May 4, 2022
Call To Order:
A meeting of the Durham Recreation Advisory Commission was held in-person at Burton Park (1501
Sima Ave) on May 4, 2022. Chair Stracks-Mullem called the meeting to order at 7:55AM. Attendance
was confirmed by roll call. Commissioners Scurlock-Jones and Reyes were excused absences.

III. Consent Agenda
1. Approval of Minutes:
Jill made a motion to approve the April 13, 2022 meeting minutes; seconded by Kokou; no
further changes, whereupon motion duly made, seconded and unanimously adopted, the
minutes were approved as presented.
2. RAC Action Items – Fee Waiver Requests (Rich Hahn)
Jill made a motion to accept all fee waivers as recommended by staff; seconded by Kokou.
All in favor, motion passes unanimously.

V. Commissioner Comments & Committee Reports
Hillandale Advisory Committee (Rebecca Reyes/ Leslie Stracks-Mullem)
Lesley attended a meeting and commented how busy golf has been. She stated there were issues
with grass at the driving range and potentially placing astro-turf down on the weekends. She
stated they are looking to expand the space.

Karthik stated they hoped to do a site/trail visit and were deciding on which to choose.

Open Discussion
There was discussion among Commissioners regarding Twin Lakes Park and its
maintenance. Tom stated the future plans for park expansion and long term
development on the CIP for parking on the unpaved areas. Tom stated if there were
any amenities or sanitation issues that needed to be addressed at any DPR parks to
reach out to DPR (dprinfo@durhamnc.gov) for a solution.
Commissioners discussed a potential partial petition of rights for Old North Durham
Park between Trosa and Central Park School. Tom gave further information regarding
the space and how it is utilized as both private and public space. Rich clarified the
Land, Water and Conservation Fund (LWCF) and how their gifted deeds must be used
for recreational space.
There was discussion regarding the Southern Community Park and how it offered
recreational activities for adults and how this can be implemented at Durham Parks.
Tom suggested Edgemont Park as an example.
Commissioners discussed paper conservation at DPR facilities.
Commissioners discussed the Splash & Play Project and Wade shared an update
inclusive of outreach and community organization. Commissioners suggested sharing
this information with the Inter-Neighborhood Council.
Commissioners discussed the Rock Quarry Park completion and the Bimbé Festival
taking place at the end of the month.
Lesley adjourned the meeting at 8:22AM.
