A Hybrid electronic meeting is allowable because the Monroe County Board of Commissioners
declared a local state of emergency for Monroe County, MI due to the current COVID-19 case
numbers. They are given the authority to issue a Local State of Emergency under the Emergency
Management Act 390 of 1976. Additionally, the Dundee Village Council passed resolution 2020-26
allowing for Virtual Meetings with the requirement that Board members who participate Virtually must
announce where they are participating from.

1. CALL TO ORDER

A Regular Meeting of Dundee Village Council was held on August 3, 2021 in the
Village Hall Council Chambers. The meeting was called to order at 7:00 pm by
President Pro tem Horkey.
Present were Trustees Howard Cilley,Lindsy Cross, Alana Horkey, Jennifer Howard,
Jordan Reeves, and Bryan Schroeder. President Hickey excused.
Also present were Assistant Village Manager Sarah Karl, Village Clerk Shirley
Massingill, Village Finance Director Joanne Melamed, Village Engineer Vern Moore,
Village Police Chief Kent Jeppesen, Village Park & Rec Programmer Julie Smith,
Village Attorney Frederick Lucas, and five interested citizens. Village Manager David
Uhl excused.

6. DEPARTMENT REPORTS
Finance Director Joanne Melamed presented on update on the $61.000 Village police
department accreditation grant and the $481,500 COVID-19 funds expected by the
Village. She informed the Council that Redman company had started the annual audit
and should be finished by the end of September,
Assistant Village Manager Sarah Karl reported that IT costs run between $140.00 &
$170.00 per month. She stated that summer hours will continue through Labor Day.
Police Chief Kent Jeppesen stated that the signs for the exchange area" had been
ordered. He reported that he had received questions regarding golf cart use on Village
Streets. They explained that they can be used on streets as designated by State
rules. They can cross M-50 ( Monroe Street and Tecumseh Street) but not travel on
those streets and carts can not travel on sidewalks. He also stated that some of the
Village Police department's equipment was on display at the fair.
Village Engineer Vern Moore reported that the alley work behind Tecumseh Street is
continuing. New water lines are half installed and DTE will be relocating a
transformer. Street maintenance will be started by the end of this week. Resurfacing
Dunham and Toledo Street plans are nearly completed. A grant to resurface Dunham
Street has been applied for but no word has been received if the Village will receive
the grant. A new sewer line will be needed at the new MDOT facilities on Ann Arbor
Road. MDOT will cover the costs.

Steve Janick and Ron Bies from Brooks Hollow Court subdivision requested follow up
information regarding their concerns as to costs for second meter on sprinkling
system. Larry Brossia commented n the Dunham Street truck traffic and proposed
bump-outs for Dunham Street.
15. CLOSING COMMENTS - COUNCIL AND MANAGER
Tr. Cross reported that the DDA would like a liquor license for the Pumpkin Palzooa
event in October. To date 27 vendors have sign up and there may be a fireworks
display. A classic car cruise is planned for August 18, 2021 with food trucks. A new
art sculpture for the new green space behind Tecumseh Street business is being
investigated. Dundee art students will be asked to submit designs for the sculpture.
Council members thanked the citizens for their comments. Their concerns will be
address and they will be contacted regarding these concerns.

a. May 23, 2021: MDOT Variance request for fence in front yard. Variance
request from MDOT for a height variance for new proposed salt and repair
facilities. Motion to approve a variance to Fencing in the Front Yard from
section 2.20.06 it must be Commercial Grade Vinyl Fencing, and also
commercial grade vinyl fencing on any property that borders residential
property.
b. May 23, 2021: MDOT Variance request: Motion to approve a variance from
section 9.03 a Height Variance on requested buildings to increase the allowed
height of 30' by 6'-5" and 11'-3" respectively on 2 separate buildings
c. June 21, 2021: John Marion Bucket Elevator, Variance Request from section
3.26 Site: Supplementary Heigh Regulations (3.26.06 Silos and other farm
structures shall be limited to fifteen (15) feet above the state height limit.)
d. June 21, 2021: John Marion Bucket Elevator, Also request a side line variance
from the required 20' to 5'9". 6.c John Marion, Inc is requesting to install a new
pit conveyor with a new 10'x 10' bucket elevator at a heigh of 100' the pit

Tie Michigan Teal is a state wide campaign, designed to promote
awareness of ovarian cancer and its symptoms. Teal is the color
representing ovarian cancer. Ovarian cancer is the deadliest of the
gynecologic cancers and one of the five leading cancer related deaths
among females in the United States. Each year approximately 22,000
people are diagnosed with the disease and 15,000 females die. Persons
diagnosed with ovarian cancer have on average a five year survival rate
of 45%. Unlike other cancers, there is no early detection test for ovarian
cancer, and because the symptoms are often subtle and mimic other
diseases, awareness of the symptoms is the key to early diagnosis.
The Tie Michigan Teal campaign is sponsored by the Michigan Ovarian
Cancer Alliance and consists of volunteers tying teal ribbons on lamp
posts in the downtown areas and distributing awareness information to
local businesses. The event will be held during the month of September,
which has been declared National Ovarian Cancer Awareness Month.
There is no cost to the city and the ribbons will be taken down at the end
of the month.
I am asking you to grant permission for our volunteers to tie ribbons
throughout your town/city this September, 2021. Please sign on the
bottom of this letter and return the signed letter to the volunteer whose
name and contact information is below. Thank you for your support of
our efforts to save lives. If you have any questions or concerns, please

Amendment to Sections 78-63 and 78-604
An ordinance to amend wastewater system regulations relating to water
meters and to exempt irrigation meters from payment of sewer charges.
THE VILLAGE OF DUNDEE ORDAINS
Section 1. Amendment to Section 78.63 of the Village of Dundee Code of
Ordinances
Section 78-63 of the municipal code of the Village of Dundee is amended in its entirety
as follows:
Sec. 78-63. - Each service branch to be separately metered.
One meter shall service each service branch. Additional meters will be
permitted but only if the additional meter is used to serve more than one
building, apartment, section or development and the owner desires to
ascertain the amount of water used in such additional building, apartment,
section or development. The cost of installation and maintenance of such
additional meters shall be borne by the property owner at the property
owner's expense. The village will not undertake to read such meters or to
render statements on such meters.
Section 2. Amendment to Section 78-604(a) of the Village of Dundee Code of
Ordinances.
Section 78-604(a) of the municipal code of the Village of Dundee is amended to add
subsection (4) as follows:
Sec. 78-604.(a)(4)
(4) “Irrigation Meters”. For those customers who have an existing water
meter which is only used for measuring water consumption used for
irrigation or watering lawns (an “irrigation meter”), the customer
shall not pay any sewer charges for based upon water usage
measured by the irrigation meter.
Section 3. Saving Provision. All provisions of Article IV of Chapter 78 of the
municipal code of the Village of Dundee not amended by this ordinance shall continue
in full force and effect.
Section 4. Severability. If any section, subsection, subparagraph, sentence, clause,
phrase, or portion of this Ordinance is for any reason held invalid or unconstitutional by

any court of competent jurisdiction, such portion shall be deemed a separate, distinct,
and independent provision and such holding shall not affect the validity of the remaining
portions of this ordinance.
Section 5. Repeal. All ordinances or parts of ordinances in conflict with this
Ordinance are repealed.
Section 6. Effective Date. This ordinance shall become upon publication.
