Call to Order and Guest Introductions a. The meeting was called to order at 9:05 a.m. by Katie Seiz II. Approval of Minutes – May 2021 a. Approval of April minutes moved to June 2021 meeting. III. Adjustments to the Agenda a. Club Crossing installation will happen on May . If inclement weather the installation will happen the following weekend. IV. Announcements a. Rebecca Brown shared the open PAC liaisons position for upcoming public art projects and requested that PAC members Black Wall Street Gardens Public Art project, and will email other open positions to PAC. b. Equity Training Survey Reminder Update i. Katie sent survey and received feedback from most of the PAC members. Katie and Marcella have been brainstorming paths forward for equity  training. Presentation to come in June meeting to obtain further feedback, with discussions for training tentatively for July or August. V. Update / Old Business a. Capacity Building Survey i. For the next meeting in June, PAC will review the artist survey in its current form and plan next steps to futher the 2021 Adopted Goal: (Identify capacity building solutions for local artists based on community conversations and survey(s) in order to develop mentor and mentee guidelines/opportunities and other artist resources to address local artists' needs). ii. Task Force. Capacity Building for Local Artists includes the following PAC members: 1. Kyesha Jennings, Wade Williams, Mya Castillo-Marte, Marcella Camara VI. New Business and Presentations a. Solid Waste Mural i. Presentation by City Staff and Artist Brandon Hampton on the Mural at the Solid Waste Department. Hampton discussed the initial design concepts with the PAC and received feedback on the artwork that includes the Durham skyline, Durham themes, and natural elements. PAC members were generally supportive of the initial designs and provided no significate suggestions of improvement. PAC agrees with adding the nature aspect to the mural design. The butterflies and flowers will compliment the center focus of the Bull design. ii. Background: As the City of Durham improves public amenities through the Capital Improvement Projects (CIP), The Cultural and Public Art Program, in collaboration with the Solid Waste Management Department, will hire a local or regional artist to create an interior mural at the Solid Waste Management Facility, as part of a Capital Improvement Project renovating the City’s Truck Wash Annex. The new interior mural will contribute to a welcoming space for Solid Waste Management staff to clock-in, gather, and prepare for the beginning of their shifts. The City will commission a local or regional artist to fabricate an interior mural with input from employees who actively use the building. The new mural will be installed along the corridor located near the building entrance and leading to the staff locker room and parking lot. To reflect the mission of the Solid Waste Management Department, the design of the mural may utilize themes of environmentalism, sustainability, and waste reduction—based on staff feedback and recommendations. For the FY 2020-25 CIP, capital project fund, pay-go funding, and debt financings. More information has been publicly posted here: https://durhamnc.gov/4352/Solid-Waste-Management-Department 1. Artist: Brandon Hampton a. Brandon is a huge amine fan. He uses cartoon style in his art and mixes it with realism. Brandon will incorporate nature into the design (butterflies and flowers) in addition to the bull on the wall where the art mural will be. 2. Artists Selection Process: Pre-Qualified Artist Registry with Artist Selection Panel comprised of SWD staff members, and a staff- wide vote for the finalist. 3. PAC liaisons: Vacant 4. Budget: $9,000 5. Timeline: Artist will move towards fabrication and installation by late summer based on approvals from the City. 6. Location: 1833 Camden Ave, Durham, NC 27704 7. Approval process: Due to project’s interior nature, the Cultural & Public Art Program is requesting feedback from the Public Art Committee for the artist’s benefit. Solid Waste Department staff will provide final approval and direction to the artist. City of Durham’s General Services department reviews the final designs. a. The mural location is a 10x15’ wall (approximately). b. PAC New Member Nominations i. Two nominations will be accepted during the May PAC meeting, for review and appointment during the June DCAB meeting. Terms for New Members begin June 30, 2021 and end July 1, 2022. ii. The following information is available on g-drive: 1. Applications & Resumes: Applicants are considered valid for one year. PAC focused on the applicants that are interested in serving instead of reviewing the entire list of applications received. 2. Poll for Finalists 3. New Member Recommendation Guide iii. Action Item: To recommend two new members to the Durham Cultural Advisory Board for appointment. 1. PAC recommended moving forward with all four applicants (Winston, Ammon, Matlock, and Trostle) for appointment. Caroline Dryer made a motion to approve this action. Antonio Alanis seconded the motion. Antonio Alanis, Caroline Dryer,  Patricia Harris, Kyesha Jennings, Laura Ritchie, Katie Seiz, and Wade Williams all approved this recommendation. c. Celebration of Black Artistry in Neighborhoods i. Budget updates based on PAC funding recommendations: Each neighborhood will have $1,600 in funding. The neighborhoods will help select what the funds will be used for during the project. ii. Updates on current status of neighborhood public art projects: Bragtown identified a location for the mural they want to execute for the project. McDougal Terrace no updates on the artist selection. Southside neighborhood selected Eric Kelly as their artist. iii. Review of RFQ for creative documentation contractor: The RFQ will be available in two weeks for PAC members to review. d. Final Thoughts and other reminders by Chair/Vice Chair. i. Update on current projects: Jackie MacLeod & Whitney Hunt are in the fabrication process for Beechwood Cemetery project. Rock Quarry Park project is under way and Vandorn Hinnant has been selected as the artist. WD Hill public art project has begun with DPR acting as the lead. Durham Station project has begun and the panelists have provided artists recommendations for the bench project. Fire & EMS Station project RFQ had a low response, so City Staff is looking into re-releasing the RFQ with suggestions from PAC on marketing efforts. DPR will receive public art funding through the developer agreement for the Vega Building next to Durham Central Park. Per the agreement some funds will be used for public art, further details soon to come. VII. Public Questions (5 minutes) a. There were no public comments or questions. VIII. Adjournment a.
