Call to Order and Guest Introductions a. The meeting was called to order at 12:07 p.m. by Caroline Dwyer in place of Marcella Camara. II. Approval of Minutes – February, March, and April 2022 a. Action: The Public Art Committee approves the February, March, April, and May 2022 meeting summary minutes (Trostle, Ritchie 2nd) b. Motion: Approved. 6-0. III. Adjustments to the Agenda a. Marcella Camara has temporarily stepped away from the Public Art Committee and effectively stepped down as Chair for an artist residence opportunity in California. IV. Announcements a. The Artist Capacity Building Survey is open with a deadline of August 12, 2022. i. https://www.durhamnc.gov/4723/Local-Artists-Survey ii. The Artist Capacity Building Survey is open for responses. The survey is intended to help PAC identify training and resources to help local and Triangle artists successfully apply for future public art commissions. iii. Once the survey is completed, PAC will receive the compiled results and determine next steps for training opportunities. iv. Currently, there are approximately 20 responses to the survey and the Committee is aiming to have at least 50 responses with 100 responses being the goal. The new deadline for the survey is August 12.  b. South Arts – Creative Placemaking Conference i. The Creative Placemaking Leadership Summit: South & Appalachia will be held from November 3 – 4 in Chapel Hill, North Carolina with a virtual pre-conference November 1. The conference is an annual gathering of artists, community leaders, educators, and other professionals exploring how arts and cultural activities help make communities more inclusive, connected, and resilient. ii. https://www.southarts.org/programs-conferences/creative-placemaking- leadership-summit c. Google’s Image Equity Fellowship i. Deadline is Friday, July 18 ii. The Image Equity Fellowship aims to support the next generation of image makers of color. This six-month, application-based program will award $20,000 in unrestricted funds, intimate mentorship and dedicated workshops with industry experts to each of the 20 selected early-career creators in the U.S. The creators will develop visual bodies of work that share urgent, untold stories of their communities with dignity and nuance. iii. https://blog.google/outreach-initiatives/diversity/image-equity-fellowship/ V. New Business and Presentations a. Review of PB Bus Shelter Design Alternations from Tanya Lipscomb i. Action Item: To provide a recommendation of approval for Tanya Lipscomb’s new designs concept for PB Bus Shelter public art project. ii. https://www.durhamnc.gov/4281/Public-Art-for-Bus-Shelters 1. The Participatory Budgeting Bus Shelter public art projects have been delayed due to several elements including getting specifics on bus shelter structure fabrication and acquiring approvals from the North Carolina Department of Transportation. 2. The final design has shifted significantly from the initial design original proposed to PAC by the artist. Lipscomb aimed to use more elements related to the Black history surrounding the site and use a positive Black male leader as a very clear and large main subject. The youth depictions will be adjusted in size and original buildings from well-known Durham institutions will be featured in the background. There is a quote featured by W.E.D. Du Bois on the Black-owned historic businesses. 3. Public Art Committee comments: a. Is there a way to shorten the length of the quote and use less words? Images should be more prominent than the lettering. Larger text? Will there be more color? Is there a way to fill up the space at the bottom of the panel? 4. Motion: The Public Art Committee recommends approval for Tanya Lipscomb’s new design concept for PB Bus Shelter public art project. (Ritchie, Castillo-Marte 2nd). 5. Action: Approved. (7-0).  b. Member Attendance & Second Term i. Antonio Alanis, Bhargavi Ammu, Monet Marshall, Patricia Harris, Truitt O’Neal and Nicole Oxendine terms end June 30, 2022. Members who confirmed interested in second terms will be represent to DCAB for appointment during the board’s July 2022 meeting. 1. Antonio Alanis has resigned from the Public Art Committee. 2. Monet Marshall and Truitt O’Neal did not confirm interest to serve and will be removed from the Committee. 3. Nicole Oxendine and Patricia Harris are eligible for a second term and will be presented to the Durham Cultural Advisory Board for reaffirmation to serve. 4. The Public Art Committee’s new member application will be open for the upcoming five vacancies and applications will be presented to PAC in August. 5. Motion: The Public Art Committee recommends removing Bhargavi Ammu, Monet Marshall, and Truitt O’Neal from the Public Art Committee. (Oxendine, Castillo-Marte 2nd). 6. Action: Approved. (7-0). c. Chair and Vice-Chair Nominations i. Chair and Vice-Chair nominations should be sent via email to Rebecca Brown before the August meeting. Currently Caroline Dwyer has been nominated for Chair. d. Task Force Sign-up i. The Public Art Committee recommends an upcoming agenda item at the next meeting to discuss how the group can create better timelines and meets for task forces to convene and have discussions. e. New Members and Recruitment i. City staff request that PAC members send in information on their areas of expertise as members and categories/skills/disciplines that the Committee does not currently have, to use as a guide when selecting new members. VI. Updates/Old Business a. Cultural Road Map i. Former Mayor Steve Schewel and Zena Howard of Perkins & Will have been established as Co-Chairs for the Steering Committee. ii. The group has received the full request of funding from the City and County of Durham and are currently working on fundraising calls for local organizations  and private foundations. Specifically, funding is needed to develop a creative aspect for the community engagement and planning process. iii. The RFQ/RFP for a consultant will be ready for release by the end of the 2022 calendar year with data collection to take place in spring 2023, and a drafted plan developed by September 2023. iv. Public Art Committee members interested in serving on the Steering Committee or other subcommittees should reach out to Annette Smith, Laura Ritchie, or Caroline Dwyer. b. Updates on County Public Art Projects i. Calls for Artists ii. Request for Submission of Qualifications for Public Art at Various Durham County Buildings (RFQ No. 22-016) 1. Project timelines vary per location with some projects being commissioned immediately. Artist selections will begin in February 2022 for early projects and continue throughout 2022 for others. The deadline for this call for artists is June 30, 2022. 2. Claire Alexander is working with Southside Neighborhood to install a mural as part of the CBANP and is currently seeking design approvals. b. City staff have selected Theresa Arico to create a bench and set of planters using mosaics to provide public art amenities at Durham Station. Project is anticipated to be delivered by end of 2022 and is currently in the design approval phase. 3. Keep Bull City Litter-Free Public Art Project. Jai Martin has been contracted with the City for this project and is currently in the design approval phase.  4. South Ellerbe Restoration Project. They will be submitting their final designs in early August. 5. Merrick Moore Park / Hoover Road Athletic Complex. More information here: https://durhamnc.gov/3940/Hoover-Road-Park1. a. City staff is currently in contract negotiations with the artist team and anticipate having design concepts for the Committee by August or September. VII. Public Questions a.
