Call to Order Meeting was called to order at 8:30 am by Chair Ogden. II. Approval of Minutes Approval of August, September, and October meeting minutes postponed until the December 20, 2017 meeting. IV. Adjustments to the Agenda None. V. Presentations None. VI. Old Business a. New Member Process and Term Adjustments Chair Ogden detailed policy changes surrounding the Public Art Committee’s new member process. Following best practice set by the Cultural Advisory Board, City of Durham Public Art Committee Summary Minutes Page 1 of 4  CITY OF DURHAM PUBLIC ART COMMITTEE the Durham Public Art Committee terms will be extended to three years. Members will be allowed to serve two consecutive terms before being required to sit out at least one term before re-applying to join the committee. Current committee members’ adjusted commitment expiration dates are follows: Kathy Bartlett – 2018 Charlene Reiss – 2018 Dan Ellison – 2019 Chris Ogden – 2019 Margaret DeMott – 2020 Katie Seiz – 2021 Chair Ogden reviewed the updated Public Art Committee New Member Application with the committee. Based on the proposed policy update, the Public Art Committee will consist of up to 15 members. These members will serve three-year terms. The public art committee may have a designated seat for one member under the age of 18 who will serve a one-year term. A new requirement will be that public art committee members may not miss more than three meetings per annum. The application is expected to open 11/20/2017 and close 12/30/2017. MOTION: Motion to approve to extending the length of Public Art Committee member terms to three years, to adjust current sitting members’ terms to reflect the new term length, and to approve the updated Public Art Committee New Member Application. (Morrison, Bartlett 2nd) ACTION: Motion approved 6-0 VII. New Business a. December Meeting Date Update The next committee meeting will take place on December 20, 2017 as scheduled. No action required. VIII. Updates a. Downtown Mixed-Use Parking Garage Call for Public Art Four finalists were selected for the Downtown-Mixed Use Parking Garage call for public art. Finalists will visit Durham on 12/04/2017 – 12/05/2017. Public Art Committee members are asked to accompany the finalists on a group walking City of Durham Public Art Committee Summary Minutes Page 2 of 4  CITY OF DURHAM PUBLIC ART COMMITTEE tour around downtown Durham on 12/04/2017. One artist will be selected for the public art project to be announced mid-December 2017. Where possible, at least one member of the Public Art committee will be asked to serve on City-led public artist selection committees. Dan Ellison served as the Public Art and Cultural Advisory Board representative for the Downtown-Mixed Use Parking Garage. b. Liberty Warehouse Public Art Call The City of Durham’s General Services department and Durham Central Park received 104 applications to the Liberty Warehouse Public Art Call. A team of jurors selected 16 artists to move to the final round of jurying, closing on 11/17/2017. Finalists will be selected 11/17/2017. The PAC representative on this artist selection panel is Katie Seiz. c. Durham Police Headquarters Complex The City of Durham’s General Services department released the call for public art at Durham Police Headquarters Complex. The call is scheduled to close 12/1/2017. General Services obtained final approval from City Council on 11/06/2017 to move forward with a public art budget of $200,000. The artist selection committee will begin the first round of jurying on 12/05/2017. The public art representatives on this artist selection committee are Chair Ogden and Charlene Reiss. d. The FENCE: Durham The FENCE will host docent led tours for North Carolina Museum of Art volunteers and docents on 11/17/2017, and on the upcoming 3rd Friday. The art exhibit will also be featured as a stop along the Art Walk Holiday Market 11/18/2017 - 11/19/2017. Surveys will be passed out at the Durham Arts Council during the Art Walk Holiday Market. Next year foot traffic will be counted to better inform about the economic impact of the FENCE. Future partnerships will be explored with UNC-Chapel Hill, UNCG photography, and the Duke Center for Documentary Studies professors for class fieldtrips. A maintenance schedule will also be drawn up for the 2018 installation of the FENCE. The FENCE may travel to Greensboro in January 2018 – March 2018. SmART Initiative Update Artist Olalekan (Lek) Jeyifous, the artist selected to complete the first project of the SmART Vision Plan, visited Durham in October. He hosted a meet and greet at the Durham Arts Council. Next, Lek will continue designing his installation and return to Durham to lead youth and senior workshops in January. f. Other Project Reports Civil Rights Mural Key: Brian Smith is working with the Durham Arts Council to have the Civil Rights Mural key displayed near the mural. The History Hub has also agreed to distribute copies of the key. The Civil Rights Mural Key will be further discussed as an agenda item at the December 20, 2017 public art committee meeting. Audio Description Project: Dan Ellison is moving ahead with this project. Dan is in development with an engineer at Duke University to pilot an app version of the current website. The app will have a GPS element with pins on each public art installation with the opportunity to add more information. All current audio descriptions have been included on the Public Art Mapping website as well. Downtown Durham, Inc. Main Street Lighting Project: The project deadline is November 30, 2017. The new lighting at Five Points’ COA has been approved and the project is on schedule. The plan is to replace six lighted bollards with 8.5 feet tall poles with rings at standing height, small tables, foot rests, and USB plugs. String lights will be installed across the plaza to further activate the space at night. A full update on the lighting project was requested as an agenda item for the December 20, 2017 public art committee meeting. IX. Adjournment Chair Ogden adjourned the meeting at 10:09 am.
