Recreation Advisory Commission March 13, 2024 Call To Order: A meeting of the Durham Recreation Advisory Commission was held on this day in person, March 13, 2024. In attendance Lesley Stracks-Mullem, Karthik Sundaramoorthy, Teah Rawlings, Jill Thomas, and Mike Johnston I. Adjustments to the Agenda/Special Announcements 1. None II. Public Comment 1. Dale McKeel – Trail Maintenance needed on the Third Fork Creek Trail – Grant for Trail Maintenance is available. III. RAC Community Engagement Events & Committee Reports 1. Community Engagement  Lesley has signed up for the Durham Senior Games.  Manifest Skate shop is partnering with NIS to give away boards from donated parts to youth and will provide free lessons to youth when they are given away.  Duke Park Neighborhood is adopting Duke park and is planting flowers by the sign.  Welcome to Carl Rist 2. DOST  No report. 3. Durham Parks Foundation  Mayor’s Corporate Challenge  Actively recruiting new board members IV. Approval of Minutes and Fee Waivers 1. Motion to approve minutes and fee waivers per staff recommendations, Jill Thomas, Teah Rawlings seconded, motion passed unanimously. V. Old Business/New Business 1. FY25 Budget and CIP Presentation – Joy Guy and Thomas Dawson  Presentation Attached  The FY25 Budget was adjusted for the half-penny increase due to the increased tax base, adjustments for purchasing previously rented equipment, adjustments for stormwater and Holton Career and Resource Center, and increases for the part-time pay plan and a part-time with benefits position conversion to a full-time position.  Does the part-time increase keep up with inflation?  The HR department reviews the suggested pay plan, and if adjustments are needed, they are made annually.  The new half-penny fund is 2.126.000, which funds both personnel and maintenance projects in a park, which are smaller deferred maintenance that do Recreation Advisory Commission March 2024 Meeting Minutes Page 1  not fall under the CIP.  The FY25 budget request is just over $20,000,000. This number sustains current operations.  Once the Comprehensive plan is completed which will be after the budget is passes, the department will know what level of additional funding is needed.  CIP Presentation attached  169 million in proposed projects  Question: Will Sherwood Park get a new restroom building? • At this time funding is not being requested for a new restroom at Sherwood. DPR will look at what repairs could be needed.  Question on the development proffer process • DPR does provide comments and works with developers to ensure that developers are paying for amenities or building amenities as required. • Developers pay impact fees which can be used for new recreation within the zone. The impact fees are a small amount and are set by state law. DPR is looking at different strategies of funding for new recreation.  DPR has a project map that shows all active projects. 2. Proposal to cancel the April Meeting and attend the Mayor’s Corporate Challenge Karthik motioned mike seconded motion passes. To meet at the mayor’s corporate challenge VI. Directors Report 1.
