DURYEA BOROUGH COUNCIL MEETING March 11, 2025 • The agenda has been made available for public inspection. MEETING • Pledge to the flag. • An attendance roll call will now be taken by the Manager. • With a quorum present, the meeting will continue. • Council met in executive session on March 4th to discuss personnel matters of the fire department and legal matters regarding the acquisition of property, and again this evening to discuss legal matters regarding the acquisition of property. • Please be advised that this public meeting was advertised in the legal section of the Times Leader, which is attached. • All minutes, correspondence, bills, and reports are available for inspection. • Reports from department heads. • Council and Mayor comments. Old Business • 2025 Liquid Fuels Paving Project • 2025 LSA suggestions New Business • Levee Committee • Bridge Committee Motion: ▪ to accept the minutes as posted. ▪ that all correspondence be accepted, action be taken where necessary and placed on file. ▪ that all bills, wages, salaries, and commissions be paid when funds are available. ▪ to approve payment of bills that were paid after the previous meeting, but before approval of bills for the current meeting. ▪ that all reports be accepted, action be taken where necessary and placed on file. 1  ▪ to appoint the following part-time police officers for the month of April 2025, as necessary for the general welfare, health, and safety of the public: Giles Wall Harris ▪ to choose the following streets to go out to bid for paving using 2025 liquid fuels funds (approximately $115k): ________________________________________. ▪ to authorize the engineer to put the street(s) listed above out to bid using the 2025 liquid fuels funds. ▪ to approve payment for the Excelsior Building Update Local Share Account grant in the amount of $82,620. ▪ to ratify payment of the 2025 Ford Interceptor for the police department. ▪ to authorize engineers to put the Main Street Sidewalk project out to bid using LSA funds. ▪ to approve Resolution 2025-3 to apply for the Strategic Management Planning Program (STMP), with Duryea Borough earmarking $40,000 as a match. ▪ to authorize Verdantas LLC, engineering firm, to complete the benefit to cost analysis (BCA) to determine the benefit to cost ratio (BCR) for the 2025 BRIC grant for the levee project in the amount of $18,800 (with a possibility of an additional $5,000 if more data collection is needed to reach the required BCR).
