DURYEA BOROUGH COUNCIL MEETING December 9, 2025 WORKSESSION o The agenda has been made available for public inspection. MEETING • Pledge to the flag. • An attendance roll call will now be taken by the Manager. • With a quorum present, the meeting will continue. • Council met in executive session on December 2nd and again this evening to discuss personnel matters. • Please be advised that this public meeting was advertised in the legal section of the Times Leader, which is attached. • All minutes, correspondence, bills, and reports are available for inspection. • Reports from department heads. • Council and Mayor comments. Old Business New Business Meeting Motion: • to accept the minutes as posted. • that all correspondence be accepted, action be taken where necessary and placed on file. • that all bills, wages, salaries, and commissions be paid when funds are available. • to approve payment of bills that were paid after the last meeting, but before approval of bills for this meeting. • that all reports be accepted, action be taken where necessary and placed on file. • to appoint the following part-time police officers for the month of January 2026, as necessary for the general welfare, health, and safety of the public: Giles – Wall – Anderson • to appoint ________________ as a member of the Duryea Borough Civil Service Commission, term to expire December 31, 2031. 1  • to ratify the approval Resolution 2025-14 to apply for a Statewide Local Share Assessment grant for the Excelsior Hose Company Addition Phase III in the amount of $498,226.26. • to ratify the approval Resolution 2025-15 to apply for a Statewide Local Share Assessment grant for the Main Street parking Lot and Borough Building Roof Replacement Project in the amount of $284,081. • to ratify the approval Resolution 2025-16 to apply for a Statewide Local Share Assessment grant for the Marcy Street Building Update in the amount of $146,281. • to ratify the payment to Multiscape, Inc. in the amount of $92,719.30 for the Excelsior Building Update LSA, for which funds had been received from DCED. • to accept that all work sessions are to be held on the first Tuesday of each month in 2026, with the exception of November which will be held on Wednesday, November 4th. Work session will begin at __________ p.m. • to accept that all council meetings are to be held on the second Tuesday of each month in 2026 at __________ p.m. • to approve Prociak and Associates to complete the annual DCED audit for the period ending December 31, 2025. • to authorize the appropriate borough officers to execute the service agreement with Municipal Recovery, Inc. for recycling. • to approve payment for reimbursement #13 (phase I) to Multiscape for the Excelsior Building Update Local Share Account grant in the amount of $25,777.24, once reimbursement from DCED is received. • to approve payment for reimbursement #1 (phase II) to Multiscape, J’s Electrical Service and All Service Rite for the Excelsior Building Update Local Share Account grant in the amount of $74,294.38, once reimbursement from DCED is received. • to approve payment for reimbursement #2 to J’s Electrical Services for the Excelsior Building Update Local Share Account grant in the amount of $12,825, once reimbursement from DCED is received. • to appoint __________________ to the Duryea Borough Sewer Authority, term to begin January 1, 2026, and expire December 31, 2030.
