I. Call to Order and Guest Introductions
a. The meeting was called to order at 9:03 a.m. by Marcella Camara.
II. Approval of Minutes – August 2021
a. MOTION: The Durham Public Art Committee approves the September 2021 summary
minutes (Castillo-Marte, Trostle 2nd).
b. ACTION: Approved. (7-0).
III. Adjustments to the Agenda

V. Update / Old Business
a. Updates on Current Public Art Projects
i. City staff provided updates on current and upcoming public art projects:

1. South Ellerbe Restoration Project Public Art. RFQ deadline was October

a. The RFQ Deadline for the South Ellerbe Restoration Public Art
Project passed on October 7. An artist selection panel was
curated and selected three finalist artists.
2. Fire and EMS Station 18. RFQ (re-release) new deadline for October 28,

a. This project will commission a public historian and
photographer for a public art project centered around historical
documentation and education of Durham’s Fire Department
history. The budget for this project is $47,000. The deadline is
Thursday, October 28, 2021.
3. Beechwood Cemetery. More information here:

a. The opening celebration for the North Star bench at Beechwood
Cemetery will take place Thursday, October 21 at 5:30 p.m.
ii. Durham Parks and Recreation Updates from Annette Smith

a. Mural installation coming up in next few days with a grand
opening scheduled for the first week of December.
2. Rock Quarry Park. More information here:

a. Sculpture currently in fabrication in Greensboro, North Carolina
with upcoming installation.
3. Hoover Road Athletic Complex. More information here:

a. Currently in community engagement phase with an upcoming
opportunity for the public to see the park before it is finished on
October 27 and provide input on desires for public art elements.
VI. New Business and Presentations
a. Nominations for Vice-Chair
i. Antonio Alanis and Caroline Dwyer were nominated as Vice-Chair for the Public
Art Committee during this meeting. A vote will happen on Wednesday,
November 17 to determine the new Vice-Chair.
b. Durham Arts Council’s Art Network
i. The new website for the Durham Arts Council’s Art Network is live. A
presentation on the site will be moved to the November 17 meeting.
c. Capacity Building Survey Materials Review & Approval
i. 2021 Adopted Goal: Identify capacity building solutions for local artists based on
community conversations and survey(s) to develop mentor and mentee
guidelines/opportunities and other artist resources to address local artists'
needs.
ii. Action: To approve survey questions and release in January 2022.
1. Public Art Committees made the following recommendations as
updates to the survey before release:
a. Changing the ranking language to “not interested” to
“extremely interested” along with the 1-5 numbers
b. Add examples to “anything else you’d like to know about?” such
as “what type of professional development, resources, etc.” in
parentheses
c. Add “want to know more information about the City’s Pre-
Qualified Artist Registry” with a link to the website
d. Spell out acronyms used like RFQ, RFP, etc.
e. Update question with suggestions: “What creative spaces do
you use? (i.e. what podcasts, galleries, newsletters, creative
hubs, etc.)”
f. On the “Stay Connected” page:
i. Move ‘Follow Up’ questions to the top to the top of the
survey section; move zip code question closer towards
bottom of survey section
ii. Potentially reduce age intervals to “Under 18, 18-34, 35-
54, 55-74, 75+”
iii. Add “cisgender female, cisgender male, Two Spirit, etc.”
to the gender section
d. Updates from sub-group/task force on Mayor Statement on FUND/DEFUND
i. The Public Art Committee continues to explore the potential of a public art
mural, recognizing the uprising that occurred in solidarity for the movement of
Black Lives after the death of George Floyd. More updates to come at the
November 17 meeting.
