I. Call to Order and Guest Introductions
a. The meeting was called to order at 9:05 a.m. by Marcella Camara
II. Approval of Minutes – October & November 2021
a. November minutes will be approved during the January 2022 meeting.
b. Motion: The Durham Public Art Committee approves the October 2021 summary
minutes. (Ritchie, Dwyer 2nd).
c. Action: Approved. (7-0).
III. Adjustments to the Agenda
a. N/A
IV. Announcements
a. PAC members shared that applications are open for pop-up exhibitions in a shipping
container at Box Yard RTP. There are three shows planned between mid-February and
mid-May with a deadline to apply of December 20, 2021. More information can be
found on their website.
b. Staff reported that Durham County will be bringing an artist team before the Public Art
Committee in January for the wall art installation off East Main Street. The artist team is
based out of Colorado and Durham County is seeking feedback from PAC on their
proposal for Durham.
V. Updates/ Old Business
a. Updates on Current Public Art Projects (9:15 – 9:20; 5 minutes)

1. The interior mural by artist Brandon Hampton is completed.

1. Exterior mural by artist Wade Williams will be completed by December
25. Reopening celebration for WD Hill will be on January 8, 2022 and the
particulars are soon to follow.

1. Sculpture(s) by artist Vandorn Hinnant are currently in fabrication and
powder coating process with installation expected after the holidays in
early 2022

1. The sculptures by artists Stephen Hayes and David Wilson are currently
in installation phase. City staff is coordinating signage for the two
artworks at the site.

2. Motion: The Public Art Committee recommends to the Durham Cultural
Advisory Board the approval of Caroline Dwyer’s appointment as Vice-
Chair. (Ritchie, Castillo-Marte 2nd).
3. Action: Approved. (7-0).

3. Motion: The Public Art Committee recommends postponing the
recommendation of 4 new members until the January 2022 meeting.
PAC will email Rebecca Brown their choices before the January 2022.

b. Durham Arts Council’s DPLEX
i. Cheryl Stewart presented on the DPLEX request for input on finalist’s proposal.

ii. Artists/Artist Team was asked to design a system of art elements that visually
connect the four buildings into a cohesive group so that it can be used and
marketed as the Durham Convention and Arts Complex. The DCAC (Durham
Convention Center, Carolina Theater, The Armory and the Durham Arts
Council) wants the art elements to include sculptural elements, mosaics and/or
other surface art, and strategic light installations.
iii. The timeline for this project includes: a Request for Qualifications was released
on September 10, 2021 with a submission deadline of October 4, 2021. The
selection committee convened on October 27, 2021 and notified the selected
artist’s team on October 28, 2021. The team consisting of David Wilson, Gary
Warren, and Teresa Hoffman were unanimously chosen for this project. The site
visit was on November 12, 2021 with the artist’s team and stakeholders. The
selected team presented their design proposal to the selection committee
yesterday December 14, 2021 and today, December 15, 2021, the proposal is
being shared with PAC.
iv. PAC was asked to share thoughts on community engagement processes for this
site that will be used by visitors to Durham and residents. On-site signage is
recommended for residents to be informed of upcoming improvements to the
area. PAC also recommends the artist team research the history of the area
involving the four buildings of the Durham Convention and Arts Complex.
c. PAC Monthly Meeting Time & Location
i. Discussion on potential time and location change for monthly meeting
beginning in February 2022.
1. PAC decided to postpone the discussion of changing the meeting to the
January 2022 meeting, as the survey results did not include all PAC
members’ responses.
ii. Retreat Planning
1. PAC will begin planning the retreat after new members have been
nominated and approved. The retreat planning will take 2-3 months to
execute (tentatively looking at dates in March or April for the retreat).
d. Updates from sub-group/task force on Mayor Statement on FUND/DEFUND
i. The members of the sub-group would like more participation from other
members to advance discussions. The task force would like to open this topic
back up to the larger group to help develop more parameters i.e. define a
budget, where the piece of art could be located, etc. Annette Smith and
Caroline Dwyer agreed to have deeper discussions about this with Laura Ritchie,
Molly Matlock, and JP Trostle.

a. Final Thoughts and other reminders by Chair/Vice Chair. The Chair will not be present
for the January 2021 meeting.

ii. Durham County Request for Recommendation of Approval for upcoming public
art project at their new parking garage off East Main Street.
iii. Durham Arts Council will presentation the Durham Arts Network

Role of the Chair
The primary role of the Chair is to assist City staff with setting the agenda for the regular meetings of the
PAC and to facilitate the activities of the regular meetings of the PAC. The Chair also serves on the
Governance Task Force of the PAC and helps to strengthen the culture and efficiency of the PAC. The
Chair works with the designated City staff, the Chair of the Cultural Advisory Board, and the Vice-Chair
of PAC to help address any major concerns that might arise during the term. The Chair serves as an Ex-
Officio member of the Cultural Advisory Board and is also expected to attend the CAB’s regular monthly
meetings and assist with PAC reporting to the CAB where necessary. The Chair is expected to help
transition the incoming Chair into their new role as best as possible.
A member of the PAC is expected to serve as Chair for a minimum of one year, with the potential for re-
election for a total of two 1-year terms. PAC members can nominate themselves or other members for
the position of Chair. Nominees for Chair should have completed at least one full-year on the
Committee. Nominations are made by the April meeting each year and final election votes made at the
May meeting each year. Officers and new members are then sent to DCAB for review and approval
during the June meeting of each year.
This role generally requires an additional 5-8 hours a month commitment beyond regular monthly
meetings.
Role of the Vice-Chair
The Vice-Chair assumes the duties of the Chair in case of the Chair’s absence. It is preferred that the
Vice-Chair also serve on the Governance Task Force of the PAC. During meetings when the Chair is
present, the Vice-Chair serves as back-up to the Chair in helping to keep the group on schedule
according to the agenda and also managing the time allotted for presenters and members to speak. The
Vice-Chair should also assist the Chair in ensuring that discussion remains relevant to the topic, that all
members are encouraged to participate, and that meetings are conducted according to the values and
procedures agreed upon by the PAC. The Vice-Chair also serves as Guest Liaison during regular meetings
to ensure guests of public meetings get the Guest Info Sheet and that they are thanked for their
attendance. The Vice-Chair and Chair work collaboratively with City staff to address matters that need to
be reviewed between regular meetings.
A member of the PAC is expected to serve as Vice-Chair for one year. It is possible that the Vice-Chair
can be nominated to the role of Chair when the position is vacant. PAC members can nominate
themselves or other members for the position of Vice-Chair. Members who have been through at least
six months to one full-year on the Committee are preferred as nominees for Vice-Chair. Nominations are
made by the April meeting each year and final election votes made at the May meeting each year.
Officers and new members are then sent to CAB for review and approval during the June meeting of
each year.
This role generally requires an additional 3-5 hours a month commitment beyond regular monthly
meetings.
