Call to Order and Guest Introductions a. The meeting was called to order at 9:06 a.m. by Rebecca Brown in place of Marcella Camara’s absence. II. Approval of Minutes – January 2022 a. Motion: The Durham Public Art Committee approves the December 2021 summary minutes. (Matlock, Alanis 2nd). b. Action: Approved. (7-0). c. N/A V. New Business and Presentation a. Durham County CIP Project Public Art i. Durham County’s Public Art Program is requesting for PAC to express support for the presented designs to move forward to fabrication and installation.  ii. RFQ No. 20-006 Structural Public Art Screen Wall at the 318 E. Main Street Parking Deck Closed: 3:00 p.m. on September 29, 2020. https://www.dconc.gov/home/showdocument?id=32958 1. Out of 97 submissions and five separate candidate interviews, Durham County selected artists Mike Schock and Uriah Bueller of Parasoliel to create a structural public art screen wall at the 318 E. Main Street Parking Deck. Community engagement was put at the forefront of this project and an online survey was disseminated and approximately 245 responses were received. The budget for the project is $225,000. 2. The design conveys summer and winter scenes and features local North Carolina flora including sassafras, magnolia, red oak, and dogwood. The artwork will be made out of powder-coated aluminum with low maintenance required. Lighting will come through in the parking deck bays and there is opportunity for exploratory signage for ground-level pedestrians. 3. Several challenges and code requirements considered including: wind resistance, weather resistance, structural considerations, mechanical ventilation, exterior parking garage screen covering requirements, and achieving specific sight lights and view corridors for users. b. Durham County Updates on Calls for Artists i. Durham County has created an artist registry that is open to solicit a pool of artists for future public artwork projects led by the County over the next few years. These projects range in discipline and include opportunities for mural work, metal work, mosaics, art history and archival, among others. Community references are acceptable in lieu of professional references for emerging artists. VI. Updates/ Old Business a. Updates on Current Public Art Projects i. Black Wall Street Gardens. More information here: https://durhamnc.gov/3912/Black-Wall-Street-Gardens 1. The sculptures by artists Stephen Hayes and David Wilson have been installed. City staff is coordinating signage for the two artworks at the site and working towards final acceptance of the project. iv. South Ellerbe Restoration Project. The artist team consisting of Anna Wagner, Julienne Alexander, and Ben Reid has moved forward with their community engagement initiatives .  v. Fire & Emergency Services Station 18. More information here: https://durhamnc.gov/4428/Fire-EMS-Station-18 1. City staff has contracted with creative research team Katy Clune and Julia Gartrell for the Fire & EMS Station 18 Project. vi. City staff have selected Theresa Arico to create a bench and set of planters using mosaics to provide public art amenities at Durham Station. Project is anticipated to be delivered by end of 2022 and is currently in the contracting phase. vii. Celebration of Black Artistry in Neighborhoods. More information here: https://durhamnc.gov/4430/Celebration-of-Black-Artistry-in-Neighbo 1. The artist selection process has begun for Weaver Street Recreation Center for an artist-in-residence. Final selection will be made by youth in the program. b. Capacity Building Survey Release Timeline i. Ways to share? Discussion on creative approaches to releasing and promotion of the survey. 1. Survey will be open for 30 days and then the group will assess the amount of responses. Depending on that number, the survey may be open longer. 2. PAC members are encouraged to submit any listservs or community contact lists that the Capacity Building Survey can be shared with to email Alexandra Benson (Alexandra.Benson@durhamnc.gov) c. DCAB’s Annual Report for 2021 i. Durham Cultural Advisory Board’s Annual Report for 2021 has been completed and shared with City Council and is available on the city’s website. d. 2022 Goal Discussion i. Review of Task Forces members 1. PAC members should submit their interested task forces to City staff (Rebecca.Brown@durhamnc.gov). Each task force will re-assess its goals and priorities after a greater in-depth review of the 2021 goals is conducted. ii. Review of Past Goals from 2021: 1. Develop and implement public art projects in neighborhoods outside of downtown to create community conversations and connect residents to public spaces, with an emphasis on robust, authentic and equitable community engagement and considerations for COVID-19. (approved 10/21/20) 2. Identify capacity building solutions for local artists based on community conversations and survey(s) in order to develop mentor and mentee  guidelines/opportunities and other artist resources to address local artists' needs. (approved 10/21/20) 3. Define advocacy for the Public Art Committee and develop a roadmap for community advocacy priorities. (approved 10/21/20) 4. The Public Art Committee will develop the skills needed to assess, identify and address where implicit and explicit bias may impact or affect arts and culture in Durham, in order to develop a set of best practices for public art with a focus on anti-racism, community accountability and equity, and to uplift intergenerational, gender diverse, racially diverse, and LGBTQIA+ artists.
