Durham Planning Commission M I N U T E S May 13, 2014, 5:30 p.m. City Council Chambers – 1st Floor 101 City Hall 1. Call to Order Vice-Chair Harris called the meeting to order at 5:32 p.m. 2. Roll Call Members Present: Rebecca Board Absent: Antonio Jones, Chair Frederick Davis Elise Bielen Charles Gibbs David Harris Linda Huff Tom Miller Rickey Padgett David Smudski Bynum Walter Melvin Whitley Rebecca Winders Staff Present: Patrick O. Young, Assistant Planning Director Steve L. Medlin, Director Scott Whiteman, Planning Supervisor Mike Stock, Senior Planner Laura Woods, Senior Planner Bill Judge, Transportation Engineer Juliet Black, Executive Assistant 1. Adjustments to the Agenda Vice-Chair Harris was acting as Chair. Commissioner Miller added an item to the agenda regarding the State Legislature. The chair added Mr. Miller’s item under announcements. The public hearings were advertised as required by law. 2. Approval of the Minutes from April 8, 2014 Motion: Approval (Miller, Whitley 2nd) with the corrections from Miller. Action: Motion carried, 10-0. (Smudski had not arrived). 3. Public Hearing: Unified Development Ordinance Text Amendment A. TC1300001 Technical Changes VIII Plan Amendment Request: The JCCPC has recommended that staff initiate seven comprehensive technical change text amendments since the UDO took effect on January 1, 2006. Planning Commission Minutes May 13, 2014 Page 1 of 2 Staff Report: Mr. Stock presented the staff report. Public Hearing: Vice-Chair Harris opened the public hearing. No one signed up to speak. Vice- Chair Harris closed the public hearing. Commission Discussion: Much discussion was centered on the Residential Use Categories and Transportation Special Use Permit. A question was raised concerning bicycle parking. Motion: Approval of TC1300001 (Padgett, Whitley 2nd). Action: Motion carried, 11-0 4. Public Hearing: Plans A. Work Program Staff Report: Mr. Medlin presented the staff report. Public Hearing: Vice-Chair Harris opened the public hearing. No one signed up to speak. Vice- Chair Harris closed the public hearing. Commission Discussion: For the most part, the Commission expressed support with the report and the amount of work the Planning Department was currently doing. However, there were some issues surrounding the Historic District Preservation Plan. Motion: Approval of Work Plan (Mr. Whitley, Mr. Smudski 2nd). Action: Motion carried, 10-1 (Miller voted No) 6. New Business A. Transit Area Housing. This item was presented by Laura Woods, Senior Planner, Patrick McDonough, Triangle Transit and Bergen Watterson, Triangle J Council of Governments. Some of the numbers were off from the charts and would be corrected. There were several items the Commissioners would like to see in the report, such as: measure owners vs. renters and would like to see where most of the people work. B. State Legislative. Commissioner Miller gave an update on the State Legislature proposal to eliminate protest petitions. Commissioners Miller would like the committee to adopt a resolution. The information could be sent to the commissioners in the June package. C. Announcement: Scott Whiteman stated there would be one zoning case next month.
