DURYEA BOROUGH COUNCIL MEETING September 12, 2023 Mayor Bauman to swear in Robin-Lynn Plake and Katia Harris to the Duryea Police Department. Council members have been provided with a copy of the agenda in advance of this meeting. o Public comment regarding agenda items. o Reports from department heads. o Council and Mayor comments. MEETING • Pledge to the flag. • An attendance roll call will now be taken by the Manager. • With a quorum present, the meeting will continue. • Council met in executive session this evening to discuss personnel matters of the Street and Police Departments. • Please be advised that this public meeting was advertised in the Times Leader in the legal section. A copy of the legal ad is attached. • All minutes, correspondence, bills, and reports are available for inspection. • Discussion regarding the repair/replacement of the drainage pipe/trench bordering 301 Skytop Drive. Motion: • to accept the minutes as posted. • that all correspondence be accepted, action be taken where necessary and placed on file. • that all bills, wages, salaries, and commissions be paid when funds are available. • to approve payment of bills that were paid after the previous meeting, but before approval of bills for the current meeting. • that all reports be accepted, action be taken where necessary and placed on file. • to appoint the following part-time police officers for the month of October 2023, as necessary for the general welfare, health, and safety of the public: • Officers- Giles Wall • to put the Civil Defense truck out to bid. • to ratify the termination of employee #108 from the Duryea Street Department as of September 6, 2023. 1  • to add special needs signs at the front and side of 801 Blueberry Drive, on both sides of the street (corner property). • to add special needs signs on both sides of the street near 207 New Street. • to ratify the authorization and direct the borough manager to execute and deliver the certification and request for payment on behalf of Duryea Borough for approved project costs through the 2022 Community Development Block Grant. • to authorize the Borough Manager’s attendance at the annual PSAB Fall Leadership Conference, October 13-15, in Erie, PA. • to approve Resolution 2023-7 to apply for the 2024 Community Development Block Grant for street paving (fourteen CDBG approved streets – some are partial streets). • to approve Resolution 2023-8 to apply for a Local Share Account Grant for Main Street Sidewalk Project – Phase 2 (500-600 block) in the amount of $494,672. • to approve Resolution 2023-9 to apply for a Local Share Account Grant for 2024 Street Paving in Blueberry Hills Estates in the amount of $872,127. • to approve Resolution 2023-10 to apply for a Local Share Account Grant for Germania Personal Protective Equipment in the amount of $183,011.20. • to approve Resolution 2023-11 to apply for a Local Share Account Grant for Excelsior Hose Company Addition – Phase 2 in the amount of $300,000.
