DURYEA BOROUGH COUNCIL MEETING May 10, 2022 **UPDATE** WORKSESSION o The agenda has been made available for public inspection. Mayor Bauman and Council members have been provided a copy of the agenda in advance of this meeting. o Public comment regarding agenda items. o Reports from department heads. o Council and Mayor comments. MEETING • Pledge to the flag. • An attendance roll call will now be taken by the Manager. • With a quorum present, the meeting will continue. • Council met in executive session this evening to discuss personnel matters of the Police Department. • Please be advised that this public meeting was advertised in the Times Leader in the legal section. A copy of the legal ad is attached. • All minutes, correspondence, bills, and reports are available for inspection. • Discussion regarding permits for food vendors according to Ordinance 2019-1. • Discussion regarding the sidewalk project on Stephenson Street (near RR)….incomplete. • Discussion regarding the model storm water ordinance, to change the existing ordinance. • Discussion regarding social media archiving – keep or disable comments. • Discussion regarding an agreement with Astound/RCN to provide cable/internet in the borough. • Discussion regarding a resolution in support of the Legalization of the Cannabis Industry and Expungement for Previous Such Offenses in Pennsylvania. • Discussion regarding changing the names of the streets in Ordinance 2007-6. Motion: • to accept the minutes as posted. • that all correspondence be accepted, action be taken where necessary and placed on file. 1 • that all bills, wages, salaries, and commissions be paid when funds are available. • to approve payment of bills that were paid after the previous meeting, but before approval of bills for the current meeting. • that all reports be accepted, action be taken where necessary and placed on file. • to appoint the following part-time police officers for the month of June 2022, as necessary for the general welfare, health, and safety of the public: o Officers- Giles Wall • to adopt Ordinance 2022-3 which prohibits parking in front of 769, 771, 773 Main Street to complete a sidewalk project through Pittston City. • to appoint ______________________ as an alternate to the Duryea Civil Service Commission, term to expire December 31, 2025. • to pass Resolution 2022-8 in support of the legalization of the cannabis industry and expungement for previous such offenses in Pennsylvania. • to accept the highest bid for the 2013 Dodge Charger on Municibid. • to authorize the engineer to put the sidewalk project out to bid (2020 LSA grant) and apply for required permits. • to accept the resignation of Amanda Zabrowski as the Duryea Borough Administrative Assistant. • to place a “Hearing Impaired Person” sign on both sides of the road at 249 Main Street. • to purchase radios from Motorola Solutions for Germania and Excelsior Hose Companies, funded through the ARPA program, in the amount of $80,000, subject to review and approval of Solicitor. • to ratify the purchase of a dike pump and parts from Medico Construction Equipment, funded through the ARPA program, in the amount of $52,475. • to terminate employee #95 from the Duryea Street Department. • to amend the paving project loan through Liquid Fuels funds from 2014 to make an additional payment in May 2023 for the remaining interest due (approx. $40,626.73). 2 • to authorize the engineer to put a project out to bid for debris removal along the 600 block of Watt Street, funding to be applied for through FEMA/PEMA, if approved.
