Update from July’s CAB Meeting and outstanding issues • Keith Chadwell has asked members of CAB and PAC with expiring terms to serve for six more months as issues of city support are resolved. • CAB/PAC will continue under OEWD for foreseeable future. • Brian Smith from OEWD now official the supporting liaison for CAB and PAC, including attending CAB and PAC meetings now. • Brian has updated the City’s PAC websites • Brian and Chris are working to move the 2.8GB of Public Art resources from Chris’ Dropbox onto the City’s extranet for all PAC/CAB members (and public) to access. They are working out a permissions model to allow PAC-only write access, and PAC-only read/write access to working document subdirectories. • Public Art Network (PAN) subscription has been paid by OEWD, OEWD will have 5 seats plus anyone on the PAC. Brian will work with PAN to send out info to PAC members to create their individual accounts. General Services has also subscribed for 10 seats. Publicizing work of Public Art Committee • Dan Ellison suggested that we publicize that Durham has become a member of PAN. There are two types of funds: 1) Non-expiring (which we can aggregate across multiple fiscal years) such as Capital Improvement Projects (CIP) funds and Cultural Master Plan funds. And 2) Current Fiscal Year Only (which sometimes can be extended one year with City Council approval) such as Neighborhood Revitalization Funds. Notable comments included: August 17, 2016 Durham Public Art Committee Minutes page 2 of 7  • Heritage Square Mural Repair: Chris cautioned that the $2,500 allocated seems to not be nearly enough given the magnitude of the mural’s degradation; to be careful of potential political landmines as happened with the same artist’s other mural that was painted over on the Cactus building; and to inquire into the status of the entire shopping center being sold and razed. • The Committee is still looking for clarification around the public art bus stop shelter project from years ago, where 17 (?) stops were identified, but not all were implemented due to limited funding. Stacey will call Jenny Green at GoTriangle to see if she has historical details and to see how they might be applied to the upcoming DPDHQ Bus Stop at E Main & Hood. • OEWD met with City finance folks and confirmed that the PAC does indeed have $70,000 in the “Public Art Fund” from accrued CIP funding designated for public art over the last five years. Although PAC originally voted to invest the accrued CIP funds in the Transportation Hub (Durham Station), but delays and changes in scope of the larger project may behoove us to re-evaluate in a future fiscal year. Stacey suggested they make the recommendation up front to build the 1% for public art into budget. • General Services allocated $20,000 from their CIP budget for the new Durham Police Department Headquarters (DPDHQ) to public art. • $160,000 in OEWD Neighborhood Revitalization Funds from 2015-16 o Currently divided into 7 projects but funds could be allocated differently o OEWD shall request a carry-forward of these funds from City Council, to be voted on in late October. o Funds need to be encumbered by June 2017 o Projects for City Hall Plaza and Chapel Hill Garage could be high impact in a short time-frame to show City Manager and City Council real outcomes of PAC. o Dan moved to request OEWD to submit a carry-forward proposal for these funds; motion seconded and approved. • The $52,652 remaining in Cultural Master Plan Funds (non-expiring) is currently in the process of being programmed by CAB for arts access, non-profit capacity- building, and matching grants to local businesses/artists. • The model working with projects funded by private developers in exchange for planning variances seems to be very promising. We hope to hear about more from the City/County Planning Department. Discussion of funding for art at Durham Station (Transportation Hub): • Stacey: There are many unresolved questions about site, including uses of surrounding land, new Transportation Director, and multi-millions on completing the architect’s vision. The timeframes for the issues’ resolution are likely to be quite long and thus we are unlikely to make tangible progress with onsite art for a very long time. • As a result, Chris opened discussion of putting the $70K in funding that PAC had approved using for Durham Station Hub toward the new Police Headquarters Project (DPDHQ) instead. Combined with the General Services’ $20K, that August 17, 2016 Durham Public Art Committee Minutes page 3 of 7  would give us $90K in funding which could have a significant impact at the new building complex. • Dan moved to put the $70K toward a significant piece at City Hall Plaza; Kathy seconded. Discussion: o Dan: City Hall Plaza can be accomplished quickly, have visibility, could be signature piece for Durham o Kathy: Concern that impact of public art and PAC may be lost in larger DPDHQ project; could have more visibility at City Hall o Charlene: DPDHQ is at a critical time in planning process; we have opportunity to have significant impact there; Durham is experiencing tension between police and community, and building and site are controversial; public art, especially with a participatory process, could address many of these issues; PAC is finally at the table with General Services and architects. o Julie: City Hall Plaza project is not as time-sensitive as DPDHQ; visibility of PAC not as important as impact of the public art o Gail: DPDHQ situated in part of community with many needs; could make positive difference. o Katie: DPDHQ has potential for significant impact; controversies and tensions create challenges that call for thoughtful process of implementing art with community o Sarah: Involving community in DPDHQ process is important; good opportunity o Chris: General Services (GS) put together an expanded community art committee for DPDHQ including heads of the various museums and some galleries. It met once with the architects and City personnel. o Stacey: GS can use $90K to DPDHQ as matching funds for other grants or endowment requests; $90K shows more commitment from city to project than $20K; more opportunities to get funding for other projects once we show success; Neighborhood Revitalizations could be reallocated to put more money towards City Hall Plaza project. • Dan: After the discussion, Dan retracted his original motion and replaced it with a motion for OEWD to take the necessary steps to carry forward the $160K in neighborhood funds to FY16-17 and then return to the Committee with the opportunity rework specifics of the splits; and that we allocate our $70K in CIP funds to the Police HQ project, pooling it with the project $20K to create significant art piece(s) at DPDHQ. Seconded by Charlene. Motion passed unanimously. Stacey will update us on the options to reallocate the $100k+ for the parking deck brick facing of new police headquarters. • She is in process of scheduling a meeting with us and the architect to discuss options to repurpose the six figures of funds for the parking deck’s brick facade to an interactive, editable public art “light wall” piece, etc. August 17, 2016 Durham Public Art Committee Minutes page 4 of 7  • She is also going to ensure that the project includes: o track lighting in the hallway for future art o power and data for hanging flat screens in the hallway o hanging hardware in the main lobby ceiling for future art • Stacey will also provide us with a list for our next meeting of the project’s other pots of money that could be a springboard for artistic items with existing construction funds (eg, public seating, lighting, planters/bollards, surface coatings). As part of this list, she will check into potential ground plane art options with existing construction funds (eg, color changing concrete) Public Art and other City projects • Jessica Kemp is Project Manager at General Services working mainly with Parks & Recreation; very interested in bringing art into more projects across city. She mentioned using the ½ penny for parks from property taxes. o DPR/GS working on improving bathrooms at parks § Asst City Manager Bo Ferguson wants to improve outside appearance of bathrooms § Opportunity for public art, e.g. murals, though exterior finish not ideal currently § Not in current budget, but could be in future § Must consider maintenance and issues of vandalism § Charlene: opportunity to work with youth to create murals; look at other communities incorporating graffiti into art § Julie: community investment in art can lead to less vandalism; communities feel ownership of art § Chris: murals could be on moveable panels, not permanent, could rotate; solve some issues of paintable surfaces and vandalism/maintenance. Potentially collaborate with Police Dept gangs unit on both acceptable and compelling graffiti art. • Laura Biediger is a Community Engagement Coordinator with Neighborhood Improvement Services (NIS) o NIS has $25,000 for Neighborhood Improvement Grants § 2 cycles per year; up to $2500 per grant; neighborhood must match with volunteer hours, in-kind contributions, or cash § Priority is working with neighborhoods to encourage residents to work together on a project that beautifies their neighborhoods § Opportunities for public art • Jessica: City has five departments that build or renovate projects o How do we get “public art” on checklist for all project managers? § Start with a few, build momentum § Make presentation about public art to all of them § Develop Pinterest board with ideas for implementing public art with small amounts of money § Look to Atlanta (home of new Police Chief) and Austin (home of new Transportation Director) for inspiration August 17, 2016 Durham Public Art Committee Minutes page 5 of 7  § Consider an Artist-in-Residence program for city o Opportunities for partnership § Work with Durham Public Schools • Teach classes on creating murals • Have students paint murals in summertime • OEWD has money for youth, project proposed in past for youth to paint murals as summer jobs § Work with Duke University § Invite artists to donate time to create art in their own community o Chris suggested that perhaps we could create a mini-summit with all the City’s project managers to educate on public art and brainstorm. o Laura has been talking internally about how we can add “Art & Sustainability” to the standard City project checklists. What are the City’s values? The Committee enthusiastically supported such an practice! § Agreement to meet with Robin Heeks about adding to the checklists. Also, Stacey has to review all projects for ADA compliance, and she can be a good checkpoint. § An example of this working is Kim Curry Evanson in Raleigh, who over time has built a culture where the project managers are now enthusiastic about public art as a standard part of projects and are showing off art hilights to each other. Stacey brought up that currently there are only 2 style types of bike racks to choose from in the City under the current UDO. • Is there interest in looking at more options? • Chris suggested we move this new business topic to a future meeting. Stacey updating on table hosting plans for public art community engagement • Holton Schools event: she will be there as the city ADA representative • Centerfest government tent: she will be there • What do we want to ask? o Originally the group thought this would be a good time to engage community for feedback on art for the new police headquarters o Group now is thinking that the DPPHQ task force need to be consulted on how best to proceed on engaging the community since there is some political dissent within the community regarding a new station and the amount of funds going towards it o Timing also pretty soon to pull a thoughtful effective strategy together Update on Neighborhood Revitalization projects • Brian will get back to us with regards to the $ available August 17, 2016 Durham Public Art Committee Minutes page 6 of 7  • Stacey suggests that our group has a meeting at City Hall and walks the corridor to get a sense for it and our feedback • Our group thought this was a great idea and it would give us a chance to talk about options for projects with better context Chris decided to move the art project matching grants discussion to the next meeting due to time SMART update also moved to next meeting since there will be more to report with Margaret/Sherry available Discussion regarding new member position appointments (which have been in limbo) should be in the afternoon at the CAB meeting on 8/17/16 Laura updated us on the City Hall on-the-go project • Custom bus that goes out into the community • Could be a good way to engage the community and neighborhoods for public art feedback • Could be good for pop-art projects etc. Dan updated us on the audio description project for Durham public art • 9 works now covered on it, still in beta mode • Being referred to as DADA (Durham Audio Described Art) • $400 annual current hosting cost for the service which Duke is currently footing the bill for, for now PAC homework: Brainstorm and think big about possibilities for what you want in a signature piece for the new police headquarters!
