1. Call to Order
Chair Harris called the meeting to order at 5:30 p.m.

3. Adjustments to the Agenda
The following adjustments were made to the agenda: Brian Buzby was appointed after the agenda
was mailed out and Rebecca Board’s name was inadvertently left off of the agenda under
Resolutions. It was also stated Vice Chair Harris would serve as the Chair until the month of
September and at that time the commissioners would vote for a Chair and Vice Chair. The public
hearings were advertised as required by law.
4. Approval of the Minutes from June 10, 2014
Motion: Approval (Miller, Whitley 2nd)
Action: Motion carried, 12-0
5. Resolutions in Honor of Commissioners: Chair Antonio Jones, Rebecca Board, David Smudski, and
Bynum Walters. Chair Harris presented the resolution to each commissioner and each
commissioner had words of encouragement.

MR. ANTONIO JONES
WHEREAS: Mr. Antonio Jones was a member of the Durham
Planning Commission from April 2010 through June 2014 and;
WHEREAS: The Durham Planning Commission and the citizens of the
City and County of Durham have benefited from the dedicated efforts that he
displayed while serving as a member of the Durham Planning Commission,
and;
WHEREAS: This Commission desires to express its appreciation for
the public of a job well done, now therefore;
BE IT RESOLVED BY THE DURHAM PLANNING
COMMISSION:
Section 1: That this Commission does hereby express its sincere
appreciation for the service rendered by Mr. Jones to the citizens of this
community.
Section 2: That the Clerk for the Commission is hereby directed to
spread this resolution in its entirety upon the official minutes of this
Commission and this resolution is hereby presented to Mr. Jones as a token of
the high esteem held for him.

City and County of Durham have benefited from the dedicated efforts that she
displayed while serving as a member of the Durham Planning Commission,
and;
WHEREAS: This Commission desires to express its appreciation for
the public of a job well done, now therefore;

6. Public Hearings: Plan Amendment with Concurrent Zoning Map Change Request
A. Erwin Terrace at LaSalle (A1300010 & Z1300031)
Plan Amendment Request: Erwin Terrace Limited Partnership, LLC requests 19.64 acres
changed on future land use map from Urban to Compact Neighborhood Tier at intersection of
Erwin Road and South LaSalle Street.
Zoning Map Change Request (MU(D))/Urban Tier to (MU(D))/Compact Neighborhood Tier.
Staff Report: Ms. Rosenberg & Ms. Wolff presented the staff reports.
Public Hearing: Chair Harris opened the public hearing. Two people signed up to speak; one
person spoke in support and one person spoke in opposition. Chair Harris closed the public
hearing.

Commission Discussion: Much discussion was centered on affordable housing. Some
commissioners felt we should have a more stable plan for affordable housing in place before
approving the project. One of the speakers passed out the “Resolution by the Durham City
Council and Durham County Board of Commissioners supporting affordable housing around the
transit stations and neighborhood transit centers” to the commissioners.
Motion: Approval to Continued Plan Amendment with Concurrent Zoning Map Change
Request A1300010 & Z1300031for 60 days (Mr. Davis, Mr. Gibbs 2nd).
Action: Motion carried, 10-2 (Davis and Gibbs voting No)
7. Public Hearing: Zoning Map Change Requests
A. Hanover Pointe Sub Area C Z1400004
Staff Report: Ms. Wolff presented the staff report.
Zoning Map Change Request PDR 4.760 to PDR 4.000.
Public Hearing: Chair Harris opened the public hearing. Three people signed up to speak, one person
spoke in support, one spoke in opposition and one was undecided. Chair Harris closed the
public hearing.
Commission Discussion: Commissioners had a few concerns regarding wetlands and density.
They also expressed concern with the vehicle circulation.
Motion: Approval of Hanover Pointe Sub Area C (Z1400004). (Miller, Davis 2nd)
Action: Motion carried, 12-0
Findings: The Planning Commission finds that the ordinance request is consistent with the
adopted Comprehensive Plan. The Commission believes the request is reasonable and in the
public interest and recommends approval based on comments received at the public hearing
and the information in the staff report.
B. Rhododendron Drive Z1400010
Staff Report: Ms. Wolff presented the staff report.
Zoning Map Change Request SRP to RS-20.
Public Hearing: Chair Harris opened the public hearing. Two people signed up to speak; one
people spoke in support and one person in opposition. Chair Harris closed the public hearing.
Commission Discussion: The question was asked if annexation were in the plans, with a
response of no.
Motion: Approval of Rhododendron Drive (Z1400010) (Davis, Winder 2nd).
Action: Motion carried, 12-0
Findings: The Planning Commission finds that the ordinance request is consistent with the
adopted Comprehensive Plan. The Commission believes the request is reasonable and in the
public interest and recommends approval based on comments received at the public hearing
and the information in the staff report.

C. Ravenstone Extension Z1400014A
Staff Report: Mr. Wiggins presented the staff report.
Zoning Map Change Request RR & RS-20 – County Jurisdiction to RR - City Jurisdiction.
Public Hearing: Chair Harris opened the public hearing. No one signed up to speak, but one
person spoke against. Chair Harris closed the public hearing.
Commission Discussion: The main issue was how to deal with the already existing traffic.
Motion: Approval of Ravenstone Drive ( Z1400014A) (Davis/Whitley 2nd).
Action: Motion carried, 12-0
Findings: The Planning Commission finds that the ordinance request is consistent with the
adopted Comprehensive Plan. The Commission believes the request is reasonable and in the
public interest and recommends approval based on comments received at the public hearing
and the information in the staff report.
6. New Business
A. Announcement: Scott Whiteman stated there were currently 4 (3 land use and 1 text
amendment) cases for September.
B. All members introduced themselves because of the four new commissioners (Buzby, Freeman,
Hollingsworth and Hyman).
C. Adjournment
The meeting adjourned at 8:01 p.m. The next scheduled meeting is September 9, 2014, 5:30
p.m.
