I. Call to Order and Guest Introductions
a. The meeting was called to order at 12:04 p.m. by Chair Mya Castillo-Marte.
II. Approval of October and November Minutes
a. MOTION: To approve the minutes from October and November’s meetings. (Ritchie,
Matlock 2nd)
b. ACTION: Approved. (9 in favor, 0 opposed)
III. Adjustments to the Agenda
a. None.
IV. Announcements
a. Request for contact information
i. Staff requests members to submit their skillsets and pronouns by email to
rebecca.brown@durhamnc.gov.
b. Cultural Roadmap Updates
i. Ritchie provides the following updates on the Cultural Roadmap RFP:
1. The release has been delayed and should be ready in approximately 2
weeks.
2. The RFQ for an artist/creative team will be released later in the process
to allow for collaboration with the selected consultant (Clarification by
City post-meeting: Consultant will be responsible for the call for
artists/creatives.)
3. The Durham Cultural Advisory Board (DCAB) is meeting later today to
confirm another set of volunteers to be added to the Cultural Roadmap
Planning Group (CRPG); DCAB are still seeking more representation from
youth ages 16-24, and neighborhood representatives.
c. County Public Art Program Updates
i. The County Public Art Program will be hiring new position to support the
program. Details to follow.
V. New Business and Presentations
a. Governance updates
i. 2023 PAC Calendar of Meetings Review
1. Castillo-Marte suggests a new time for the regular meeting that works
for all members’ schedules. The majority of the group present agreed
that either an early morning meeting, approximately 8 am, or a
meeting after 5 pm would be agreeable. The group agreed to keep the
2nd Wednesday, and to confirm a time during the January meeting or
at the retreat.
ii. Attendance Report Review
1. Castillo-Marte reached out to all 3 members previously identified with
low attendance. Allison Wilson has stepped down from the Public Art
Committee, and the other two members, Stewart and Gattis, expressed
interest in staying on the committee. Members must live, work, or study
in Durham County in order to serve on the committee; Castillo-Marte will
confirm residency status with Gattis.
2. Staff reminds members that Ann King had been previously approved
to serve as a member of the Public Art Committee (PAC) and suggests
offering vacancy to King.
a. MOTION: The Public Art Committee (PAC) recommends
offering Ann King membership, based on the Durham
Cultural Advisory Board’s (DCAB) prior approval of King’s
membership during DCAB’s September 2022 meeting.

b. ACTION: (9 in favor, 0 opposed)
3. Staff hopes to release call for student member applications within the
next 3 months.
b. 2022 Goals discussion
i. Castillo-Marte continues to express interest in working together a group prior
to breaking out into sub-committees.
1. Goal: Support the Durham Cultural Advisory Board’s planning process
for the Cultural Roadmap (CRM).
Ritchie summarizes task force meeting; the task force made
recommendations for the artist/creative group and these
recommendations were incorporated into the RFP draft. Smith shares
that public discussions will be held to help artists prepare themselves
for the opportunity.

2. Goal: Review and recommend training opportunities based on the
results of the Capacity Building Survey and input from the Public Art
Committee (PAC) members. Identify capacity building solutions for
local artists. Develop mentor and mentee guidelines/opportunities
and other artist resources to address local artists' needs.
A small group of PAC members met, including Castillo-Marte and
Matlock, to draft a document outlining preliminary plan to offer office
hours and trainings, once a month to offer support and solutions to
local artists. A budget and formal proposal will be drafted following
the retreat. Staff reminds members of the Triangle Art Works (TAW)
programming and suggests connecting with TAW. Matlock will
connect with Director at TAW and request a meeting; Jakob,
Oxendine, and Stephanie Minor (GSD) are interested in attending.

3. Goal: The Public Art Committee will develop the skills needed to
assess, identify and address where implicit and explicit bias may
impact or affect arts and culture in Durham, in order to develop a set
of best practices for public art with a focus on anti-racism, community
accountability and equity, and to uplift intergenerational, gender
diverse, racially diverse, and LGBTQIA+ artists.
The task force has not met since the last monthly meeting. No updates;
discussion to resume following retreat.

a. Staff makes a second request from members to submit skill set by December 30.

b. Castillo-Marte and Staff discuss retreat: time, location, format, staff requirements and
planning; all agree to push back the retreat until February or March to allow for more
time to plan.

b. The next meeting will be held on January 11 from 12:00 pm – 1:30 pm; the committee
will review Retreat Planning.

V. New Business and Presentations (12:15-1:20)
a. Governance Updates (15 minutes)
i. 2023 PAC Calendar of Meetings Review. See below.
1. Discussion of meeting times/dates. If meeting time change occurs,
March 2023 would be the start date for such change.
ii. Attendance Report Review. See below.
1. During the December PAC meeting, PAC members will review the
attendance report for 2022 and make a recommendation for the
Durham Cultural Advisory Board’s consideration regarding to non-
attending members.
2. PAC follow’s DCAB policies regarding attendance, with the exception
that DCAB removes and appoints PAC members. From the DCAB’s By-
Laws: If a member is absent from fifty percent (50%) of regularly
scheduled meetings of the Board in a given twelve-month period, it shall
be the policy of the City Council or Durham County Board of
Commissioners, exercisable in its discretion, to remove that appointee,
in the absence of showings of good cause, and to make another
appointment. The Council or Commissioners may remove any member at
any time, in its discretion.
3. ACTION: To make member recommendations for DCAB’s consideration.
b. 2022 Goals for the Public Art Committee (60 minutes)
