CLOSING COMMENTS - COUNCIL AND MANAGER  Council members thanked the DPW and the Dundee School art students for putting up the Christmas lights and painting winter scenes on business windows. The holiday decorations make the community look festive and inviting.  Clerk Massingill announced that the next Dundee Bicentennial meeting will be held at the Old Mill Museum on January 10th at 7:00 pm.  Trustee Cross announced that the DDA would be hosting the visit with Santa after the Holiday parade on December 9th at the Old Mil Banquet Hall. The DDA is also offering Shop Small Gift Bags to shoppers. The bags can be picked up TLC and the Village Office.  Trustee Wilson encouraged the public to attend the Holiday Craft Show a the Dundee Middle School beginning at 10:00 am followed by the Home for the Holidays Parade at 6:30 pm. 15. The décor in these areas is in progress. Renovations in the kitchen will start after the new year. Some time in December there will be an Open House to introduce the community to our updated community center and banquet hall. The new website for the large hall rental is almost completed. This site will be linked to additional sites including the Village, Old Mill Museum, Cater-by-Scott and DABAto mention a few. We are in the process of additional promotion for the large hall and hope to have them in place within the next couple of months. There have been a number of showings of the large hall with ?nalization of contracts within the next week. Shirley D. PRESENT: Members _________________________________________________________ __________________________________________________________________ ABSENT: Members _________________________________________________________ The following preamble and resolution were offered by Member _____________________ and supported by Member ____________________: WHEREAS, the Village Council of the Village created the Local Development Finance Authority of the Village of Dundee (the “Authority”) on February 20, 1990, pursuant to Act 281, Public Acts of Michigan, 1986, as amended, to encourage economic development and promote job creation in the Village; and WHEREAS, on April 26, 1990, the Village approved a Development Plan and Tax Increment Financing Plan for District #1, which was amended in 2001 (as amended, the “District #1 Plan”) to provide for public infrastructure improvements in the Village industrial park; and WHEREAS, the District #1 Plan captured tax increment revenues to pay for a variety of infrastructure improvements for the benefit of District #1, including paying debt service on bonds issued for the improvements; and WHEREAS, the duration of the District #1 Plan extends through the collection of taxes levied in December 2026; and WHEREAS, on May 20, 2003, the Village approved a Development Plan and Tax Increment Financing Plan for District #3, which was amended on March 16, 2004 (as amended, the “District #3 Plan”) to provide public infrastructure improvements for the development of the Global Engine Manufacturing Alliance, LLC Engine Plant; and WHEREAS, the District #3 Plan captured tax increment revenues to pay for a variety of infrastructure improvements for the benefit of District #3, including paying debt service on bonds issued for the improvements; and WHEREAS, the duration of the District #3 Plan extends to June 30, 2027; and Page 27 of 31 Agenda Item #10.c WHEREAS, Section 413(2) of the Recodified Tax Increment Financing Act, Act 57, Public Acts of Michigan, 2018 (“Act 57), provides that the Village Council may abolish a tax increment financing plan if it finds that the purposes for which the plan was established are accomplished; however, a tax increment financing plan may not be abolished, allowed to expire, or otherwise terminate until the principal of, and interest on, bonds issued pursuant to section 414 of Act 57have been paid or sufficient funds to pay the bonds have been placed in escrow to pay the bonds; and WHEREAS, the Village has prepaid the Authority’s obligations on bonds issued for water system improvements and all bond obligations payable from tax increment revenues of District #1 have been fully paid; and WHEREAS, all bond obligations payable from tax increment revenues of District #3 have been fully paid and are no longer outstanding as of May 1, 2023; and WHEREAS, Section 413(2) of Act 57 further provides that any excess tax increment revenues not used for the development program in accordance with the tax increment financing plan shall revert proportionately to the respective taxing jurisdictions; and. WHEREAS, the Village desires to abolish the District #1 Plan and District #3 Plan, pay any remaining expenses of the Authority and return any surplus tax increment revenues proportionately to the respective taxing jurisdictions. NOW, THEREFORE, BE IT RESOLVED THAT: 1. Finding that District #1 Plan and District #3 Plan are Accomplished. The Village Council hereby finds that the purposes for which the District #1 Plan and District #3 Plan were established have now been accomplished. 2. Abolition of District #1 and District #3 Plan. The Village Council hereby abolishes and terminates the District #1 Plan and District #3 Plan effective immediately. 3. Return of Surplus Tax Increment Revenues. Any surplus tax increment revenues of the Authority remaining from the District #1 Plan and District #3 Plan shall be returned proportionately to the taxing jurisdictions from which they were captured. 4. Authorization of Actions. The Village Manager, Village Treasurer and other Village officials are authorized to take all necessary actions relating to the abolition of the District #1 Plan and District #3 Plan and the return of the surplus tax increment revenues. Massingill 41408335.1/025199.00055 Page 29 of 31 Page 30 of 31 Agenda Item #12.a TO: Village of Dundee Village Council FROM: Mike Hoffmeister, Village Manager SUBJECT: Village Manager Report – December 5, 2023 DATE: December 1, 2023 Dundee Holiday Business Open House: On Friday, December 8, 2023, we are hosting the Dundee Holiday Business Open House at the Village Office from 9:00 – 11:00 a.m. This will be an open house style gathering where Dundee area businesses can come to network and meet one another. FY 2024-2025 Budget Process: Department head meetings are taking place this week. Adjustments are being made and a draft budget will be established, per the approved budget calendar, by December 22, 2023. Toledo Street Reconstruction: We are setting up a project portal where residents can visit to see updates on the project. This will be housed on the Spicer website but will be linked directly from the Village’s website. This site will include the plans, traffic control plans, contractor’s schedule, weekly updates, photos and more. The pre-construction meeting is scheduled for December 11, 2023.
