Call to Order and Guest Introductions a. The meeting was called to order at 9:02 a.m. by Katie Seiz. II. Approval of Minutes – August 2020 a. The approval of the August 2020 summary minutes has been moved to the October meeting. III. Adjustments to the Agenda a. N/A IV. Announcements and Presentations a. N/A V. New Business a. Upcoming Public Art Projects. Rebecca Brown shared a presentation with the Public Art Committee members on upcoming public art projects and sharing opportunities for PAC liaisons. i. NIS Neighborhood Matching Grant 1. A public art project proposal at Glendale Avenue has been submitted to the Neighborhood Matching Grant for funding. Moving forward, Neighborhood Improvement Services Call-In Number: 1-857-232-0157 Conference Code: 769537  Public Art Committee recommends having PAC at the table during their review process for grant opportunities involving public art. ii. Black Wall Street Gardens 1. Final designs for Black Wall Street Gardens was given a recommendation of approval. Margaret DeMott is serving as the PAC liaison for the project. City staff submitted a request for funding for lighting the artwork, up to $15,000. The CIP funding is pending approval. iii. Beechwood/Maplewood Cemeteries 1. Installations for art-informed amenities at City-managed cemeteries are expected to be completed by the end of Spring with plans for a bench fabricated for Beechwood Cemetery and handrails fabricated for Maplewood Cemetery. Patricia Harris is acting as the PAC liaison for the projects. iv. The Celebration of Black Artistry for Public Art in Neighborhoods 1. This project is currently going through the City’s approval process before being presented to Council. Kyesha Jennings is acting as the PAC liaison for the project and Zena Howard is acting as the CAB liaison. Other members from the Public Art Committee interested in supporting this project should notify City staff. v. Club Crossing Ground Plane Art 1. The Club Crossing Ground Plane Art is supported by a $25,000 award from the Bloomberg Asphalt Art Grant program to promote traffic calming measures through public art interventions along W. Club Blvd in front of West Club Elementary School. Katie Seiz is acting as the PAC liaison for this project. This project is in collaboration with DPR & Transportation. vi. Fire & EMS Station #18 1. City staff are brainstorming ways to effectively activate artifacts and Fire Department history through archival and artistic intervention, pending City Administration approval. There is not currently a PAC liaison for this project and the role needs to be filled. vii. Lakeview Park 1. The Lakeview Park groundplane public art mural is funded by the Arbor Day Foundation and Bank of America’s Community Call-In Number: 1-857-232-0157 Conference Code: 769537  Public Art Committee Resiliency Grant awarded to Keep Durham Beautiful for community tree planting and community education initiatives involving artistic intervention. Wade Williams has been selected as the artist for this project. viii. Participatory Budget Bus Shelters 1. Two artists and one artist team have been selected to design and fabricate public art vinyl designs for nine bus shelters across Durham as part of the Participatory Budgeting initiative. The artists will be announced formally through a City press release. Nicole Oxendine and Kyesha Jennings are currently acting as the PAC liaisons for this project. ix. WD Hill Recreation Center Renovations 1. Durham Parks and Recreation will use public art as a means to enhance the aesthetics and perception of the WD Hill Recreation Center. A PAC liaison has not yet been identified for this project. x. Rock Quarry Park 1. Rock Quarry Park will undergo capital improvement renovations supporting the venue’s ability to host large-scale festivals, with an public art element on site. A PAC liaison has yet to be identified for this project. xi. Grove Project 1. The design concepts by artist Michael Waller have received a recommendation of approval by the Public Art Committee. The second artist Vandorn Hinnant’s final designs will be presented to PAC in Fall 2021. b. Review and Discussion of the Public Art Committee’s Goals i. PAC Mission/Values refresher and activity outline 1. The Public Art Committee recommends the following actions and modifications: a. Updating language of the PAC Value Statements b. Postpone the fundraising goal c. Update language for advocacy goal and define what the Committee will be advocating for d. Capacity building goal will continue into the next year e. Personal writing & review exercise of FY19/20 Goals iii. Group Discussion of FY19/20 Goals 1. PAC would like to adopt a goal aligning with the Cultural Advisory Board’s goal around equity and inclusion training. 2. How can PAC’s relationship with developers, property owners, and businesses be shaped to impact the community in the most beneficial way possible? 3. PAC recommends reviewing City’s Comprehensive Plan iv. Personal writing & review exercise for proposed FY20/21 Goals v. Group Discussion of the Public Art Committee’s goals for FY20/21 vi. The adoption of the FY20/21 Goals and Meeting Calendar will occur during the Public Art Committee’s monthly meeting on October 21, 2020. c. New PAC Member Applications i. Committee members are reminded to review the new Public Art Committee member applications in preparation for the October PAC Meeting. New member recommendations will occur during the October PAC meeting, to be approved by the Durham Cultural Advisory Board during their November meeting. VI. Updates/Old Business a.
