Public Comments (2 Mins. Per Person) None. 3. Approval of Meeting Minutes Approval of Meeting Minutes for the DHRC Meeting held on Tuesday April 7, 2026: • Commissioner Jack Holtzman made a motion to approve the meeting minutes for the DHRC April 2026 meeting held Tuesday April 7, 2026. Commissioner Scott Brummel seconded; the motion was unanimously approved with ten (10) votes “For” the motion. 4. New Business (10 minutes) DHRC June 2026 Elections: • Commissioner Jack Holtzman made a motion to nominate and approve Commissioner Alexandria Gwynn, as Chair and Commissioner Tosh Adams as Vice Chair for another term. Commissioner Harvey McMurray seconded the motion; the motion was unanimously approved with ten (10) votes “For” the motion. DHRC Retreat to Be Held in May 2026: • Commissioner Jack Holtzman made a motion to approve the DHRC Retreat be held in May. Commissioner Bailey Igoe seconded the motion. Commissioners Christina Crosby and Michael Cornwell: Abstained, as their commission terms end after this meeting. The motion was approved by the remaining eight (8) commissioners in attendance. Commissioner Memo to Council Liaison and City Clerk’s Office: • A motion to approve the draft memo regarding competency and vacancy forecast, recruitment and succession planning framework to be sent to Council Liaison and City Clerk’s Office. The vote was unanimously approved with ten (10) votes “For” the motion. 2 DHRC May 2026 Meeting Agenda for Tuesday, May 5, 2026 Donation of Remaining DHRC Gift Cards: • Commissioner Bailey Igoe made a motion to approve for the remaining gift cards be donated to Duke's Violence Recovery Program for food needs of their continuants. Commissioner Christina Crosby seconded the motion. The vote was unanimously approved with ten (10) votes “For” the motion. 5. Executive Committee Report (10 minutes): Commissioner Alexandria Gwynn, DHRC Chair, appointed Commissioner Kirsten Barrett as Social Media Chair, replacing Commissioner Michael Cornwell. Commissioner Alexandria Gwynn, DHRC Chair, requested for committee chairs to submit meeting information to Alexis John, Assistant Director and Phillip Jordan, Sr. Human Relations Manager. Commissioner Alexandria Gwynn, DHRC Chair reported the following: • The 2026 DHRC Implementation (Detailed) Road Map will be resent to commissioners. • A cyberbullying presentation at the School of Creative Studies on April 20th, attended with Tosh Adams, reaching approximately 150 students in partnership with the NC Bar Association and Durham Police Department. • Ongoing efforts by public safety co-chairs to organize a meet-and-greet with the Police Review Board, Criminal Justice Advisory Committee, and Juvenile Crime Prevention Council. • Outreach to James Davis Jr. regarding the city's plans for the NCCU certificate program; no response yet. • Importance of mobilizing commissioners to review the proposed city budget and submit public comments ahead of the June 1st budget hearing. • A meeting with the consultant managing the police chief hiring process, and broad themes from that discussion were submitted to the consultant. • A recurring theme of bridging access, communication, and educational gaps across all focus areas - housing, public safety, and race/ethnic relations. • For commissioners with Gmail, a google drive that houses all DHRC documents and pictures [Notes from Events and Meetings - Google Docs] 6. Presentations (20 min Total - 10 mins + 5-10 minutes Q & A) Housing and Neighborhood Services Department Director: • Director Sarah Viñas introduced herself to the commission, sharing insights into her career and background. She then provided a brief update on the department's current status, 3 DHRC May 2026 Meeting Agenda for Tuesday, May 5, 2026 followed by progress reports on the HOPWA, 505 W. Chapel Hill Street, and Down Payment Assistance programs. 7. Human Relations Manager’s Report (5 minutes): NCCU Capstone Project: • Phillip Jordan, Sr. Human Relations Manager, reported on a collaboration with NCCU's capstone project, where student teams developed software systems addressing the work of the Human Relations Commission. Four teams of five students each presented; the software was described as impressive and aligned with existing commercial solutions being evaluated. Durham’s Bus Rapid Transit Vision Plan: • Phillip Jordan, Sr. Human Relations Manager shared information about Durham's Bus Rapid Transit vision plan, which is seeking public input on how funds should be spent, either for immediate community impact or long-term (20–30 year) impact. Vacant Human Relations Division Positions: • Alexis John, Assistant Directo, noted that two human relations positions will be posted by end of the week; requested commissioner assistance in spreading the word. 8. Committee Reports and Discussion (10 Mins.) Awards Committee: • Commissioner Tosh Adams, Committee Chair, reported that there are no updates. Social Media and Marketing Committee: • Commissioner Michael Cornwell, Committee Chair reported that Kirsten Barrett has been added as an admin to social media accounts; will remove himself after the meeting. • Commissioner Kirsten Barret reported that a survey and flyer were created and posted on Facebook; outreach was made to community pages including Durham Political Nerd, which reshared the content. Survey responses highlighted that residents are largely unaware of the down payment assistance program; one respondent noted feeling excluded as a senior citizen. • Commissioner Alexandria Gwynn, DHRC Chair, proposed compiling survey findings into an internal memo for Sean White; also outlined a planned "Did You Know" social media campaign to raise awareness of the commission's existence, history (founded in 1968), and focus areas. 4 DHRC May 2026 Meeting Agenda for Tuesday, May 5, 2026 Policies and Procedures Committee: • Commissioner Harvey McMurray reported the Policies and Procedures committee will meet the second Thursday of each month (except July), from 7–8 PM. Confirmed members are Commissioners Harvey McMurray and Kirsten Barrett. • Commissioner Alexandria Gwynn, DHRC Chair, reported that the retreat agenda will also include how the commission can leverage commissioners that can do the work but may not have the time to attend the meetings. Race and Ethnic Relations Committee: • Commissioner Alexandria Gwynn, DHRC Chair, reported a brief update, noting no current strategy is in place and that this will be on the agenda at the retreat. Housing Committee: • Commissioner Bailey Igoe reported that he attended the Citizens Advisory Committee (CAC) meeting on April 26th; noted shared goals and that the CAC had provided recommendations on CDBG funding. Suggested continued communication and potential collaboration on a housing event. • Commissioner Jack Holtzman reported the committee may meet on the third Wednesday of the month; acknowledged the need to regroup and identify next steps following the meeting with Sean White. • Commissioner Alexandria Gwynn, DHRC Chair, suggested exploring synergies between educational workshops for residents and entitlement funding, potentially in collaboration with CAC and Director Vinas. 9. Discussion and potential vote regarding the donation of remaining commission gift cards to patients served by the Duke Violence Recovery Program. The program has identified that individuals recovering from gunshot injuries often prefer flexible financial support in the form of gift cards, which allow for greater dignity and autonomy in meeting immediate needs such as food and short-term necessities. Temporary housing needs were also noted as a significant concern for individuals who cannot safely return to their prior living environments during recovery. 5. Potential opportunity to partner with the North Carolina Bar Association on a cyber bullying volunteer trainings with DPS, through the Bar Association’s lawyers in schools program e. We sent out a follow-up survey requests around 2/19 to various City-County BCCs who are doing work in our focus areas to foster more communication and collaboration and to also understand any policy-driven work or outreach that other boards are doing. So far we have received responses from 4 City-County boards - the Planning Commission, Racial Equity Commission, Citizens Advisory Committee, and the Mayor’s Hispanic/Latino Committee. We also had a member of the Juvenile Crime Prevention Council join us at our commission meeting in March. Also, we have made contact with the Criminal Justice Advisory Committee and the Police Review Board. f. Continued discussion with Community Partnerships and Engagement of an effective community outreach strategy to all residents for the commission, as well as full commission in-person meeting locations in the community. g. Updates regarding the Police Chief Hiring Process h. None Adjournment Commissioner Alexandria Gwynn, DHRC Chair 4 Dear Council Member Burris and Ms. Pratt, On behalf of the Durham Human Relations Commission (DHRC), I am writing to share recommendations regarding upcoming and anticipated vacancies on the Commission, along with a proposed framework to support strategic recruitment and appointment planning. Pursuant to Section 34-112 of the City of Durham Code of Ordinances, the Commission is charged with promoting positive human relations, advising City leadership, and supporting inclusive civic participation, as well as promoting equitable and proportionate representation of all traditionally under-represented groups on public boards and agencies in the City. In alignment with this authority, the Commission has reviewed its current composition to support awareness of representation trends and evolving community needs. Current Context The Commission anticipates multiple vacancies due to term completions and non-renewals. This presents an opportunity to reflect on the Commission’s overall composition and support awareness of evolving community needs and areas of expertise. Recommendation: Recruitment and Composition Considerations To support continued representation and a broad range of perspectives, the Commission offers the following considerations for Council’s awareness during the appointment process: • Representation of young adults (ages 18–40) with interest in civic engagement, public service, housing, race and ethnic relations, and public safety • Durham natives and long-term residents, to support continuity of community-rooted perspective and historical context • Representation across socioeconomic backgrounds, including individuals with lived experience navigating housing systems, public services, or economic barriers • Subject-matter expertise across key areas, including: o youth engagement and education o public safety and community trust o public health and community well-being o housing and community development o technology, communications, and data systems Purpose and Alignment These considerations are intended to: • Support the Commission’s ability to serve as an effective public forum • Enhance its advisory capacity to City leadership • Strengthen pathways for broader civic participation across Durham The Commission recognizes that appointments are made by City Council and appreciates the role of the City Clerk’s Office in facilitating this process. This framework is offered as a collaborative and informational tool to support recruitment awareness and alignment with the Commission’s evolving areas of focus. It is not intended to serve as selection criteria or to limit Council’s appointment authority. For ease of reference, we have included a proposed Recruitment and Succession Planning Matrix (Attachment A), which reflects current Commission composition and highlights general areas of representation and expertise for consideration in future appointments.
