Call to Order and Guest Introductions a. The meeting was called to order at 9:03am by Katie Seiz. II. Approval of Minutes – February 2020 a. MOTION: Motion to approve Public Art Committee summary minutes from July 2020 with additional general endorsement supporting the Black Artistry Project in Section A3. (Kelly, Seiz 2nd) b. ACTION: Approved. 10-0. III. Adjustments to the Agenda N/A IV. Announcements and Presentations N/A V. New Business  Public Art Committee a. Chair and Vice Chair Approval 1. MOTION: Motion to approve Katie Seiz as Chair and Marcella Camara as Vice Chair for the upcoming term. (Dwyer, Ritchie 2nd) 2. ACTION: Approved. 10-0. b. Review of Public Proposals 1. Ground-Plane Mural on Parrish Street; presented by Candy Carver 1. A private funder plans to commission local artist Candy Carver to design and install a ground-plane mural, on a City-owned street, to act as a crosswalk between the Unscripted Hotel’s parking garage entrance and CCB Plaza. This location also falls within Durham’s downtown SmART Corridor. Engagement efforts have been made with surrounding businesses via email and the artist has incorporated feedback into the artwork’s design. The design references the seven stars on the Durham flag with circles using the flag’s colors. The artist plans to use innovative application methods and potentially bring in volunteers to make it a more community-forward activity. The Public Art Committee recommends exploring funding options for explanatory signage at the site. 2. MOTION: The Public Art Committee motions to approve the public artwork designs by Candy Carver for the crosswalk connecting Unscripted Hotel and CCB Plaza. (Marshall, Williams 2nd) 3. ACTION: Approved. 10-0. 2. Community Altar; presented by Ashley Robbins 1. The community altar is a public art project curated by Ashley Robbins with guidance and creative support from Angel Dozier with BeConnected. Located in Black Wall Street Gardens underneath a magnolia street, the idea to build a community altar developed around the global uprisings in response to the killings of Black people, culminating with the murder of George Floyd. It was a spontaneous idea that has gained more attention than expected since its erection on Sunday, May 31. A link to the proposal can be found here. The group is seeking to make the community altar a permanent installation, with everchanging artifacts and a local resident charged with maintaining the site.  Public Art Committee 2. PAC members are requested to submit their recommendations of approval through an online poll conducted during the Zoom meeting. c. The Grove’s Public Art Installation as part of the UDO 1. The Grove Project Team have selected Vandorn Hinnant and Michael Waller to create two public art pieces, individually, for a new residential townhome campus in Durham. The artist selection committee included members of a nearby church, staff from Preservation Durham, and local art collectors. Social media outreach was conducted to engage the community and solicit feedback on the current artist designs by Michael Waller. Vandorn Hinnant plan to present his design concepts to the Public Art Committee in Fall 2021. 2. Action Item: The City of Durham requests the Public Art Committee to review the designs by Michael Waller for a recommendation of approval. 3. MOTON: The Public Art Committee motions to approve the public artwork designs for The Grove. (Harris, Alanis 2nd) 4. ACTION: Approved, with two abstentions. 8-0. VI. Public Questions a.
