CITY OF DUVALL CITY COUNCIL MEETING MINUTES OCTOBER 18, 2022 COMMITTEE OF THE WHOLE AND REGULAR MEETING Fire District 45 Headquarters 15600 1st Ave. NE Duvall, WA 98019 Virtual Option Provided Closed Session The Council went into closed session pursuant to RCW 42.30.140(4)(b) for discussion of the Fraternal Order of Police contract negotiation position at 5:30 p.m., and at 5:42 p.m., came out of closed session and stood at ease. Call to Order – Committee of the Whole The Duvall City Council Committee of the Whole Meeting of October 18, 2022 was called to order by Mayor Pro Tem McHenry at 6:01 p.m. A quorum of the Council was present. Mayor Amy Ockerlander also was in attendance. Council Present: Amy McHenry, Ronn Mercer, Jennifer Knaplund and Corey Lovett Council Absent: John Isaacson and Rick Shaffer Staff Present: Lara Thomas, Dana Mason, Steve Leniszewski, Mike DeBock, Steve Sabourin, Daniel Kenny (virtual), and Sara McMillon. A. Good of the Order There was no good of the order discussion. B. Review of Regular Meeting Agenda Mayor Ockerlander reviewed some of her suggestions for amendments to the Council’s regular meeting agenda. She said she would like the Council to have the public comment period after presentations and suggested placing discussion of the preliminary operating budget on the regular meeting agenda for discussion. Preliminary Operating Budget for 2023 – 2024 The Council by unanimous consent postponed discussion of this item to the regular meeting. 2. Format of Budget Presentations The Council discussed how to best receive information during budget discussions. Finance Director Mason showed a demonstration of the OpenGov budgeting software. 3. City Council Goals for the 2023 – 2024 Budget Mayor Pro Tem McHenry showed a presentation concerning City Council accomplishments and goals. She discussed goals and accomplishments from the current biennial budget period of 2021 – 2022. Ms. McHenry then reviewed Council long term priority rankings and short-term goals developed at an earlier retreat in 2022. The Council then discussed possible changes for the current budget document. Director Thomas said a goal concerning the update of the Comprehensive Plan might be appropriate, and Councilmember Lovett agreed managed growth should be a high priority. Councilmember Knaplund said she would like a goal concerning preserving the historic nature of downtown, and Councilmember Mercer said he would like something about responsiveness to citizens. Following further discussion, Mayor Pro Tem McHenry said she would incorporate Council input into revised goals for the 2023 – 2024 budget. D. Reports and Planning 1. Administrator Report The Council by unanimous consent removed the administrator report from the regular meeting agenda and placed it on the Committee of the Whole meeting agenda. Community Development Director Thomas provided a departmental report. She reminded City Councilmembers of upcoming events, including Trick or Treating on Main Street on Halloween, a special City Council meeting October 25 starting at 5:30 p.m. to receive budget presentations, a City Council retreat October 29 starting at 9 a.m., and joint meetings with the Planning Commission on November 9 and 16. 2. Adjournment The City Council Committee of the Whole meeting adjourned at 6:51 p.m. Call to Order – Regular Meeting The Duvall City Council Regular Meeting of October 18, 2022, was called to order by Mayor Amy Ockerlander at 7:00 p.m. The meeting was quorate. Council Present: Amy McHenry, Ronn Mercer, Jennifer Knaplund and Corey Lovett. Council Excused: Rick Shaffer and John Isaacson Staff Present: Lara Thomas, Steve Leniszewski, Daniel Kenny (virtual), Dana Mason, Mike DeBock, and Sara McMillon A. Flag Salute Mayor Ockerlander led the flag salute. B. Roll Call City Clerk McMillon conducted roll call. C. Additions and Corrections to the Agenda The Council by unanimous consent reordered the agenda by placing the public comment period before presentations and discussion of the preliminary budget under new business. D. Agenda Adoption It was moved by McHenry to adopt this evening’s agenda. The motion carried (4 ayes). The Council approved the agenda for the regular City Council meeting of October 18, 2022, as amended. E. Presentations 1. Proclamation of Domestic Violence Action Month City of Duvall City Council Meeting 10/18/22 Page 3 of 7  Mayor Ockerlander proclaimed October as Domestic Violence Action Month. 2. Funding for Human Services Grants Laura Smith, executive director of Empower Youth Network, Lisa Yeager, executive director of the Snoqualmie Valley Senior Center, and Nela Cumming, exec director of Encompass, addressed the Council concerning the needs of human service agencies in the valley. These organizations are an important part of the community and provide critical support to members of the public. Ms. Cumming requested the City Council consider additional funding as part of its budget discussions and a policy for a minimum annual investment in human services. 3. Mayor’s Presentation of Preliminary Operating and Capital Budget for 2023 – 2024 Mayor Ockerlander delivered her budget message for the 2023 – 2024 budget. F. Comments from the Audience There were no comments from the audience. G. Consent Agenda It was moved by McHenry to approve this evening’s consent agenda. The motion carried (4 ayes). The Council approved: 1. Minutes for Committee of the Whole and Regular Meetings October 4, 2022; 2. Payroll and Claims Approval in the Amount of $695,285.57; 3. AB22-90 Amendment to Contract for Legal Defense with Joh O’Brien of O’Brien Law Firm, doing business as O’Brien, Barton & Hopkins, PLLP; and 4. AB22-91 Purchase Authorization for Wastewater Treatment Plant Fire Alarm Panel Replacement, a small project Public Works contract with Performance Systems Integration for construction of the Wastewater Treatment Plant’s fire panel replacement project with inclusion of a ten percent management reserve. H. Scheduled Items 1. Mayor’s Report Mayor Ockerlander announced City Clerk McMillon’s resignation from her position at Duvall. She will be missed. Mayor Ockerlander discussed a Sound Cities City of Duvall City Council Meeting 10/18/22 Page 4 of 7  Association board meeting in Renton. David Hoffman was appointed as the new executive director of SCA. 2. King County Fire District 45 Report No report. 3. Duvall Police Report Police Chief DeBock provided a recruiting and hiring update for the police department. Public safety was a topic of discussion at a recent Snoqualmie Valley Governments Association meeting. Chief DeBock highlighted police statistics. 4. Council Committee Reports a. Finance and Administration Mayor Pro Tem McHenry reported the procurement policy draft was provided to Finance Director Mason for further review. b. Land Use No report. c. Public Safety No report. d. Public Works No report. e. Ad-Hoc Committees Mayor Pro Tem McHenry reported City Attorney Kenny is reviewing a draft City Council Rules of Procedure document. 5. Other Council Reports Councilmember Knaplund discussed a regional meeting concerning parks. A City of North Bend park survey indicates many people are playing pickleball. Mayor Pro Tem McHenry gave a report concerning the Sound Cities Association (SCA) Public Issues Committee. The SCA is in the process of collecting legislative agendas from participating cities. City of Duvall City Council Meeting 10/18/22 Page 5 of 7  Mayor Pro Tem McHenry said at recent Council Chat attendees discussed noxious weed control, the possible phasing out of gas-powered leaf blowers due to noise, and a possible dark sky ordinance. Council Chats are optional, and a way for the Council to connect with constituents. The next chat will be virtual. I. Public Hearing At 7:57 p.m., Mayor Ockerlander opened a public hearing on budget revenue sources and the property tax levy for 2023. After brief Council discussion, and hearing no public comment, Mayor Ockerlander closed the public hearing at 8:05 p.m. J. Unfinished Business There was no unfinished business. K. New Business 1. AB22-92 Ordinance Revising Municipal Code Concerning Court Order Violations City Attorney Kenny discussed a proposed amendment to Duvall Municipal Code 7.01.135 and adoption of 7.01.260. Changes would make the code current with recent changes to the Revised Code of Washington concerning domestic violence orders, anti-harassment orders and extreme risk protection orders. 2. Preliminary Budget Finance Director Mason gave a presentation concerning the proposed operating budget for 2023 – 2024. After Council discussion, Mayor Pro Tem McHenry requested Councilmembers place questions on an internal spreadsheet so that staff has a central location for viewing requests for information. Councilmember Knaplund said she would like staff to provide information on which expenses are one-time only and which are recurring. Finance Director Mason said this could be done but would be very time consuming. After further discussion of how information is received, Mayor Pro Tem McHenry urged the Council to view the budget in the OpenGov software before providing direction on what is needed at the November 1 meeting. L.
