Durham Planning Commission M I N U T E S November 11, 2014, 5:30 p.m. City Council Chambers – 1st Floor 101 City Hall 1. Call to Order Chair Harris called the meeting to order at 5:30 p.m. 2. Adjustments to the Agenda The following adjustments were made to the agenda: Clarification was given to the correct case number as Z1400011, the mention of Commissioner Miller’s comments missing from commissioners packets, but was sent out via email and noted a word was missing under “New Business” regarding Ms. Jacobson’s page and it was stated it was emailed. The public hearings were advertised as required by law. Approval of the Adjustments to the Agenda Motion: Approval (Miller, Freeman 2nd) Action: Motion carried, 12-0 4. Approval of the Minutes from October 14, 2014 Motion: Approval (Miller, Buzby 2nd) Action: Motion carried, 12-0 Planning Commission Minutes November 11, 2014 Page 1 of 2 Public Hearing: Zoning Map Change Requests A. Autopark Center Z1400011 Staff Report: Ms. Wolff presented the staff report. Zoning Map Change Request Commercial Neighborhood with a development plan (CN(D)) to Commercial General with a development plan (CG(D)). Public Hearing: Chair Harris opened the public hearing. One person signed up to speak, one person spoke in support and no one spoke in opposition. Chair Harris closed the public hearing. Commission Discussion: Commissioners had a few comments concerning the number of pumps and how to protect the wildlife from leakage during construction. They were pleased to know sidewalks, pedestrian signals and public transportation would be included or is already being provided. Motion: Approval of Autopark (Z1400011); Miller, Freeman 2nd Action: Motion carried, 12-0 Findings: The Planning Commission finds that the ordinance request is consistent with the adopted Comprehensive Plan. The Commission believes the request is reasonable and in the public interest and recommends approval based on comments received at the public hearing and the information in the staff report. 5. New Business A. Urban Open Space Plan: Ms. Youngblood presented an update on the Urban Open Space Plan. B. Announcements: The motion to cancel the December 2014 meeting was made by Freeman, 2nd by Whitley and passed 12-0. 6.
