Durham Planning Commission M I N U T E S June 10, 2014, 5:30 p.m. City Council Chambers – 1st Floor 101 City Hall 1. Call to Order Chair Jones called the meeting to order at 5:32 p.m. 2. Roll Call Members Present: Rebecca Board Absent: David Harris Elise Bielen Melvin Whitley Frederick Davis Rebecca Winders Charles Gibbs Linda Huff Antonio Jones, Chair Tom Miller Rickey Padgett David Smudski Bynum Walter Staff Present: Patrick O. Young, Assistant Planning Director Amy Wolff, Senior Planner Bill Judge, Transportation Engineer Juliet Black, Executive Assistant 1. Adjustments to the Agenda No adjustments were made to the agenda. The public hearings were advertised as required by law. 2. Approval of the Minutes from May 14, 2014 Motion: Approval (Davis, Padgett 2nd) Action: Motion carried, 10-0 3. Public Hearing: Zoning Map Change Requests A. Z1400003 2919 Fayetteville Staff Report: Ms. Wolff presented the staff report. Public Hearing: Chair Jones opened the public hearing. One person signed up to speak, one person spoke in support. No one spoke in opposition. Chair Jones closed the public hearing. Commission Discussion: The commissioners commended the applicant for making the necessary changes. It was stated the traffic would increase by 2481 trips per day. It was noted that site improvements or expansions to the existing buildings on site would require approval of a Minor Special Use Permit from the Board of Adjustment. Motion: Approval of the 2919 Fayetteville Z1400003. (Smudski, Miller 2nd) Planning Commission Minutes June 10, 2014 Page 1 of 2 Action: Motion carried, 10-0 Findings: The Planning Commission finds that the ordinance request is consistent with the adopted Comprehensive Plan. The Commission believes the request is reasonable and in the public interest and recommends approval based on comments received at the public hearing and the information in the staff report. B. Z1400008 Harmony Road II Revisions Staff Report: Ms. Wolff presented the staff report. Public Hearing: Chair Jones opened the public hearing. Five people signed up to speak; three people spoke in support and two people in opposition. Chair Jones closed the public hearing. Commission Discussion: There was much discussion centered on the value of trails to the Chamberlynne/Harmony Road II Community. Commissioner Board and Commissioner Smith expressed to the neighbors, the value of their homes would not decline, due to the trail. It was expressed there were sidewalks to ride bikes and to walk on the asphalt trail. Commission discussion also included the feasibility of connecting the proposed trail to the existing private trail amenity within the Woodcroft neighborhood. The developers passed out several handouts: Harmony Road Trail Exhibit – June 9, 2014; Gmail Email – Summary of what Standard Pacific has agreed to do as per call with Gray Methven (with Mark Avitabile and Kirk Everett) on June 9, 2014 at 4:45 – 5:10 p.m. Motion: Approval of Harmony Road II Revisions - Z1400008 (Smudski, Davis 2nd). Action: Motion carried, 7-3 (Board, Huff, Walter voted No) Findings: The Planning Commission finds that the ordinance request is consistent with the adopted Comprehensive Plan. New Business A. Announcement: Pat Young stated the July meeting had been cancelled as there were no items on the agenda. B. Pat Young also announced that Chair Jones has decided not to reapply at the end of his term. A resolution will be prepared and presented at the August 12, 2014 meeting. C. Commissioner Miller stated no action had taken place with the State Legislature’s proposal to eliminate protest petitions. D. Material received from citizen regarding Summary Comparing light Rail Alignments were given to each commissioner present and a copy for the Planning Department files. E.
