Call to Order and Guest Introductions a. The meeting was called to order at 3:10 p.m. by Chair Mya Castillo-Marte. b. Durham Cultural Advisory Board members E’Vonne Coleman and Tom Jayes were present. II. Adjustments to the Agenda a. None. III. Announcements a. City of Durham  i. Dare Coulter, the selected artist for the Public Art at Wheels Roller Skating Rink project, is collecting feedback from the public through a survey to help inform the public art themes. The survey is also available in Spanish. ii. The Durham Arts Council (DAC) will utilize $1 million in City of Durham American Rescue Plan Act funds to provide support and help reverse negative impacts of the pandemic for Durham’s arts and cultural sector. The second round of applications are due March 15, 2024. iii. Public Art for the Merrick-Moore Park will be installed in March 2024. b. Durham County i. Durham County Public Art Program posted a Request for Qualifications (RFQ) for various Durham County buildings. The submission deadline was February 15, 2024, and 146 applications were received. ii. Durham County is seeking artists to design a vehicle wrap for their DCo on the Go vehicle. Submissions are due April 12, 2024. c. Cultural Roadmap i. The first Community Input session was a success, with over 140 participants. The second Community Input session is scheduled for Saturday, April 27, location (East or West Durham) to be confirmed. The phase one report, the summary of the interviews, focus groups, surveys, and first community input session, will be available in the next few weeks. The next research project of the Roadmap will focus on defining exemplar cities, to help guide the next steps. Durham Cultural Advisory Board (DCAB) member Andrew Nurkin, a professor at Duke University’s Sanford School of Public Policy, is working with City staff and a few students on a research project. The students are researching how other cities address public art in their Unified Development Ordinances (UDO). The City and County are current re-writing Durham’s UDO. Approval of December 20203 Meeting Minutes a. MOTION: To approve the minutes from December 2023 Meeting. (Trostle, Vienrich- Felling 2nd). b. ACTION: Approved. (9-0). V. Old Business a. Public Art Committee (PAC) Review Criteria and Review Guidelines i. The PAC has been working on a document to help guide public art proposal reviews for several months. The PAC members review the document and work through each section. ii. MOTION: To recommend approval of Public Art Committee Review Criteria & Guidelines to the Durham Cultural Advisory Board (DCAB). (Castillo-Marte, Dennis 2nd). iii. ACTION: Approved. (9-0). iv. The DCAB will review this document during their March meeting. Once approved by the DCAB and the City, the document will be available on the City’s website. VI. New Business and Presentations a. A Year in Review: Staff provided a brief summary of the Public Art Committee (PAC)'s activities, completed projects, new members, and the DCAB 2023 Annual Report. b. Upcoming projects in FY24 i. City projects: 1. Wheels Roller Skating Rink 2. South Arts Cross Sector Grant Project: Keep Bull City Litter-Free 3. Merrick – Moore Park Public Art 4. Public Art for Bus Shelters 5. South Ellerbe Restoration Project c. Goals and Task Forces Tom Jaynes, facilitator Public Art Committee (PAC) members were introduced to Tom Jaynes. PAC members broke off into small groups to discuss their current goals, and whether they would recommend to the group if the goal should be retired, renewed, or revised, and identify actionable steps to achieve or support the goal. Jaynes introduced the concept of SMART goals: Specific, Measurable, Achievable, Relevant, and Time-Bound. i. Goal One: Support the Durham Cultural Advisory Board’s planning process for the Cultural Roadmap. This will remain a goal of the Public Art Committee going forward. This Task Force will also get involved with the UDO re-write project. a. Task Force members: I. Laura Ritchie, Task Force lead II. JP Trostle III. Oliver Hess IV. Jaime Chaves V. Staff support: Annette Smith b. Top three actionable steps: I. Meet with Duke students and Cultural Roadmap Planning Group (CRPG) members to get their input, remain in contact with these folks, and aim to have one task force member at each of their meetings. II. Identify where PAC fits into the Cultural Roadmap planning process. III. Make a recommendation for a Public Art Plan in the new Cultural Roadmap. c. Task force meeting tentatively scheduled for March 26, 2024. The members will get in touch with Laura Ritchie and the Duke students. ii. Goal Two: Review and recommend training opportunities based on the results of the Capacity Building Survey and input from the Public Art Committee members. Identify capacity building solutions for local artists. Develop mentor and mentee guidelines/opportunities and other artist resources to address local artists' needs. This will remain a goal of the Public Art Committee going forward. The language of the goal may change. a. Task Force members: I. Eliza Redmann, Task Force lead (to be confirmed) II. Mya Castillo-Marte III. Tony Santiago b. Top three actionable steps: I. Review the survey data.  II. Identify entities with access to resources, i.e. the Durham Arts Council and Triangle Artworks. III. Gather new information from outreach efforts in creative spaces. c. Task force meeting tentatively scheduled some time during the week of March 4, 2024, to review the survey data. iii. Goal Three: The Public Art Committee will develop the skills needed to assess, identify and address where implicit and explicit bias may impact or affect arts and culture in Durham, in order to develop a set of best practices for public art with a focus on anti-racism, community accountability and equity, and to uplift intergenerational, gender diverse, racially diverse, and LGBTQIA+ artists. This will remain a goal of the Public Art Committee going forward. a. Taske Force members: I. Ann King, Task Force lead II. Alexis King III. Bren Vienrich-Felling b. Top three actionable steps: I. Identify or develop DEI best practices guidelines in the coming year. II. Find an agreed upon time for group DEI training, perhaps specifically arts DEI training or City lead training, sometime in the next 4-6 months. III. Create a list of DEI icebreakers for the beginning of each PAC meeting. c. Task force meeting tentatively scheduled for March 4, 2024. They will aim to develop three DEI/biased focused ice breakers for PAC meetings. iv. MOTION: The Public Art Committee members will adopt the three goals, as listed below, for Calendar Year 2024. (Castillo-Marte, Trostle 2nd). v. ACTION: Approved. (9-0). 1. Goal 1: Support the Durham Cultural Roadmap. 2. Goal 2: Support Capacity Building for Local Artists. 3. Goal 3: The Public Art Committee will develop the skills needed to assess, identify and address where implicit and explicit bias may impact or affect arts and culture in Durham, in order to develop a set of best practices for public art with a focus on anti-racism, community accountability and equity, and to uplift intergenerational, gender diverse, racially diverse, and LGBTQIA+ artists. VII. Public Questions a. No questions were submitted by the public. VIII. Adjournment a. Final Thoughts and other reminders by Chair/Vice Chair. b. Task Force three has asked PAC members to be prepared to discuss their first DEI/bias focused ice breaker for the next meeting: talk to someone older or younger, ask them what the top three most important things in their life, and report back one thing you have learned from the conversation. c. The next meeting will be held on Tuesday, March 14th from 5:45 p.m. – 7:15 p.m. location to be determined. d.
