Call to Order and Guest Introductions a. MOTION: The Durham Public Art Committee approves Rebecca Brown, city staff liaison to the board, to serve as the September meeting facilitator in the absence of the Chair and Vice-Chair (Matlock, Ritchie 2nd). b. ACTION: Approved. (6-0). One abstention from Caroline Dwyer. c. The meeting was called to order at 9:05 a.m. by Rebecca Brown, in absence of the Chair and Vice Chair. II. Approval of Minutes – August 2021 a. MOTION: The Durham Public Art Committee approves the August 2021 summary minutes (Matlock, Ritchie 2nd). b. ACTION: Approved. (6-0). One abstention from Caroline Dwyer. The August 2021 summary minutes approval will be moved to the September meeting due to lack of quorum. III. Adjustments to the Agenda a. None. IV. Announcements a. Annette Smith from Durham Parks and Recreation announced: i. Durham Parks and Recreation hosted a community engagement session with neighboring residents of the site to determine scope and details of the Hoover Road Athletic Park public art project and other project elements, like plantings and playgrounds amenities.  ii. The Bragtown Community Association received funding for additional public art projects at Lakeview Park and Red Maple Park through Neighborhood Improvement Services’ department The community-selected artist for these projects is Claire Alexander. iii. Wade Williams is currently working on his second design draft for W.D. Hill Recreation Center with anticipation to install in the next few weeks. iv. Public art fabrication at Rock Quarry Park is anticipated to start next week. V. Update / Old Business a. Updates on Current Public Art Projects i. City staff will provide updates on current and upcoming public art projects: https://durhamnc.gov/450/Cultural-Public-Art-Development 1. South Ellerbe Restoration Project Public Art. RFQ deadline is Oct 7, 2021. More information here: https://durhamnc.gov/4598/South- Ellerbe-Restoration-Project a. This project is a partnership with the Stormwater Division within the Public Works department to create public artworks at the upcoming South Ellerbe Restoration Project site. The budget is $50,000 and artists with backgrounds in environmental design and functional, sculptural and integrated artwork are encouraged to apply. 2. Fire and EMS Station 18. RFQ (re-release) new deadline will be announced. More information here: https://durhamnc.gov/4428/Fire- EMS-Station-18. a. This project will commission a public historian and photographer for a public art project centered around historical documentation and education of Durham’s Fire Department history. The budget for this project is $47,000. b. Durham County CIP Public Art: Updates on Public Art Screen Wall i. Durham County’s Public Art Program is requesting for PAC to provide a Recommendation of approval for the presented designs. 1. RFQ No. 20-006 Structural Public Art Screen Wall at the 318 E. Main Street Parking Deck Closed: 3:00 p.m. on September 29, 2020. https://www.dconc.gov/home/showdocument?id=32958 a. Durham County received 247 submissions on a community engagement survey seeking input on potential design elements of the public art project. All public art designs must adhere to Durham County building guidelines. The County plans to bring design concepts to the Public Art Committee in November 2021. VI. New Business and Presentations a. Updates from sub-group/task force on Mayor Statement on FUND/DEFUND b. MOTION: The Durham Public Art Committee approve the recording of the meeting from this agenda item forward to provide content for absent members. (Matlock, Ritchie 2nd).  c. ACTION: Approved. (6-0). One abstention from Caroline Dwyer. i. The Public Art Committee will continue to explore the potential of a public art mural, to recognize the uprising that occurred in solidarity for the movement of Black Lives after the death of George Floyd. Task Force will provide updates. 1. Subcommittee members (Laura Ritchie, Molly Matlock, and JP Trostle) strongly recommend putting community voices at the forefront at the execution of the project, with the City acting as liaisons during the process. The Public Art Committee recommends having Durham Beyond Policing, the original grassroots group that first managed the “FUND/DEFUND” murals, and other community partners as participatory voices. City staff estimate the project will require a 18- month timeline for all steps. This portion of the meeting has been recorded for absent Committee members to review and provide input. VII. Public Questions a. No questions were submitted by the public prior to the meeting. VIII. Adjournment a. The meeting was adjourned at 10:03 am by Rebecca Brown. Next Meeting: ii. Discussion on Racial Equity Training for 2021 and Retreat Planning iii. Presentation of Durham County CIP Public Art: Public Art Screen Wall. Durham County has a requested for a recommendation of approval from PAC. iv. Capacity Building Survey. 1. The Task Force, Capacity Building for Local Artists, will refine the survey and share updates with PAC during the following meetings, in addition to planning for its release to the public.
