Call to Order and Guest Introductions II. Approval of Minutes – September 2019 a. MOTION: Motion to approve Public Art Committee summary minutes from September 2019. (Reiss, Williams 2nd) b. ACTION: Approved. III. Adjustments to the Agenda None. IV. Announcements and Presentations a. Black Wall Street Garden Public Art i. Stephen Hayes showed the committee the design concepts. The design has moved away from the initial design of “heads on posts”. The final Call-In Number: 1-857-232-0157 Conference Code: 769537  Public Art Committee concept still has the three (3) structures cast in metal form. The statues are located through Black Wall Street Gardens. Stephen and David are working on the verbiage and visuals that will identify and provide information about the statues. David is looking into incorporating QRQ codes in the signage for the statues. The base of the statues will not be rectangular. They will be molded to accommodate the surrounding garden space. Stephen will morph the faces of people originally from Durham to sculpt the faces of the statues. PAC will help with putting out the call to the public for models and will reach out to the descendants of Black Wall Street members. In the design of the base was influenced by African word texts. PAC member commented that one of the statues creates a safety hazard (with sharp edges) so the artist will think about reworking it. The statues are about 5 feet tall even though the height of each will vary. None of the statues will be taller than 6 feet. PAC suggested the revealing of the BWSG statues could include the Museum of History piece. The artists used recycled materials from Durham to create the statues. ii. MOTION: Motion to approve design for Black Wall Street Gardens. (Williams, Oxendine 2nd) ACTION: Approved. b. Foster in the Park Public Art Mural i. This agenda item will be covered in the November meeting. V. New Business a. Artist Capacity Building Survey Update i. The subcommittee has been working on the press release and social media release. The survey will open Jan 1 and stay open for 6 months. The subcommittee wants the survey to be open long enough to allow as many members of the community to view it. Beth with Triangle Artworks has expressed interest in the survey. Caitlin will send PAC members a copy of the press release and link to the survey for review. The subcommittee is creating social media visuals to send out along with the press release. The press release will be sent out via all City of Durham channels. Annette Smith suggests adding a link at the end of the survey. Monet Marshall suggests asking for zip codes in the survey. Patricia Harris Call-In Number: 1-857-232-0157 Conference Code: 769537  Public Art Committee requested that the Durham Senior Center receive an email about the survey since we have a large number of senior artists. Annette also suggested posting it at the Durham Senior Games Center. VI. Updates/Old Business a. Task Force Quarterly Updates i. Advocacy and Project Cultivation 1. The team will interview business owners that have included art in their spaces. The interviews will help market to other businesses and peak interest in the community. Mural Durham supports the creation of new murals in collaboration with artists, property and business owners, organizations, neighbors, and funders. The team wants to support Mural Durham and other organizations like them in continuing the collaborations between artists and businesses. The team’s next task is to determine what to do with the PAC allotted $25,000. PAC should consider the following questions. How do we put developers in touch with artists to hire at the beginning of projects? How is PAC helping/working with the UHill Walls project? What is the process for developers to reach out to the PAC or CAB? City staff will work to develop logistics around the process. ii. Capacity Building for Local Artists 1. See above. iii. Community Engagement, Communication, and Outreach 1. The team hasn’t had a chance to meet but the topics they will discuss will range from the Police Department art, community engagement, and the Museum of the Moon project. Creative Conversations is a movement to talk about arts in the community. iv. Governance Committee 1. The operations manual is in draft form and will be used as a reference guide. We are not putting standard operating procedures in the manual. The PAC should consider the following questions. What is required of the (PAC) committee? In reference to public art projects, how does the city determine how to spend funding amounts? Currently, partnerships that the City enters into for public art does not require PAC approval. Should this remain the case? Is there a process in which PAC recommendations can be considered when the City enters into a partnership for public art?
