DURYEA BOROUGH COUNCIL MEETING August 9, 2022 WORKSESSION o The agenda has been made available for public inspection. MEETING • Pledge to the flag. • An attendance roll call will now be taken by the Manager. • With a quorum present, the meeting will continue. • Council met in executive session this evening to discuss legal matters of the Street and Police Departments. • Please be advised that this public meeting was advertised in the Times Leader in the legal section. A copy of the legal ad is attached. • All minutes, correspondence, bills, and reports are available for inspection. • Discussion regarding adoption of Skytop Drive. • Discussion regarding Waste Management agreement (2023). • Discussion regarding SPCA Initiative vs TNR. • Discussion regarding the Traffic Signal Technologies Grant program. • Discussion regarding sponsorship for an RACP Grant for Pride Mobility. MOTION: • to accept the minutes as posted • that all correspondence be accepted, action be taken where necessary and placed on file. • that all bills, wages, salaries, and commissions be paid when funds are available. • to approve payment of bills that were paid after the previous meeting, but before approval of bills for the current meeting. • that all reports be accepted, action be taken where necessary and placed on file. • to appoint the following part-time police officers for the month of September 2022, as necessary for the general welfare, health, and safety of the public: 1  o Officers- Giles Wall • to accept the resignation of Paul Harrison as the Duryea Borough Street Supervisor. • to authorize the Borough Manager and the Borough Secretary’s attendance at the annual PSAB Fall Leadership Conference, October 14-16, in Gettysburg, PA. • to adopt Ordinance 2022-6 Amending Ordinance 2011-4 which makes necessary changes to the Stormwater Ordinance. • to hire ___________________________ as a part-time Street Department Laborer, with less than 32 hours per week, at a starting rate of $15.50 per hour (Hodick/Coolbaugh). • to authorize the engineer to put the 2022 Liquid Fuels paving project out to bid. • to hire ____________________________ as a full-time police officer, provided he successfully pass the full background check process and all other Borough and M.P.O.E.T.C requirements for newly hired police officers. Officer will be subject to the probationary period as per the current Collective Bargaining Agreement. Also conditioned upon Council and the Duryea Borough Police Department Union reaching a Memorandum of Understanding concerning the period of time between today and Mr. Taylor successfully passing the M.P.O.E.T.C. exam, subject to the review of our Solicitor. • to amend the agenda by adding a motion to approve the sponsorship for the Redevelopment Assistance Capital Program (RACP) Grant. • to approve the sponsorship for the Redevelopment Assistance Capital Program (RACP) Grant. • to amend the agenda by adding a motion to accept the resignation of Geoffrey Czajkowski from the Duryea Street Department. • to accept the resignation of Geoffrey Czajkowski from the Duryea Street Department.
