Call to Order and Guest Introductions a. The meeting was called to order at 9:05 a.m. by Katie Seiz II. Approval of Minutes – March 2021 a. Wade Williams made a motion to approve March 2021 minutes. Caroline Dwyer seconded the motion. Antonio Alanis & Laura Ritchie abstained. Shana Adams, Marcella Camara, Mya Castillo-Marte, Caroline Dwyer, Nicole Oxendine, Katie Seiz, and Wade Williams approved. Minutes approved. III. Adjustments to the Agenda a. N/A IV. Announcements  a. Public Art Committee New Member Recommendations during May 20. i. New applications will be shared with PAC and poll to obtain recommendations. Two (2) vacancies currently so the PAC will have 15 members the same as CAB. New member and Chair and Vice-Chair recommendations will be sent to CAB for appointment. b. Open PAC liaisons position for upcoming public art projects i. Black Wall Street Gardens Public Art c. Equity Training Survey Reminder Update d. Durham Station project has been released for artist or artist team to commission three temporary high use benches at Durham Station. Call open until April 30, 2021. Public art amenity project. No PAC liaison yet. e. Fire and EMS Station project has been released via RFQ. We Looking for a historian and photographer team to review the City’s archival collection and will do documentation work to beautify space and post content online for public access. Mya Castillo-Marte is the PAC liaison for this project. V. Update / Old Business VI. New Business and Presentations a. PAC Officer Nominations (9:20 – 9:40; 20 minutes) i. Chair and Vice-Chair nominations were accepted during the March PAC meeting and via email, for review and appointment during the April PAC meeting. Terms for Chair and Vice-Chair begin June 30, 2021 and end July 1, 2022. 1. Marcella Camara has been nominated for Chair. 2. Caroline Dwyer and Kyesha Jennings have been nominated for Vice-Chair. 3. PAC would like to move to a Co-Chair use of leadership instead of Chair and Vice-Chair model. By-laws require a Chair and Vice- Chair but the Co-Chair model can be “informally adopted.” ii. Mya made a motion to approve officers with the caveat that both will work within a Co-Chair model. Wade Williams seconded the motion. Shana Adams, Antonio Alanis, Marcella Camara, Mya Castillo-Marte, Caroline Dwyer, Nicole Oxendine, Laura Ritchie, Katie Seiz, and Wade Williams all approve. Motion passed. iii. Action Item: To appoint Marcella Camara as the Public Art Committee Chair beginning on June 30, 2021. iv. Action Item: To appoint Kyesha Jennings as the Public Art Committee Chair-Vice beginning on June 30, 2021. b. Alignment with the Celebration of Black Artistry Public Art Projects in Neighborhoods and Neighborhood Public Art Project (9:40 – 10:15; 30 minutes)  i. Review background documents for first funding recommendation. Review the Neighborhood Task Force’s documentation outlining process and timelines. ii. Review background document for the Celebration of Black Artistry Public Art Neighborhood Project (CBANP). iii. Review options for public art funding for neighborhoods from CIP Public Art Fund FY19/20. 1. Option 1: To support the Celebration of Black Artistry Public Art Neighborhood Project, providing $25,000 of equal funding support across nine neighborhoods as identified in the City Council approved proposal. 2. Option 2: To support the Celebration of Black Artistry Public Art Neighborhood Project, providing $20,000 of equal funding support across nine neighborhoods as identified in the City Council approved proposal, with $5,000 for administration support to document the process and projects for all nine neighborhoods. a. Suggestion to change funding amounts for this option to $15,000 of equal funding support across nine neighborhoods as identified in the City Council approved proposal, with $10,000 for administration support to document the process and projects for all nine neighborhoods. Further discussion about the responsibilities of the documentation is required. The documentarian should be aligned with the CBANP project and have a connection with the neighborhoods. b. PAC would like to explore grant opportunities to support more funding for the documentation side of Option 2. c. Caroline Dwyer made a motion to approve Option 2 with $15,000 to CBANP and $10,000 for creative documentation. Mya Castillo-Marte seconded the motion. Shana Adams, Antonio Alanis, Marcella Camara, Mya Castillo-Marte, Caroline Dwyer, Nicole Oxendine, Laura Ritchie, Katie Seiz, and Wade Williams all approve. Motion approved. 3. Option 3: To support other neighborhoods public art projects without ties to the City Council approved proposal Celebration of Black Artistry Public Art Neighborhood Project. iv. Action Item: To support the use of $25,000 from the FY19/20 Public Art Funds intended for Neighborhood Public Art Projects as a part of the Option 2 with modification expressed in motion.  v. RFQ or Pre-Qualified Artistry Registry for documentary contractor needs to be released within the next 2-3 weeks. PAC would like to promote within the nine identified neighborhoods to target candidates for the documentary contractor. PAC would also like to try other ways to expand/promote Pre-Qualified Artistry Registry. But for the documentary contractor opportunity PAC recommends using the RFQ process. vi. Rebecca to email PAC about the follow-up meeting to draft responsibilities for the documentary process. c. Final Thoughts and other reminders by Chair/Vice Chair (10:15 – 10:25; 10 minutes). VII.
