Kathy suggested getting the Passport Parking App to making the process much easier. Consensus to reschedule next meeting to April 12th. Chris reviewed three artist calls and the PAC and its social media connections shall get the word out: County Admin Building Artist Call available March 1, due April 4. Where to post? Durham Creatives on FB, ABCD, usual groups Fence: Chris has promoted to photo clubs, Durham Arts Council is including in newsletters, Durham Art Guild and CDS can share with their constituencies. CAB’s Cultural Arts Capacity Building Grants http://durhamnc.gov/3051/Cultural-Arts-Capacity-Building-Grants CAB’s Local Biz-Artist Commission Grants, to be administered by the PAC, is still on hold at their request, until Capacity Building process completed. Stacey and Brian reported on the Police Headquarters Submitting a letter of interest for $500,000 ArtsSpace grant with lead applicant as DPR, including a cultural ambassador position, create video with stakeholder March 15, 2017 Durham Public Art Committee Minutes page 1 of 4  interviews to support and B roll materials to support the grant and future proposals. Proposal for ½ acre undeveloped lot and developing how we use the space. Charlene requested that more diversity be represented in the video for the future. Also make sure an implementer is written into the grant. Drafting an RFQ for the internal mural as a separate track from ArtsSpace grant and researching what the cost would be. A subset of the committee should review the call: Charlene will do it as the PHQ contact, maybe include a person who has experience with RFQ writing. Stacey-creating system as we go. Eliza—working on the history piece of the PHQ. Group with the Police Department, deposit archives at NC Room of DCL, personnel files of original black officers, build some sort of website archive. Warning was given to be extra careful with personnel files, even if the Chief grants access for their historic value/interest. Chris noted that a trove of historical physical objects and personnel photos are already kept at police headquarters. Working with a team of Duke students—looking at possibilities of memorials for fallen police and for victims. Dan brought up the bar association and Project Safe Neighborhood as possible funding source. Neighborhood Park Mural Project in collaboration with Jessica. Placing murals in parks on the restored walls of bathroom buildings. First parks to have murals are Southern Boundaries and Whippoorwill. Dan—be sure we include the VARA language in any artist agreement. It was noted we should be ok because Peter included this language in the City deaccessioning policy established earlier. Also, be sure to consider maintenance costs and procedures for any projects. Liberty Warehouse wall: $25,000 has been given to the city, DCP has been meeting to discuss additional funding and options for the site that fit in their strategic plan. Chris has been going to all the meetings. DCP created a timeline that forecasts dedicating the art July 2018. Jack Tar (Unscripted) Brian talking with Jack Tar management about cool furniture that can be used outside on the plaza (east of Corcoran). Furniture would be mobile and could be brought inside at closing. Also discussion of moving the planters from the South Bank site to be inside and outside. Possibly art on the planters, possibility in the future of designing benches. Phase 1 is to augment with color, lights in trees, paint on table tops and planters. Temporary power pole will be coming down. Phase 2 is for the entire area. March 15, 2017 Durham Public Art Committee Minutes page 2 of 4 Bus shelters April 20, 10 am—3 new bus shelters are to be unveiled: Golden Belt, East Campus, 5 Points. Kathy reported that City PR is on it and very enthusiastic. Still debating where to stage the event—can involve ride on Bull City Connector to see all three sites. Cora Cole-McFadden invited. Need help getting the word out and generating a crowd. Kathy working on public art talking points (less vandalism, econ development, etc.). Chris suggested reaching out the the Public Art Network (PAN) listserv and online resources. DDI Light Project: DDI has a year extension on the $100K+ project set aside for designer, maintenance, DDI fee. Will focus on three areas for place making: 1. Five points plaza with trees; 2. Intersection of Main and Market with inset access to parking garage; 3. Main and Mangum park. Brian meeting with Marsha McNally tomorrow. Art Alcoves across from city hall: $5,000-$8,000: $1,000-$1,500 for artist fee; $4,000 for materials and installation; triptych—three panels. Durham-Herald Alcoves Project (W. Chapel Hill St) - Jina pitched at Marriott board mtg. Dan to get the ball rolling. Dan—do we have a “brand” for art installation? Signage in bus shelters Kathy-do we need to protect the Durham Public Arts Program graphic? Register copyright or trademark? Maintenance for Winding Out—Kevin Lilly talked to artist about appropriate maintenance. Signal box wraps —researching techniques—auto vinyl wrap. Museum of Life & Science wants to wrap small signal box across Murray Avenue. Chris researching options with Meisha and is willing to donate usage of one of his photos for the pilot, to get approval of Transportation department. Storm water drain in front of old Beyu location—they are trying a test painting with Candy Carver. Installation was rained out. More coming. Stacey— what are our target projects for FYI 2017-18? Chris recommended creating a formal Public Art Annual Plan (many examples from other cities in dropbox). Charlene advocated expanding beyond downtown. Jessica pointed out parks are one example of broad horizons. Connect to neighborhood associations without representation on PAC. What neighborhoods would have interest. Edit and distribute Eliza’s Video! Chris—time to recruit new members to fill resignations from folks who have moved or had medical issues. He asked who/how we can get the word out and recruit intentionally to support our strategic and tactical goals, with people who are eager to be involved and work beyond just our 1.5hr monthly meetings. Charlene stressed desire for more diversity across all elements and broader geographic representation.
