right-of-Way was made by Commissioner Goddard and seconded by Vice Mayor Quarles Voting in favor: Commissioner Wilson, Commissioner Goddard, Commissioner Richardson, Vice Mayor Quarles, and Mayor Pennant. 4. DISCUSSION & ACTION, RESOLUTION 25-20 WEIBERG WEST PHASE 1 RIGHT-OF-WAY Attorney Claytor read the title into the record. Interim Town Manager Carbone read the analysis into the record. A request by Cassidy Land Development, LLC to vacate the existing platted ROW to replat for future development. The subject property is located east of Center Street, southside of Weiberg Road, west of 8th Street North, north of TC Regular Meeting, June 10, 2025, at 6:30 p.m. Page 4 of 5 Ridgewood Avenue and consist of 60 -/+ acres.Mayor Pennant opened the floor for public comments, seeing none, the floor was closed. A motion to approve Resolution 25-20 Weiberg West Phase 1 Right-of-Way was made by Vice Mayor Quarles and seconded by Commissioner Richardson. Voting in favor: Commissioner Wilson, Commissioner Goddard, Commissioner Richardson, Vice Mayor Quarles, Mayor Pennant The motion passed unanimously. REPORTS FROM OFFICERS Polk County Sheriff’s Office – No report Dundee Fire Department – No Report Town Attorney – No report Department Updates – Public Works Director John Vice, Utilities Director Tracy Mercer, and Development Services Director and Assistant Town Manager Lorraine Peterson provided department updates to the commission. Town Manager – Interim Town Manager Carbone provided updates to the commission. Commissioners Commissioner Goddard, Commissioner Wilson, Commissioner Richardson, Vice Mayor Quarles, and Mayor Pennant provided closing remarks.
