Call to Order and Guest Introductions a. The meeting was called to order at 9:02 a.m. by Katie Seiz. II. Approval of Minutes – April and May 2021 a. MOTION: The Durham Cultural Advisory Board approves the May and April 2021 summary minutes, with corrections (Dwyer, Adams 2nd). b. ACTION: Approved. (7-0). III. Adjustments to the Agenda a. None. IV. Announcements a. Open PAC liaisons position for upcoming public art projects i. Black Wall Street Gardens Public Art 1. The selected artists, David Wilson and Stephen Hayes, are in active conversations with fabricators to move forward on the approved designs. ii. Solid Waste Management Facility 1. Brandon Hampton has been commissioned as the artist to engage employees and design a mural as part of this Capital Improvement Project, located inside the Solid Waste Management Facility. iii. Sustainability & Stormwater Restoration Project  1. The construction for the South Ellerbe Stormwater Restoration Project is at a point where the Cultural and Public Art Program may release an RFQ soon. City staff are currently working on drafting the RFQ document. V. Update / Old Business VI. New Business and Presentations a. Public Art Updates i. City staff will provide updates on current and upcoming public art projects: https://durhamnc.gov/450/Cultural-Public-Art-Development 1. Sustainability & Stormwater Restoration Project a. The construction for the South Ellerbe Stormwater Restoration Project is at a point where the Cultural and Public Art Program may release an RFQ soon. Cultural and Public Art Program staff are currently working on drafting the RFQ document, and will participate in the project in a consultative capacity as Public Works is the lead department. Staff are hoping to have an artist contracted by December. b. Interested PAC members include: Caroline Dwyer and Mya Castillo-Marte 2. South Arts Keep Bull City Litter-Free a. The City is partnering with Keep Durham Beautiful to commission an artist to design, fabricate, and install ground-plane murals at three selected bus shelters, approved by GoTriangle, as part of the South Arts Cross- Sector Impact Grant. The purpose of this project is to promote litter prevention and encourage residents to be agents of change towards keeping Durham litter-free. b. These bus shelters are located at Fulton Street directly in front of the Durham VA Medical Center; Erwin Road at Fulton Street; and E Main Street at Dillard Street near the Durham County Human Services Building. c. Interested PAC members include: Shana Adams and Molly Matlock for artist selection panel d. Suggestion from PAC member: Bringing in a previously selected artist for bus shelter public art to be included in artist selection 3. Solid Waste Management Department Mural designs  a. Brandon Hampton has been commissioned as the artist to engage employees and design a mural as part of this Capital Improvement Project, located inside the Solid Waste Management Facility. The initial design has been submitted to Solid Waste staff and the City is waiting on feedback from employees before moving forward with installing the Final Design. 4. Fire & EMS Station 18 a. The original RFQ released in April 2021 did not receive adequate submissions and City staff are working to re- issue the RFQ to a broader network in upcoming weeks. b. Suggestion from PAC member: Reach out to Preservation Durham and request network maps to share the RFQ with. Staff shared that the Preservation Durham was a part of the initial marketing, but will reach out to specific stakeholders. 5. WD Hill Mural a. As part of the Capital Improvement Project initiative to renovate various aspects of the W.D. Hill Recreation Center, Wade Williams has been contracted to design, fabricate, and install a large-scale mural on the exterior of the recreation center and is currently in the midst of determining Final Design elements, with assistance from stakeholders. 6. Rock Quarry Sculpture a. The City of Durham is transforming Rock Quarry Park through landscaping, restoration and creative placemaking initiatives into a destination venue for local festivals and events such as the Bimbé Cultural Arts Festival. The Cultural and Public Art Program is collaborating with the Department of Parks and Recreation and has moved forward with commissioning Vandorn Hinnant to create functional, sculptural public art pieces to be installed at the pedestrian entrance of the park. 7. Beechwood/Maplewood a. The two public artwork amenity benches created by Jackie Macleod, Whitney Hunt, and Jose Pereira are anticipated to be fully installed by end of July. 8. Hoover Road  a. The Hoover Road Athletic Park public art project is currently on hiatus until other projects in the same park move forward per DPR staff. b. Capacity Building Survey i. To build on PAC’s 2021 Adopted Goal--identify capacity building solutions for local artists based on community conversations and survey(s) in order to develop mentor and mentee guidelines/opportunities and other artist resources to address local artists' needs—PAC members discussed the development and launch of a capacity building survey. ii. PAC will review the artist survey in its current form from the task force in 2020 and plan next steps. 1. The Public Affairs Department made a few edits to the survey that will be incorporated in the final version before being rolled out. The questions included in the survey are to understand what types of resources local artists need, how they consume information and their best communication methods, and how the PAC and City can reach them most effectively about public art opportunities. 2. Suggestions include: changing ranking scale from 1-10 to 1-5 for easier understanding on how important an issue is to the individual; utilizing visual-focused social media platforms like Instagram and Pinterest to push out the survey to artists; sharing paper flyers on community bulletin boards; include a specific comment box for individuals to include any other information that may be helpful; demographic information will be optional. iii. Task Force: Capacity Building for Local Artists: 1. Kyesha Jennings, Wade Williams, Mya Castillo-Marte, Marcella Camara c. Equity Training Survey i. Updates by Katie Seiz & Marcella Camara will be provided during the next PAC meetings. d. Final Thoughts and other reminders by Chair/Vice Chair. i. Katie Seiz, current PAC Chair, has come to the end of her term with the Public Art Committee and will no longer be joining the meetings as a formal PAC member, but rather in a consultative capacity for the  program. The City and Public Art Committee members thanked Seiz for her years of services. VII. Public Questions a. Questions submitted by the public prior to the meeting will be shared. VIII.
