I. Call to Order and Guest Introductions
a. The meeting was called to order at 12 p.m. by Chair Mya Castillo-Marte.
II. Approval of Minutes
a. Defer until December; minutes not prepared due to staff capacity.
III. Adjustments to the Agenda
a. None.
IV. Announcements
a. Cultural Roadmap Updates
i. Smith shared updates on the Cultural Roadmap process, including:
1. Website updated
2. Planning group; encourages participation & applications
ii. Ritchie recommended interested group members fill out self nomination forms
iii. Chavez offered to help translate application into Spanish
b. County Public Art Program Updates
i. Hayes-Bright announced a goal to hire a Public Art Coordinator during early 2023
to work with Cultural Roadmap planning in addition to public art projects for the
County.
c. Staffing Updates
i. Brown introduces Stephanie Minor as new CPAP Coordinator.
V. New Business and Presentations
a. Capacity Building Survey Results Review and Task Force Updates
i. Survey is closed; summary of results will be presented to PAC by task force
following DPAP staff summary
b. Governance Updates
i. Attendance report review needs to be submitted to DCAB.
ii. Committee members can be removed if they have been absent for 6 meetings;
DCAB has a structure that can be followed for removal. Three members with 6 or
more shall be recommended for removal; Castillo-Marte will begin this process.

2. ACTION: Approved. (9 in favor; 0 opposed)
c. 2022 Goals for the Public Art Committee
i. Discussion of task force work related to goals. Matlock suggests team cohesion
through in-person meeting
1. Support the Durham Cultural Advisory Board’s planning process for the
Cultural Roadmap.
• Task Force Members: Laura Ritchie, Kathryn Desplanque
• New Members: Doreen Jakob, Jaime Chaves, Myra Weise
2. Review and recommend training opportunities based on the results of the
Capacity Building Survey and input from the Public Art Committee
members. Identify capacity building solutions for local artists. Develop
mentor and mentee guidelines/opportunities and other artist resources
to address local artists' needs.
• Task Force Members: Mya Castillo-Marte, JP Trostle
• New: Molly Matlock, Christina Perkins, Myra Weise
3. The Public Art Committee will develop the skills needed to assess, identify
and address where implicit and explicit bias may impact or affect arts and
culture in Durham, in order to develop a set of best practices for public
art with a focus on anti-racism, community accountability and equity, and
to uplift intergenerational, gender diverse, racially diverse, and LGBTQIA+
artists.
• Task Force Members: Caroline Dwyer, Nicole Oxendine, Patricia
Harris
• New: None at this time
ii. Castillo-Marte proposed PAC members offer open office hours & resource sharing
opportunities; frequent engagement to boost PAC’s work & visibility
iii. Brown suggests a formal proposal to present to DCAB.
iv. Matlock suggests raising visibility through person-to-person contact on an
individual basis.
v. Desplanque suggests reaching beyond PAC & inviting other artists who have
worked with City of Durham to offer skill sharing opportunities; suggests free or
low-cost offerings.
vi. Weise suggests annual conference/summit with breakout groups; suggests
considering Public Art as a concept rather than a genre. Perkins agreed.
vii. Ritchie suggests PAC could advocate for a line item to be added to the budget of
each forthcoming city public art project that would pay the artist to do a public
presentation/workshop/skill share after the project’s completion; PAC could be
part of hosting/organizing those events.
viii. Group discussion continues around getting all local creatives together in
once place i.e. Creative Happy Hour every 3rd Thursday or on a centralized online
forum/Zoom office hours.
