Call to Order and Guest Introductions (10 minutes) i. The meeting was called to order at 9:05 a.m. by Katie Seiz II. Approval of Minutes – November 2020 (5 minutes) i. Approval of November and December minutes moved to January 2021 meeting III. Adjustments to the Agenda i. N/A IV. Updates/Old Business i. N/A V. PAC New Members Results (5 minutes) i. Public Art Committee members have recommended the following new members: i. Shana Adams ii. Cecilia Henaine De Davis iii. Anthony Patterson iv. JP Jermaine Powell ii. These new member recommendations will be shared and approved by the Durham Cultural Advisory Board during their December Retreat meeting. VI. Announcements and Presentations VII. New Business i. Participatory Budgeting: Public Art at Bus Shelters (55 minutes, including 10 minutes for recommendation of approval vote) i. Background: As part of the Participatory Budgeting initiative, the City of Durham’s Cultural and Public Art Program is partnering with the Budget and Management Services Department has hired professional artists and an artist team to create public art that will enrich the new solar-powered bus stops. The Bus shelters will be installed throughout Durham at existing stops that lack shelters and other amenities. To improve ridership experience as well as contribute to renewable energy generation, shelters will include 2-D vinyl artwork commissioned by the City, as well as solar panel installations at select shelters that will power lights and USB charging stations. The shelters proposed across the three wards of Durham are based on locations identified by the community through the Participatory Budgeting process. The ballot outlined the following description of the project: “Bus Shelters with Reclaimed Art and Solar Panels. Install bus shelters at existing stops that lack shelters and other stop amenities in nearby areas. To improve the ridership experience and aesthetics as well as contribute to renewable energy generation, shelters will include artwork commissioned by local artists using reclaimed materials as well as solar panels installations at select shelters that will power lights and USB charging stations.” More information has been publicly posted here: https://durhamnc.gov/4281/Public-Art-for-Bus-Shelters 1. Artists Selection Process: RFQ with Artist Selection Panel comprised of community members, PAC, and City staff selecting the artists 2. PAC & DCAB liaisons: Angela Lee, Katy Clune, Kyesha Jennings & Nicole Oxendine 3. Budget: $9,000 per artist/artist team 4. Timeline: Artists will move towards fabrication and installation through January to May 2021, based on bus shelter construction. 5. Approval process: Due to the public nature of the PB process, the Cultural & Public Art Program is recommending design review by the Public Art Committee and requesting a recommendation of approval. City of Durham’s Transportation department reviews the final designs for safety concerns. ii. Tanya Lipscomb: Two words that inspired these designs: healing and equality. Healing-brings to mind uplifting or need to uplift and have celebration. Equality-brings to mind representation. “I am Durham” motif throughout each of her designs. 1. Hwy 55 Bus Shelter: Bull with rose using yellow, blue, and red colors to tie in the City flag colors. a. Reason to change concrete to gravel because it sticks out as not a natural environment where a bull would graze. b. Camouflage community contributions: Images of Fort- night, super-heroes, Black Lives Matter are just a few suggestions. c. The highway 54/55 area doesn’t feel like Durham much like center the Durham vibe here. This Durham and having the Bull mascot artwork out in this area helps interpretation of the Bull with the Rose is clever and seems more human and approachable. 2. Fayetteville St/Cook Road Bus Shelter: Black Woman with natural hair in celebration. a. Using recycled materials would have a dual purpose in the message she is proposing. 3. East Main St Bus Shelter: Boys to men inspiration, Black male teens and Durham landmarks (Lucky Strike smoke stacks) a. Will you incorporate landmarks within the original design? Yes, the shapes will be substituted. b. Aura/Crown imagery at the top of artwork is purposeful because it represents what they already have inside themselves. 4. PAC approved recommendation for artist: 100% iii. Jermaine “JP” Powell: Visitor to Durham soaking up the great history and its people, and rich culture. Focused on bus rider experience and them as individuals. Who rides the bus and why? GoDurham “Have a Great Day” logo is a call to action for people. 1. Bus Shelter: Skyline with evening commute a. The textures and patterns within the designs are beautiful. b. Use of color and celebration of this mode of transportation lifts the bus rider to a different level. 2. Bus Shelter: Lady alone with her thoughts a. Think about incorporating people interacting together instead of “lonely rider” moments. b. Artist thinking about addressing the empty seat in this design. (Could be the bus driver depicted).  3. Bus Shelter: Various bus riders of different background a. Appreciation for the diversity of the riders. 4. PAC approved recommendation for artist: 100% iv. Tim Stallmann and William Paul Thomas, Artist Team: Three questions the artist team focused on: Where are you going? Where are you coming from? What would you like to see? 1. University Drive Bus Shelter: Celebrate the diversity of the people who live in the area. Possible interactive world map to show where people are from and express how they got to Durham. a. Interaction within this design really works and gets across the meaning the artists wanted to display. 2. Bacon & Lawson Bus Shelter: Depicts symbols that the R. Harris students will help develop that represent home to them. Icons will be dispensed throughout the design and incorporate significant landmark of the area that connects you. a. Two sets of icons: kids’ images and significant landmark. 3. Shannon Road Bus Shelter: Durham’s Past Present and Future. Constellation of stars. Photographs taken of riders that will be used along with historic figures in this design. a. Without knowing the images of the historic figures and the photos of the riders this is a good design but the weakest of the three. 4. PAC approved recommendation for artist: 71% approved; 14% abstain; 14% disapproved v. Action Item: Recommendation of approval for each artists and artist team to move forward to fabrication. 1. Caroline Dwyer made a motion to approve recommendation for all three (3) artist/ artist team. Margaret DeMott seconded the motion. Motion approve (8-0). ii. Review and Discussion of the Public Art Committee’s Goals (10 minutes) i. Group Discussion of the Public Art Committee’s equity goals for FY20/21 ii. Action Item: Continue to edit goal language; approval deferred to January meeting iii. Developing the Task Force committees will continue during the January 20, 2021 meeting, and will include a discussion of priority goals. VIII. Public Questions (5 minutes) i.
