Stein Wexler, Artist Angela Lee, Executive Director and Artistic Director of Hayti Heritage Center I. Call to Order and Guest Introductions a. The meeting was called to order at 12:04 p.m. by Chair Mya Castillo-Marte. II. Approval of Minutes a. Ritchie shared that the Steering committee would now be called the Cultural Roadmap Planning Group (CRM); changes made. b. MOTION: (Castillo-Marte, Trostle 2nd) c. ACTION: Approved. (6 in favor; 4 abstaining) III. Adjustments to the Agenda a. None. IV. Announcements a. Cultural Roadmap Updates i. Smith shared updates on the Cultural Roadmap planning process, including: 1. Planning group will be appointed during the Durham Cultural Advisory Board (DCAB) November 16th meeting and will begin meeting in late November. b. County Public Art Program Updates i. No updates at this time. Staff encouraged new members to review the County’s Public Art Program website. c. Capacity Building Survey Results Review and Task Force Updates. i. https://www.durhamnc.gov/4723/Local-Artists-Survey ii. Report on current number of submissions: 67 responses as of 10/6/22. Survey to close November 1st. V. New Business and Presentations a. Hayti/Southside History Project Proposal i. Request for feedback and letter of support. Public Art Project proposal presented by the community and non-profit organizations. ii. R. Stein Wexler and Angela Lee presented to the committee on their community-based proposal for consideration with the Z. Smith Reynolds Foundation. iii. Working with artists Dare Coulter & Stephen Hayes, R. Stein Wexler will act as Project Manager along with the Hayti Center to engage community members & stakeholders to erect an iconic sculpture & neighborhood-wide storytelling installation, unified through a documentation process. iv. PAC members asked about neighborhood-wide component and how it will affect those who interact with the artwork; the intention is community members can walk through with the use of a map, experience & read about the project. Angela confirmed that all suggestions have been and will continue to be incorporated. v. MOTION: PAC will provide a letter of support for the Hayti/Southside History Public Art Project Proposal, with the Chair and Vice-Chair providing final review of the letter (Harris, Matlock 2nd). vi. ACTION: Approved. (8-0). b. Durham Station – Presentation i. Designs review and request for feedback on City-funded public art project. Theresa Arico presented her process of creating, including community feedback through a 250 person survey of those using the station, and a public survey. iii. Request for Feedback: iv. Harris suggested incorporating the cultural background of the community into the project. v. Trostle suggests additional benches will help incorporate relevant & modern aspects to design. vi. Jakob asked about textured hummingbird & artist describes wood stamping process; Jakob suggests hiding subtle interactive details on surfaces. vii. Castillo-Marte suggests including bees to draw a connection to Burts Bees. c. Governance Updates i. Majority of new members have attended training and should be ready to meet w/ members and join a task force. d. 2022 Goals for the Public Art Committee i. The discussion of task work was postponed due to time constraints; Staff & Castillo-Marte suggested members who have not joined a task force to reach out to task force members; in person meeting suggested. VI. Public Questions a. No questions were submitted by the public. VII. Adjournment a. Final Thoughts and other reminders by Chair/Vice Chair. b. Support the Durham Cultural Advisory Board’s planning process for the Cultural Road Map. a. Task Force Members: Laura Ritchie 2. Review and recommend training opportunities based on the results of the Capacity Building Survey and input from the Public Art Committee members. Identify capacity building solutions for local artists. Develop mentor and mentee guidelines/opportunities and other artist resources to address local artists' needs. a. Task Force Members: Mya Castillo-Marte, JP Trostle 3. The Public Art Committee will develop the skills needed to assess, identify and address where implicit and explicit bias may impact or affect arts and culture in Durham, in order to develop a set of best practices for public art with a focus on anti-racism, community accountability and equity, and to uplift intergenerational, gender diverse, racially diverse, and LGBTQIA+ artists. a.
