II. Approval of Minutes
MOTION: Motion to approve minutes as amended to correct 10/17/18 FENCE: Durham 2018
motion to state “To postpone further programming surround the FENCE:Durham 2018 until the
FENCE:Durham 2019, to revisit program planning in the spring of 2019, and to notify all sponsors of
this motion.”

IV. Announcements and Presentations
i. Board Chair announcement, Katie Seiz
Public Art Committee
Chair Seiz announced the creation of the Public Art Committee Vice position. The Public
Art Committee Chair serves in a one year position and the Vice Chair would serve a 6
month – 12 months term before entering the position of Chair. All interested committee
members should contact Chair Seiz directly.
ii. Public Art Intern introduction, Cason Whitcomb and Angel Dozier
Angel Dozier has joined the City of Durham’s Cultural and Public Arts Program as an
Intern.
iii. Morreene Road Park, Nia Rodgers
Project Manager Nia Rodgers presented the upcoming public art opportunity at
Morreene Road Park. 1% of the renovation project funding will be set aside for public
art. The Park houses the City of Durham’s first fully accessible playground. Unlike past
Neighborhood Park Mural sites, Morreene Road Park does not have a suitable restroom
facility building to serve as a mural canvas. The Public Art Committee project liaison will
work alongside Parks and Recreation Department and the General Services Department
to better define the desired public art medium. Construction at the park will be
completed spring 2019. The overall public art project budget is $3,500. Simon Betsalel,
Mya Castillo-Marte, and Marcella Camara volunteered to serve as Public Art Committee
project liaisons. PAC Liaisons will coordinate with GSD and DPR to schedule a site visit.
iv. Participatory Budgeting, Robin Baker
Robin Baker presented the City of Durham’s participatory budgeting initiative, which
launched early 2018 with the goal to allow residents to decide how to work with and
spend 2.4 million in their communities. Please visit https://PBDurham.org to learn more
about the initiative, submit ideas, or apply to serve as a budget delegate.
v. Duke Community Benefit Project, Kyesha Jennings
Public Art Committee project liaison Kyesha Jennings presented the Duke Community
Benefits Project Fall 2018 student team’s traffic control box mural project. Working with
GSD, Mural Durham, and the PAC, two students from Duke are currently coordinating the
delivery of a traffic control box mural at the intersection of Anderson Street and Duke
University Road The team recently released an RFQ and received 32 applications. Artist
Britt Flood was selected and her design concept was shared with the Public Art
Committee. The design will feature contemporary colors, shapes, and native flora that
can be found in Duke Gardens. The project was funded by the Duke Community Benefit
Project student fund. The Public Art Committee encourages the students and the City to
look in to signage options for all Traffic Control Box murals

VI. Updates/Old Business
i. Whipporwill Park, Caitlin Kelly
Public Art Committee project liaison Caitlin Kelly updated the PAC on the Whipporwill Park
Neighborhood Park Mural. Around 15 community members participated in a listening
session held at the park by City staff to discuss their desires around the mural design on the
restroom facilities. Community members express desires for an installation to include no
text and muted colors and to reflect their family-focused, diverse neighborhood and park.
Artist Lidia Churakova will be meeting with the neighbors next week to help shape her
design.

i. Reinstate incentives for developers to create public art for variances
ii. Create commission to approve different, more creative options for benches,
trash cans, bike racks, etc. currently prescribed by UDO
b. Advocate for line item for public art on CIP budget scoring sheet
c. Educate City Council members on importance and impact of public art
d. Advocate for funding for attendance of city employee and PAC member at Americans
for the Arts annual convention
e. Remove “up to 1%”
b.Capacity Building for Local Artists Report submitted by Caitlin Margaret Kelly:
Immediate action: We are interested in influencing Black Wall Street call
Lead artist (whether local or not) work with less experienced local artist (assistant
artist)
Can we get a stipend for this assistant artist?
Can we create a group of volunteers to assist with the installation?
Longer term goals
Write in verbiage for lead artist/assistant partnership
Write in stipend for assistant artist to all calls
Write suggested guidelines for how assistants are used
Create mentor/mentee network

Task force met last week to discuss each item listed from last month's brainstorming
session & identify ways to address each item
Next steps:
1. Request a list of future projects & activities to identify opportunities for community
engagement
2. Create a mailing list of individuals interested in what we're doing
3. Review current media list to see who is receiving our info & identify anyone who
may be missing
4. Develop a media kit for consistent communication to stakeholders
5. Document our process to identify opportunities for community engagement
6. Create a list of potential spaces throughout the city to host events
7. Develop a list of supporting organizations that we can share our activities with &
who are willing to share our info with their community
8. Determine what content should be translated to Spanish
