Durham Cultural Advisory Board’s PUBLIC ART COMMITTEE Meeting, Feb. 15, 2017 8:30 a.m. at Durham Arts Council Members Present: √ Charlene Reiss √ Chris Ogden (Chair) √ Dan Ellison Gail Williams Jennie Barbour Julie Rhodes √ Kathy Bartlett √ Katie Seiz √ Margaret DeMott Nola Paterni Sarah Serventi Durham City: Brian Smith, Stacey Poston, Meisha McDaniel The meeting was called to order by Chris Ogden at 8:30 a.m. Dan moved to approve the minutes, Charlene seconded. Motion passed unanimously. Stacey introduced Meisha McDaniel, an intern working on public art funding with General Services. Charlene, Stacey and Brian interviewed 2 intern candidates and ended up hiring both, funded by Police and General Services. Chris opened a discussion of current Durham Public Art News:  DDI hired a new Executive Director: Nicole Thompson  Pauli Murray House = National Historic Landmark  Victor Knight created a mural in the Arthur Rogers courtyard. Were they able to get permission from the Historic Preservation Commission?  Civil Rights Mural Documentary & panel discussion drew ~40 people  Dan reported that the Hills are bringing in a mural artist to assess locations in the Unscripted parking decks, some interest in working with local muralist and/or graffiti person. Chris suggested Tony Waldron be included in the conversation. Dan said he’d follow up.  Pinterest boards: Send Chris an email with your Pinterest user email account to get full administrator access to the Public Art Committee boards. Still, motion, maybe aerial photography. Timelapse video executing the art would be terrific (eg, setup a GoPro or the like). Also write up (and put on the web) artist bio, project statements, materials, etc. Stacey noted that Durham’s public affairs department could do it; she will ask. American Tobacco Campus still interested in a mural project if the approval process can be made easier. Ditto for containers like photoville—Kelly McChesney Flanders is the point person. Update on bus shelters: East Campus, Five Points & Golden Belt; some sort of ribbon cutting in the works, maybe ride the Bull City Connector—involve Duke and BCC ridership Stacey asked about status of CAB business/Public art match grant program. On hold per CAB until the capacity building grant process completed. Maybe the alley from the Corcoran St. garage could be a site, Lucy Stokes might be interested. Dan mentioned that metal saved from the demolishment of Woolworth Building and rail road station may be in storage to be used for future projects. Black Wall Street Garden: Marcia McNally and Nnenna Freelon are working on a mural concept.Stacey- PAC 5 concern about security in Black Wall Street Gardens from dance studio. Talking with Kevin Lilly about up lighting trees. Brian and Katie are talking about handling call for artists for the Frontier Alcoves Feb 15, 2017 Durham Public Art Committee Minutes page 3 of 5 Rotary Park—Stacey pitching to the next 2 presidents of Rotary to rehab the park to make it more active and possibly involve Sister Cities Chris-worked with the County about crafting an RFQ for the Judicial building. Looking at Submittable as an online platform. County has committed $100,000 to the Judicial building and $100,000 to the Main Library renovation for public art. Stacey noted it might be appropriate to have a county representative on the PAC. Repaving of Foster Street is an opportunity for ground plane art. Central Park has approached City Manager about ground plane art on Foster in the park district. Museum of Life and Science also interested in ground plane art in their pedestrian walk way. Hills interested in CCB Plaza. Stacey and Matt talking about moving South Bank Planters and wrapping with art for May opening of Unscripted DDI-Lighting project: Brian meeting with Matt soon Neighborhood Public Art—murals tie in with Durham Public Schools summer job program. Maybe hook up with Artsigators and Mural Durham. Good to take advantage of other initiatives that are already in place. Dan interested in this. Dan-good to get some sort of recognition of PAC endorsed/supported projects. Chris working on increasing branding by listing local supporters on the Fence. New public garage—should be finished by the end of 2018. Parks Art—murals on the walls of restroom building in the parks. Police Headquarters: Kathy suggested we prioritize sculpture outside or mural inside Charlene will implement the community input process as soon as possible. Get funding to support community process. Stacey: gallery in the corridor is confirmed and cases for memorabilia Chris: memorabilia can also be digitized; Met with Alice Sharpe and Lynn Richardson— finding ways to hold archive collections. Sgt. Dave Piatt collecting police memorabilia SmART is on track with selection of artists for garage wrap Transportation Hub is on hold pending construction. Lobbying for public art 1% to fund public art professional, annual public art plan, UDO changes, grant application, public art website Look for new PAC members – maybe architect for Durham Innovation District Feb 15, 2017 Durham Public Art Committee Minutes page 4 of 5 Sandra Wilbur of Duke Diet and Fitness --intersection with South Ellerbee wetlands and rails to trails initiative. Durham Area Designers have asked Chris to present present Public Art. Chris asked if anyone from the committee would tag-team and/or attend with him. Anticipated topies: durhan public art strategic intiatives, project statuses, developer variance pooling, UDO changes, and bus shelters. Meisha asked to please send her any grants we see.
