TUESDAY, JANUARY 20, 2026 7:00 PM COUNCIL CHAMBERS
1. CALL TO ORDER
A Regular Meeting of Dundee Village Council was held on January 20, 2026 in the
Village Hall Council Chambers. The meeting was called to order at 7:00 pm by
President Tim Bordine.
2. ROLL CALL
Present were Village President Tim Bordine, Village Trustees Charles Booth, Steven
Carr, Howard Cilley, Lindsay Cross, and George Wilkins. Trustee Rachel Coy was
excused.
Also present were Village Manager Ryan Rudzis, Village Clerk Shirley Massingill,
Village Deputy Police Chief Randy Sehl, Village Finance Director Elizabeth Johnson,
Village Account Clerk Vicki Salib, Village Attorney Partner Kathryn Mohr, and forty-six
interested citizens.
3. PLEDGE OF ALLEGIANCE
Payton Hoffman from Scout Troop 511 lead the Pledge of Allegiance.
4. APPROVAL OF AGENDA
Stephen Carr moved, seconded by Village Trustee Howard Cilley, to approve
the Agenda of the January 20, 2026 Regular Council Meeting with the correction
to 5a header to read Regular Meeting January 6, 2026.

Park Board Workshop Reminder: Workshop scheduled for January 21,
2026 at 7:00 pm.
Budget Workshop Date: Workshop scheduled for January 29, 2025 at
6:00 pm. The DDA approved their budget at their January 15, 2026
meeting. It will be presented to the Council .for approval.
Master Plan/Strategic Plan/TIF Plan Update: Approximately 700
responded to the survey with 75% being Village residents. There will be
a combined meeting of the Council/DDA/Planning Commission on
January 28, 2026 at 7:00 pm.
Village Website: We are waiting to receive a quote from one more
company. The goal is to have the new site up and running by the
spring.

13. CLOSING COMMENTS - COUNCIL AND MANAGER
The Village Manager reminded everyone of the joint meeting with DDA and
Council next Wednesday, January 28th at 7:00 pm and the budget workshop
on Thursday, January 29th at 6:00 pm. Thank you to the DPW for keeping our
street clear and safe during this years winter weather.
The Council thanked the Parks & Recreation Board for all of their work over the
past four years regarding the Boy Scout-Civic Center renovations. They also
stated that the DPW was doing a great job keeping our street clear during this
winter weather and encouraged residents to thank them when you see them.
President Bordine thanked Payton Hoffman for leading the Council in the
pledge of allegiance.

RE: Act 51 Road Certification – Addition of Missing Street Segments
Background: Each year, the Village certifies the centerline mileage of major and local streets that
have been accepted into the Village’s roadway network as public roads. The total mileage of roads is
used by MDOT to calculate the Village’s share of Act 51 funding distributions from fuel and vehicle
taxes. Each year, the Village has an opportunity to add any new streets to their road network. During
the review of the 2026 certification map, four roadway segments were identified which were
previously dedicated to and accepted by the Village, and which have been maintained by the Village
since they were constructed. However, they are not reflected on the MDOT map as public streets.
To add these segments to the certification map, resolutions must be adopted by Council stating that the
streets are open to public use and are maintained by the Village. Attached are four resolutions that
will add the following roadway segments into the Village’s road network:
• Resolution 2026-02: Chase Hanna Street, from Henning Street to Kirkman Street, 692 feet,
• Resolution 2026-03: White Owl Lane, from Falcon Drive to the Dead End, 150 feet,
• Resolution 2026-04: Franklin Street, from Sidney Street to the Dead End, 212 feet, and
• Resolution 2026-05: Corinth Circle, from Grace Point Drive to the Dead End, 221 feet.
These additions represent 1,275 feet of additional road length, or 0.24 miles.
Recommendation: I recommend that Village Council adopt the proposed resolutions to accept these
segments as public streets into the Village’s road network.
