I. Call to Order and Guest Introductions
a. Castillo-Marte called the meeting to order at 5:50 p.m.
II. Approval of Minutes
a. There was not a quorum during the Public Art Committee (PAC) October meeting.
Committee members reviewed and approved both the September and October meeting
minutes.
b. MOTION: To approve September minutes (Trostle, Ritchie 2nd).
c. ACTION: Approved (9-0).
d. MOTION: To approve October minutes (Redman, Trostle 2nd).
e. ACTION: Approved (10-0).
III. Adjustments to the Agenda
a. None.
IV. Announcements
a. Updates for the Cultural Roadmap
i. City staff updated the PAC that as a part of the Cultural Roadmap, AMS released
a “Facility Needs Survey” to artists, and arts and cultural organizations and
encouraged committee members to promote the survey within their circles.
ii. The first Community Input Session will occur on January 20, 2024 at a location
TBA. This open to the public meeting will be an all-day engagement opportunity
for community members to respond to the arts and cultural priorities identified
throughout the initial Cultural Roadmap engagement process, based on surveys,
focus groups, and Cultural Roadmap Planning Group’s Visioning Workshop.
iii. Creative Community Partners (CCP) have completed two events. Staff will
update the Committee on the results of these events once final reports are
available. CCP will also submit a first draft of their Equitable Community
Engagement Proposal. For more information on Creative Community Partners

b. Lee Nesbit has stepped down from the Public Art Committee, as she no longer lives,
works or studies in Durham. However, PAC previously recommended four applicants to
the Durham Cultural Advisory Board. The Board approved all four applicants, and all PAC
vacancies remain filled.
i. New team members will be introduced at the PAC Annual Retreat.
c. Demographic Information for PAC Members
i. City staff sent out a Demographic Survey to Committee members. Staff maintain
a demographic database of Committee members to identify gaps in
representation. Committee members who have not provided demographic
information were encouraged to submit responses to the Demographic Survey.
This is an optional survey, which is only presented to the board as aggregate
data, and is shared internally.
d. City staff updated the Committee that the Pre-Qualified Artist Registry will be moved
from Café to Submittable to help streamline the application process. Artists who are
already a part of the Registry will remain represented, and the City’s webpage link will
remain the same. For more information, visit here.
i. Committee members were encouraged to promote the Pre-Qualified Artist
Registry to local artists.
e. Durham County Updates
i. Sarah Martin from Durham County updated the Committee that Durham County
will be releasing new Request for Qualifications in the coming months, and that
it has extended the deadline of the DCO on the Go Design Contest. For more

V. Old Business
a. Public Art Committee Review Criteria and Review Guidelines
i. Committee members reviewed the drafted review guidelines and criteria for
public art project. Members took time to review the guidelines and offer
feedback. A summary of feedback is below:
1. Committee members clarified the purpose of the Review Guidelines and
Criteria document, as well as its target audiences. The document will
serve as an internal guidepost for members to use during the review
process for public art projects. It will also be shared with external
stakeholders to offer transparent expectations to artists and sponsoring
agencies. Because there are multiple audiences, the committee
streamline the document to clarify what information is for internal vs
external use.
2. Members will add content to the document that describes the
anticipated impact of their recommendations and guidelines.
3. Members suggested that the review guidelines clarify language to more
accurately depict the Committee’s process of review.
4. Committee members noted that the review process should balance the
need to support artists’ finite time while providing honest feedback that
holds both the artist and the sponsoring agency accountable.
5. Members were encouraged to add feedback to the shared document to
be discussed further in the December meeting.
VI. New Business
a. Committee members discussed Retreat Planning and DEI Training Discussion.
i. The Retreat will be 3-4 hours, in-person, on a business day. Members will vote
via Doodle Poll on the preferred month and week of the retreat and decide the
exact retreat date during their December meeting.
ii. During the 2022 Annual Retreat, members attended a DEI Training. However,
Castillo-Marte suggested that the DEI training be scheduled as a separate
learning session from the retreat due to the time commitment needed to
properly delve into the content. Committee members will schedule the training
in a future meeting.
iii. During 2024 Retreat planning, Committee members will assign Task Force
leaders (Laura Ritchie will lead the Cultural Roadmap Task Force, Eliza Redman
will lead the Capacity Building Task Force, and members will choose an Implicit
& Explicit Bias Task Force lead).
VII. Public Questions
a. None.
VIII. Adjournment
a. The Scrap Exchange will host a Smash Fest on November 25, 2023.
b. Committee members were encouraged to join the Cultural Roadmap Visioning
Workshop on December 11, 2023 from 10:00 a.m. to 3:00 p.m.
c. The Wheels Roller Skating Rink artist has been selected by community members and will
be approved by City Council in November.
d. Castillo-Marte adjourned the meeting at 7:29 p.m.
