Call to Order Chair Harris called the meeting to order at 5:30 p.m. 2. Adjustments to the Agenda Ms. Smith informed the commission that a one month (one cycle) deferral had been requested and approved for item 5B. North Roxboro Retail (A1500002 & Z1500006). Chair Harris requested to add announcements at the end of the agenda. MOTION: To reorder the agenda. Approval of the Minutes MOTION: Approve the Minutes with a correction along with the Consistency Statements from April 12, 2016. (Hyman, Freeman 2nd). ACTION: Motion carried, 13-0. 5. Public Hearings: Plan Amendments with Concurrent Zoning Map Changes Request A. Shannon Road Retail (A1500022 & Z1500036) Plan Amendment Change Request: 3230 and 3232 Shannon Road, Request: Medium Density Residential (6-12 DU/Ac) to Commercial PINs: 0810-10-25-8861, -8608 Zoning Map Change Request: 3230 and 3232 Shannon Road; Request: Residential Suburban – Multifamily (RS-M) to Commercial Neighborhood with a development plan (CN(D)) PINs: 0810-10- 25-8861, -8608 Staff Reports: Ms. Woods presented cases A1500022 and Z1500036. Public Hearing: Chair Harris opened the public hearing. One person spoke in support. No one spoke in opposition. Chair Harris closed the public hearing. Commission Discussion: None (the applicant requested a continuance). MOTION: To allow a 30-dayay continuance (one cycle) of case A1500022 & Z1500036. (Miller, Buzby 2nd) ACTION: Motion carried, 13-0. 6. Public Hearings: Zoning Map Change Requests A. 4830 Hope Valley Road (Z1500016) Request: 4830 Hope Valley Road; Request: Commercial Neighborhood (CN) to Commercial General with a development plan (CG(D)) PINs: 0718-01-19-7806 Staff Reports: Mr. Taylor presented case Z1500016. Public Hearing: Chair Harris opened the public hearing. One person spoke in support or opposition. Chair Harris closed the public hearing. Commission Discussion: The discussion centered on the gas station being removed as a committed use, traffic impacts, lack of neighborhood notification and the visual illustrations (graphics) showed during the hearing. MOTION: Recommend continuance for 60 days (2 cycles) of Z1500016. (Miller, Brine 2nd) ACTION: Motion approved, 13-0. B. 3233 NC 55 Highway (Z1500017) Request: 3233 NC 55 Highway; Request: Commercial Neighborhood with a development plan (CN(D)) to Commercial General with a development plan (CG(D)) PINSs: 0739-03-34-3788. Staff Reports: Mr. Taylor presented case Z1500017. Public Hearing: Chair Harris opened the public hearing. One person spoke in support or opposition. Chair Harris closed the public hearing. Commission Discussion: The discussion centered on the removal of the gas station as a committed use, building elevations and the visual illustrations (graphics) showed during the hearing. C. Murphy USA (Z1500035) Request: 1517 Glenn School Road within the existing Walmart parking lot; Request: Commercial General with a development plan (CG(D)) to Commercial General with a development plan (CG(D)) PINs: a portion of 0842-02-69-1390. Staff Reports: Mr. Taylor presented case Z1500035. MOTION: To recuse Mr. Ghosh from case Z1500035. (Brine, Miller 2nd) ACTION: Carried, 12-0. Public Hearing: Chair Harris opened the public hearing. Two people spoke in support. Chair Harris closed the public hearing. Commission Discussion: Discussion centered on the existing Walmart parking, potential on-site bus shelter, and stormwater management. MOTION: Recommend approval of Z1500035. (Miller, Whitley 2nd) ACTION: Motion carried, 13-0. Consistency Statement: The Planning Commission finds that the ordinance request is consistent with the adopted Comprehensive Plan. The Commission believes the request is reasonable and in the public interest and recommends approval based on comments received at the public hearing and the information in the staff report. 7. New Business None. 8. Announcements Chair Harris announced four terms were ending June 30, 2016 (Buzby, Gibbs, Huff, and Winders). He also stated there was one vacancy. Ms. Winders inquired on the Planning Department’s Work Program and Ms. Young indicated it would be before the City Council June 20, 2016. 9.
