Approval of the Minutes from September 10, 2015. MOTION: Approve the minutes as amended. (Buzby, Winders 2nd) ACTION: Motion carried 11-0, Mr. Kenchen not yet present. 4. Adjustments to the Agenda Staff Recognition Add item 6B – CAHT Statement for Hearings for the Ordinance to amend the Unified Development Ordinance Regarding Affordable Housing Parking Density Bonus (TC1500003) Add Item 6C- Adoption of 2016 Meeting Dates 5. Public Hearings: Zoning Map Change Request A. Farrington Mixed Use (Z1500009) Planning Commission October 13, 2015 Page 1 of 2  Zoning Map Change Request: From Office Institutional (OI)(D)) and Residential Suburban – 20 (RS-20) to Commercial General with a development plan (CG(D)) PINs: 0738-01-18-9681 Staff Report: Ms. Wolff presented the staff report on case Z1500009. Public Hearing: Chair Harris opened the public hearing. Three citizens spoke in support and no one spoke in opposition. Chair Harris closed the public hearing. Commission Discussion: Discussion centered on the lack of affordable housing and additional text commitments that were mentioned but were not included on the plan. MOTION: To continue case to regular December meeting. ACTION: Carried, 8-4 with Ghosh, Gibbs, Hyman and Kenchen voting no. FINDINGS: None, case continued. Chair Harris recognized Grace Smith for being awarded the NCAZO outstanding member award. 6. New Business: 6A. Mike Stock presented an informational item Unified Development Ordinance Text Amendment, Omnibus Changes 9 (TC1500001). Mr. Miller suggested looking at Winston Salem’s Historic District provisions. 6B. Ms. Winders presented a statement on behalf of the Coalition for Affordable Housing and Transit. MOTION: The Durham City-County Planning Commission supports adding language presented. (Freeman, Miller 2nd) ACTION: Carried 11-1 with Gibbs voting no. 6C. Adoption of the 2016 Planning Commission Meeting Dates. MOTION: To adopt. (Miller, Riley 2nd) ACTION: Carried, 12-0. 7. Announcements & Adjournment Chair Harris announced that Mr. Hollingsworth would be leaving the Commission in November.
