Call to Order and Guest Introductions a. The meeting was called to order at 9:01am by Katie Seiz. II. Approval of Minutes – February 2020 a. MOTION: Motion to approve Public Art Committee summary minutes from February 2020. (Kelly, Castillo-Marte 2nd) b. ACTION: Approved. 12-0. III. Adjustments to the Agenda N/A IV. Announcements and Presentations N/A V. New Business a. Potential Public Art Projects 1. Celebration of Black Artistry Public Art Projects: A Collaboration between Artists, Community & Youth in Durham Neighborhoods; presented by Councilmember DeDreana Freeman 1. As proposed and supported by City Council at the Wednesday, July 1st City Council Special Meeting, community liaisons and councilmembers will work with City staff to work on a Celebration of Black Artistry Public Art Project in 10 neighborhoods. The primary goal of the Celebration of Black Artistry in Community Public Art Project is to use art as a tool of engagement to promote community healing and equality in ten of Durham’s under- represented historically black neighborhoods this summer and into the fall. The identified five neighborhoods for Phase I are: Braggtown (Oxford Manor), Cornwallis Road Apartments, McDougald Terrace, Southside Neighborhood, and Walltown. Community leaders in each of these neighborhoods have already requested youth and/or art projects and are ready to move Call-In Number: 1-857-232-0157 Conference Code: 769537  Public Art Committee forward. In coordination with a community leader, each neighborhood will work with local muralists to paint art that speaks to their history and culture on public streets or buildings in their community. City staff will identify a member of the Durham Cultural Advisory Board and Public Art Committee to serve as project leaders. The representative from each neighborhood will drive efforts in equitable community engagement while the DCAB and PAC liaisons actively ensure the arts administration logistics needed to succeed are present. The Phase I project period is projected to last from July 15 until October 15, 2020. 2. Artists will be identified through the Durham Pre-Qualified Artist Registry, with a focused recruitment initiative led by PAC members and City staff. Artists of all disciplines and backgrounds are welcome, as long as they have experience with community involvement and a connection to the neighborhood served. Each neighborhood will work to determine what type of public art project fits best. Artists who are selected by the neighborhood at hand that do not have prior project management experience will be supported through resources and tools provided by the Public Art Committee and Cultural and Public Art Program staff. 3. Member Recommendation: City staff work with Black/African- American photographers as part of the documentation process of these neighborhood projects. b. Chair and Vice Chair: Nominations requested from PAC members 1. Nominations are needed from PAC members for the upcoming Chair and Vice Chair term renewals. Katie Seiz is available for re-election as Chair of the Public Art Committee. Members are strongly encouraged to advocate for a Vice Chair position. c. PAC Application: Requesting feedback on application questions 1. Review of Public Proposals for Public Ground-Plane Art 1. “Together We Stand” Ground-Plane Mural on Parrish Street; presented by Gaybriel Watkins and Calvin James 1. The City received a proposal via the Special Events Simplified Permit Application from two local business owners at Meme’s  Public Art Committee Drop In Center and Impressive Window Tints, to install a grassroots ground-plane mural on Parrish Street in downtown Durham spelling out “Together We Stand” as part of an event on July 25, 2020 bringing the community together to paint. In adherence to social distancing guidelines, no more than 10 volunteers will be out at a time, with numbered vests to track how many people are present. The two business owners have worked with Leslie Tracey in the Transportation Department to make connections with Storm Water Systems and ensure the group had all materials needed. 2. PAC members are requested to submit their recommendations of approval through an online poll that will be sent out via email. e. Overview of Upcoming Public Art Projects 1. The presentation on upcoming public art projects will be moved to the next Public Art Committee meeting in August. VI. Public Questions a.
